Is it possible to recruit and/or to retrain units who sit in a permanent fort?
I imagine that permanent forts in border provinces would have to be garrisoned for obvious reasons. It would be annoying if you have to move troops between the city and the fort in order to retrain.
Second question, if a city is struck by the plage will the fortress garrison be affected?
