Future World

Introduction

It is the year 2008 - the year of big changes! By a strange accident, simultaneously newcomers take over the power of some of the most powerful nations and organisations in the world.

People say that these new inexperienced amateurs will lead the world into chaos and prophecy that the first half of the 21st century will be even worse than the 20th. However, there are also some hoping that new leaders will overcome the hurdles of tradition and prejudges and will finally find a way to solve the problems of the world.

The first of a row of very important events was the election of a new Secretary General for the UNITED NATIONS in January. After a long discussions the Security Council (China, France, Russia, Britain and the U.S. as permanent members and Belgium, Burkina Faso, Costa Rica, Croatia, Indonesia, Italy, Libya, Panama, South Africa and Vietnam) finally agreed on Elite Ferret.

Elite Ferret is now the leader of an organisation, representing the whole world, advocate of the poor. However, the UN do not have troops of their own, and they depend on the support of the nations, especially the rich and powerful ones. Their only power lies in immaterial values – their ideals of human rights and justice for all people as well as their neutrality and their competence. The new Secretary General has to show that the word is a powerful weapon, sometimes more powerful than guns.

The next unexpected event is the mysterious death of the Russian president in February. However, it does not take long and the Russians have a new leader – President SwordsMaster. Although he is more or less unknown in the western world, he seems to have had the punch to defeat his opponents. His predecessor solved many problems and started the comeback of the Russian giant. However, there are still problems left for the new President.

As if this was not enough change there was a political eruption in China, too. Just a couple of months before the beginning of the Olympic Games the leader of China retired and DemonArchangel, a complete unknown, was nominated as President of the People's Republic of China, Chairman of the Central Military Commission and General Secretary of the Communist Party of China.

Many wonder where this change will lead to. China is not only the country with the biggest population, it has also a booming economy and is challenging the leadership of the U.S.. Although everything seems to be perfect, there are still some open issues – like the conflicts of Tibet and Taiwan. The Olympic Games may be the first test for the new President.

All these changes almost cover the events at the Western countries. After a long, dirty and exhausting campaign the candidate of the Republicans, Marshal Murat wins the U.S. election and becomes President of the United States. During his campaign he promised balancing the U.S. budget and decreasing reliance on foreign fuels.

After the victory of the cold war and an economic boom that lasted almost 3 decades, the U.S. is the richest and most powerful nation in the world. However, the former presidents missed to use these good times and so the heritage for the new president are some severe problems.

Although the economy is so incredible strong, the country is in debt. Not only the government – this debt is small compared to other countries – but the American themselves spend far more money than they earn and the trade balance is negative – not only with the oil producing countries and industrialised countries like the EU and Japan, but with almost every country – even developing countries.

Although the U.S. army is unmatched. It is tied in wars at Iraq and Afghanistan. The former president failed to keep the support of America’s allies. Many of them wonder if the U.S. acts on values that makes them worth to be the leader of the world.

But the most urgent task for President Murat may be to solve the financial crisis.

The European Union has everything to be a leading power – a strong economy, high developed technology and a huge market. However, the community is a puzzle of too many different interests and prejudges and so the Unions appears to be a powerless giant. Rarely the countries of the Union are able to adjust their policies – as seen in the issues of the Olympic Games, the Iraq War etc. . The European leaders realise this and therefore they decided to create the position of the President of the European Union. However, this new leader, Lord Winter, elected by the governments of the countries and depending on their support, has almost now real power. Many wonder how he will manage to focus the diverting interests of the Union.

Additionally, some other countries changed their leaders. Although they may not be as powerful as the U.S., China or Russia, they are also important countries:
Nigeria, the African country with oil and huge population is now under the rule of President Sarathos.
Iran, another source of oil, nominated the former director of a religious school, President Ayatollah Makaikhaan. The new president seizes power at a decisive moment in the history of his country. While the country is threatened by the worlds biggest military power, the USA, which already forced all the other Arabian countries to bow their heads, the Iran has two weapons, that will overcome this enemy. First of all, the oil, which is getting more and more important because of the raise of the eastern economies. China and even Russia are interested in that oil and they are willing to pay almost every prize. The other one is – God! There is no doubt that God is on the side of the Iran.

At Saudi-Arabia Prince AggonyDuck became the successor of his father and new King of Saudi Arabia. A pleasant position, as one may think – great plains full of oil and huge capital in the Western countries. However, it may not be as easy as it looks like. Radical Islam is already inside the country an many Moslems are upset about the presence of Christian soldiers close to the Holy Cities.

Anyway, the world is at the crossroads and it is up to you to guide your nation into a happy future!

Rules

Each turn stands for 2.5 years. In the democratic countries there are elections every 5 years. The Secretary General of the UN keeps his job until the Security Council deselects him.

All player will get challenges. They have one week for diplomacy and answering and the board has another week to calculate the results.

If you are deselected or if you loose your position because of riots or assassination – then you are out of the game.

The winner is the one that increases the happiness of his people at the highest degree.

Russia is still waiting for challenges worthy of her attention.

The President announces an increase on the export tariff on all natural resources by 0.5%. This increase will be effective at the expiration of the current contracts with foreign clients.

Also the new President will adhere to the agreements made by his predecessor, and will continue the construction of the Baltic Gas Pipeline into Germany.

Russia is seeking to engage in active negotiation in order to establish closer diplomatic ties with Japan, China, Iran, and leaders of EU and USA in order to discuss current treaties.

Let's get it on!

At this point, China must keep a tight lid on the media, at least until the Olympic Games are over. But, it's not the government that will be doing this. The people are riled up and riding a wave of patriotism, they'll get angry if any pro-Tibet, pro-"human rights" or pro-Darfur protesters show up at THEIR Olympics. The People's Police and People's Armed Police will not restrain angry mobs if they choose to engage in some anti-hippie :daisy:kicking during the Olympic ceremonies. The Chinese people should be allowed their dignity without being pushed around by old men in suits sitting at CNN or Fox News headquarters. Tibet is China's problem, and isn't an issue of the West. There are people dying ruled by the White Oligarchs

But admittedly, China does have many issues. I fully intend on tackling these issues instead of sidestepping them like my predecessor did. Issues like education, the environment and various social issues must be addressed as China makes the transition to a developed economy. I will be convening a meeting of the party in Beijing in order to find solutions to the issues that face us today and will face us in the future.

The president of the E.U., reconigizes both the threat of global warming and energy dependence and thus is convinced that we must move past the obsolete system of oil into new methods of energy production. Thus I call on all countries to put aside their differencves and establish one unified scienticic community to help the members move past this challenage. Thus I call on the countries of the E.U. to give funding to a permerent commission on energy reform, for our saftey for our future and for our children. Olympics, tradition or cover up? Following the peaceful march for independence by the Tibetan people they were violently (Or so it seems.) oppressed and forced to stop by a strong Chinese military force. The world doesn't know what happened there but news has leaked at least 10 are dead.

It hasn't been taken nicely by the people around the world who enjoy freedom of speech, with peaceful protests (Not suppressed by Police forces.) march against it.

With the incoming Olympics it seems politics have finally ruined it. Yesterday the Chinese President, (or Dictator?) announced a statement publicly. Using the Olympics he has requested that the media steer clear of Tibet, as it his problem. Why use decades old sporting competition to announce that media stay clear of Tibet? What have you actually done there? As China demonstrates with their single minded violence, perhaps we are seeing the future of China here? Violent and suppressors?

We at the New York Times would like to state there would be no problem if this wasn't blown up. Shouldn't a country have a free say? China should remember this after centuries of being kicked around by European Colonists and later by Japanese modern samurai's!

And now he draws our attention to other things China 'cares' about such as the environment when there is a bigger problem right under the Presidents nose; the suppresion of a free people.

I haven't consulted with my legal department yet, but the punitive costs are going to be astronomical for the NYT.

As for any other news organization that gets funny ideas. The penalty for libel or slander injurious to the Chinese nation and people is confinement in a re-education camp until further notice. I expect Mr. Tier to be spending the rest of his short life in a camp in Northern Xinjiang province. I hear he has a heart condition, not good for somebody that will be mining coal for 18 hours a day.

Due to the recent increase in violence and lack of safety on the streets, holders of foreign diplomatic and journalistic visas will be hosted in accomodation selected for them by the government for their own safety, and will be accompanied by plain-clothed security agents during the time they reside in the Russian federation. The Commission for the Safety of Foreign Personnel is created, with a board of 5 members with the participation of representatives from the Ministry of Foreign Affairs and the FSB, and will be presided upon by the president and report directly to the president.

A strongly worded letter is hardly going to disencourage street violence, and strong words are no match for racist gangs with molotov cocktails.

Embassies will not be physically displaced, or their functions affected in any way except for an increased security around the premises, and compulsory identity checks, and also checks for controlled substances and weapons.

Personnel that due to their position can be targets for violent groups will be escorted and protected. Russia values its diplomatic ties, and does not wish to see them severed. However, for as long as violence persists, security must be upheld.

Russia will host an economic conference: Energy for a Milennium, in the city of Odessa, from August 23rd to August 30th this year. This conference will be hosted by the president, and the leaders of these countries are invited to participate: China, USA, Germany, France, UK, Iran, Kazakhstan, Italy, Venezuela, Brazil, India, Mexico, Finland and Japan.

The president and the Duma will await confirmations from these nations in order to prepare a more detailed plan for the negotiations.

False or Full?

A new day has proposed many things for many countries. Recently the King of Saudi Arabia emerged from his bomb shelter, or so it seems, to announce it will no longer allow any foreign troops on its soil.

This comment was most likely aimed at the US, though not directly, but the Chinese leader underlined this quite clearly with his statement


The People's Republic of China supports your nation's sovereignty and vows to protect you against American Imperialism.

This damaged comment was not received well in the US, as shown by the US Presidents reply, and he cemented that America has no interest in Arabian politics.

Ever eager to prove he is happy with China, the US President released this to The Times today:


China is acting as they act, and I cannot nor will I attempt to divine any activity on their part.

Though he did quickly add, in somewhat response to scandolous Mr. Tier's New York Press article:


I believe that freedom of speech is required in a fully-functioning democratic society.

This conflict over Arabian oil and the Kingdom is proving that China and America both, obviously, have interests regarding the Middle East. But will this escalate to the war of our time?

Our Foreign Affairs Reporter thinks so, stating stoutly that it is most likely either this will cause a war, or a issue in Tibet. Can the world afford a new war? It seems President Murat wants none, as proven by a comment to The TImes:


My view of the Tibet issue is that the nation of China has full claim to the region of Tibet. It is not my business to decide whether someone should be free, only their choice.

And we have yet to hear the view of Europe? Will they stand by the US if such a war breaks out, or perhaps aid China, fi they deem it fair? And through all this; does the King of Saudi Arabia, really want a war?

To clarify; I do not accuse the Americans of imperialism. Their support has been welcome, but currently I see no reason for American military bases in Saudi-Arabia when Iraq offers more than enough of bases for them in the Middle East. Additionally the Cold War is over and there is no Soviet juggernaut threatening the Middle East. Hence I feel that it is time to take away the main cause of extremists in my country, thus undermining their power and influence and allowing me to shift influence to the less radical members of society.

As to China, we thank you for your support, but as there is absolutely no threat from American imperialism against us, it is in the end unnecessary.

My apologies for appearing to overreact. The new US President appears to be somewhat more moderate than his bombastic predecessor and his cabinet, and I was reacting to that kind of individual. I just assumed that as a Republican, the new US President was merely just another Dick Cheney guided puppet.

So; is some countries in this world, really, actually worried about our planet?

It seems not with the way several important countries have used their political and economical powers to side step and disadvantage other countries. With the incoming G8 (Or G13 depending on the source.) already it is dominated by superpower US. Using their political powers they have, forgotten, Iran.

Or have they?

Iran themself, after China and the US made tempoary peace with words, has launched a verbal offensive against the US. A delcaration, similar and more dangerous then the false one President DemonArchangel made, seemed to push Iran into the Anti - US group.

So is Iran getting to powerhungry? They prove evidence increasingly that the rich oil fields of Saudi Arabia are a good prize, and now their bringing politiics into a convention about, and complaining that their not going to be attending, when they are as drafted by Russian President Swordsmaster:

While the President of Iran may wish inclusion in the G13, the United States sees no reason to include the nation of Iran. The extremist, dangerous, violent rhetoric often heard from the Iranian nation, while not reflecting Iranian feelings, does cast some doubts as to why you should be included. Spain and South Africa, despite having a mixed past, have both risen from fascism or apartheid policies to become leaders in this world. They have shown their willingness to co-operate with other nations, provide assistance, and initiate reforms that show their dedication to providing for humanity. This contrasts to other countries who would seek to expand their nuclear power program or inciting violence against fellow countries. That is why the United States believes that these two countries should be given membership in the group of 8 (maybe 13).

Russia opposes the inclusion of these members. Brazil has taken steps to improve its economic situation, but with the large HIV prevalence, and proportion of population living below the poverty line, I do not think her access to the G8 is warranted. The same goes for India and South Africa. Spain has a strong economy, but without EU support it would crumble, and it thereofre lacks the robustness necessary to belong to the G8.

The G8 is the group of most industrialised nations. Not the fastest industrialising nations. You will agree that China meets the criteria better than Spain or South Africa.

Also, China accepts Russia's invitation to the energy conference, and accepts the invitation into Lord Winter's environmental think-tank. However, the Premier finds it odd that the Russians locked the Ukrainians of a conference held on their own soil. Also, China will also be inviting scientists and journalists from various entities (but not the New York Times) to observe the progress of China's sweeping environmental reforms, which are currently being implemented. (added note from Premier Demon Archangel: Hey, the air in Beijing is no longer chewy in texture! Come visit!)

One cannot help but be confused by the aggressive Chinese response. While you claim to play 'hardball' it seems you would rather insult my citizens and the citizens of many other nations. While it's your prerogative to do so, I cannot help but say that abusive language shows how little you care about the world in general, and how unable you are to form a coherent argument against any general opposition.

I am determined to prevent conflict, but this aggressive Chinese move, threatening my allies in the Pacific, has shown me that the Chinese premier cares little for anyone else. If this escalates, I am willing to use the might of the United States against any outside aggression.

America is the nation that continually pushes conflict and war upon the world. If you're so serious about preventing conflict, then make the first move. Get out of Iraq and Afghanistan.

And no, I don't care very much for aggressive nations such as the United States. The hypocrisy of the United States is such that they pretend to be peaceful, while in reality, seeking only power. The US government spends hundreds of billions of dollars on defense, and not on improving the situation of its people, many of whom are poor, unemployed and addicted to drugs. This policy shows the United States' true colors as an Imperialist aggressor. I am not interested in escalation, but the issue seems to be forced upon me.

One cannot see how the United States pushed China into 'military exercises' in the Straits of Taiwan. We hoped that more nations would be added to the G8, seeing as the Chinese government seemed to wish inclusion. Since they have reacted negatively to the possibility of India, Spain, or Brazil entering the G8, I felt it not in anyones interests to expand the G8 conference.

Your statements only seek to inflame public opinion, and pronounce your hatred of the United States. As far as I can remember, it was not China's proposition to be included into the G8, but Russia's. My reasons to suggest that inclusion are that China has powerful economic ties with many of the member countries: Russia, Japan, and USA to name just a few, and has achieved standards as a nation that would include her in the group on a number of markers.

In reponse to China's call to a middle east peace conference the following nations reply as follows:

Afghanistan - Sadly affairs at home mean we can not attend

Turkey - We see no advantage in such a conference and politely decline the invitation

Syria - We welcome the efforts of China to broker a deal to end the threat of Israel to the region and are happy to attend

Egypt - The proposal is interesting and we will be sending a junior foreign minister to oberserve proceedings

Libya - We welcome the efforts of China to bring peace to the area and will send a senior delgation

Iraq (I'm inviting leaders like Sistani, Al Sadr, Kurdish leaders etc., and not that Maliki scum) - Sadly affairs at home mean we can not attend

Kuwait - We see no advantage in such a conference and politely decline the invitation

UAE - We see no advantage in such a conference and politely decline the invitation

Oman - We see no advantage in such a conference and politely decline the invitation

Lebanon - Sadly affairs at home mean we can not attend

Israel - We whole heartedly condemn the sinister attempts of China to meddle in the affairs of the Middle East. We believe the progress made by the US and the EU with the Roadmap to Peace means that peace in our grasp for the first time in 2 generations. China's attempts to destabilise this - especially when they invite known supporters of terrorism to their sham conference.

In order to better serve the needs of her people, Russia anounces that from today, by law, foreign investors cannot own the controlling packages of russian companies in the following industries: military, rocketry, aviation, television, energy - extraction and production -, radioactive mineral extraction, water supply, food supply, and natural resource exploitation.

Packages of over 20% ownership will only be allowed after strict governmental controls.

However, Russia has relaxed laws on gambling, both online and in gambling houses. Licenses for such enterprises will be issued by the government, and they will be taxed according to their earnings. Casinos may not serve alcoholic beverages unless specially licensed.

Thanks to everybody for a fun couple of days answering your PMs - I have never been so popular - and have had to wear so many hats!! I have tried to stay in character but feel free to challenge me if you feel I have not reacted accordingly - just be prepared to back it up with facts.

This is an amazing source of all the stats you are likely to need about countries all round the world. In particular it has loads about oil imports, exports, production etc. Also an interesting section on exports - who are the largest markets for all the countries of the world.

From the posts and PMs to me it is obvious that everybody is looking at the economy in some detail and using it as a tool in their quest for world domination and their people's happiness, so these stats will help your inform your decisions.

Finaly - a little pat on the back to all participants - so far everybody has been putting a good deal of thought into what to do and I am sure the outcome will be interesting, entertaining and challenging - I can't wait !!:2thumbsup:

Russia wishes to extend an invitation to Cuba, Ukraine, Belorussia and Kazakhstan for the energy meeting later this year.

Russia announces the creation of the Renewable Energy Institute, in partnership with the cuban government, based in Santiago de Cuba, and with the mission of investigating renewable sources of energy that could have viable application in the next 10 years, and report periodically to the governments involved. The group will have a starting budget of 800 million euro.

Russia also announces, that from next year onwards, it will treat all foreign trades in Euro rather than USD, as it is a more robust and stable currency. It is left to the discretion of private enterprises the currenc they use for their internal transactions.


The government has set up a task group with the mission of eradicating corruption present in the russian bureaucratic system. It will report periodically on its findings.

Events from May 2008 to November 2010:

Summer 2008 Olympic Games at China: The event is accompanied by protests from Tibetan monks and athletes and visitors at Beijing. The Chinese security forces are omnipresent, but they try to avoid laying violent hands on the demonstrators.
Yet, things escalate. Although the Western press is obstructed in many ways, reports of the Tibet-protests pullulate across the country. Most Chinese see this as an affront against the hosts of the games. A wave of nationalism rushes across the land, boosted by the victories of Chinese athletes in the games. In many cases the security forces have to protect Western visitors from attacks of angry Chinese.

July 2008 the USA and the EU decide to coordinate their research efforts regarding renewable fuels. They decide to form think tanks and networks of universities. Other countries are invited to participate. In the U.S., many companies promote this initiative. Most countries of the EU participate and Europe alone is able to fund 1.5 billion €.
US companies start drilling for oil in the new oilfields of Alaska.

August 2008: As a consequence of the ongoing financial crisis the US government decides to increase the competences of the FED to control the financial market. President Murat sets up a fond to cover the depts of broken banks. This stabilises the Financial Market and the stock exchange, even though many are afraid of too many regulations.

September 2008: While the world is still looking at China, a political explosion happens at the opposite side of the world. At Riyadh, the Saudi-Arabian King Aggony Duck calls on the American troops to leave the country. This announcement - obviously not aligned with the US president - is probably the result of the Chinese effort to gain a foothold in the Middle East. During the next months anti-American demonstrations take place in all Islamic countries from Algeria to Indonesia, from Pakistan to Sudan.
The oil price explodes, dollar falls. During the next week it raises up to 180 %. The stock exchange rates in the U.S. go down, especially after rumours that the Arabians are about to withdraw their money from American investments.

October 2008: President Murat publishes a federal investment program to overcome the crisis of the economy. Focus will be on renewable fuels and military technology.

November 2008: The American President sets up an aid program for the car makers. The government will pre-finance pension claims. The USA also started negotiations with the Brazilian government about an industrial development plan.
The stock market slowly recovers as the Arabians do not pull back their money. However, due to the oil price and the dollar course, inflation becomes a problem in the U.S.. Europe has similar problems, but the Euro is much stronger and the stock market shows more resistance.
December 2008: Russia posts that it will control the activities of diplomats and journalists.

January 2009: The American congress accepts the extension of the US army. At Iraq the US intensify patrols along the borders to Iran and Syria.
February 2009: Iran discloses the intention to continue its nuclear power program.

February 2009: China invites to a Middle East conference. Invitations go to all Arabian countries and Israel, but not to the UN, the USA or Europe. The initiative fails in August, because the invited countries show little interest.
March 2009: US troops, supported by NATO allies, begin an invasion against Taliban position in Southern Afghanistan. Hundreds of terrorists are killed.

April 2009: The Taliban starts the so-called “daily bomb” offensive. Suicide attacks take place all over the country. At Iraq, terrorism starts to grow and the there are many victims among the population.

May 2009: The US and Saudi Arabia agree on a plan to withdraw the American soldiers.

July 2009: Russia wants to invite China to the G8 conference. This initiative meets with a refusal of the USA.

August 2009: At Riyadh, a radical Imam mobilizes the crowd. He preaches against Western Imperialism and calls for a unified, independent and Islamic Arabian nation. Although he is praising King Duck for his fight against the American military presence, the King warns him. He won’t accept radical preachers in his realm. Every radical, who will not leave the country, will be arrested.

November 2009: China and Russia announce joined air and sea manoeuvres in the Taiwan Strait. Somehow this stabilises the dollar.
January 2010: The radical Imam moves from Riyadh to Mecca. Here he gathers more than 100,000 followers. Police and Army do not dare to bother him.

February 2010: Russia announces limitations for foreign investors. Stock rates in the E.U. and Moscow fall.
Summer 2010: Russia starts talks with Cuba, Ukraine, Belorussia and Kazakhstan. China gets in contact with several African states.

Fall 2010: China announces that it will move to a free convertible currency. As the Chinese money is significantly underrated, this news make the dollar fall again and makes the oil price rise again.The stock market at Shanghai is booming.

September 2009: Russia and Japan sign a treaty for general economic co-operation including a pipeline project.

October 2010: Putsch at Riyadh. King is arrested. Army general Caius, uncle of the King and Prince himself, forms a new government. He promises to renew the political and military alliance with America and democratic reforms as soon as possible.
This makes the oil price rise to an all time record, but then it falls again and in the end it is only 20% higher than in 2008.

October 2010: EU announces to withdraw troops from Iraq as soon as possible.

October 2010: Russia and Kazakhstan sign a trade agreement.

November 2010: Russia and Cuba sign a technology and trade co-operation agreement. A joined research centre for renewable energy is found at the University of Havana. China joins this research program.

November 2010: China starts to resettle people from the overcrowded western part of the republic to Qinghai, Gansu, Sichuan and Yunnan. In total, the government will to move 5 million people. Dalai Lama protests.
There are riots at Pakistan.
Moldova, Ukraine and Belarus applied for a membership at the NATO and the EU.
South Korea applies for a conference of the Security Council to discuss the threat of the Chinese-Russian training in the Taiwan Straight
Israel files for a conference of the Security Council to decide actions against Iran because of the nuclear program
India appeals to the Security Council to discuss the threat coming from the riot at Pakistan.


Effects:
Oil price goes up – maybe 30 %
US Stock exchanges fall because of fear that Saudis will call back their money
Dollar falls
Wall Street recovers but then investors from Europe and Japan panic and call back money from the US
Finally the courses stabilize on a low level. Investments of American patriots, the fact that the Arabians do not pull out their money and the rumours of new wars stabilize the economy and the dollar.
The putsch at Saudi Arabia strengthens the American economy and makes the dollar rise again.


UN
The United Nations are acting helplessly and passively. New conflicts are popping up simultaneously, but a lame statement that “war is only the last option to solve conflicts” is the only activity. This statement, in contrast to the rules of the United Nations, is the only sign of life of the new General Secretary. So far, no issue has been discussed at the Security Council.
Even the Thinktank initiative goes without the UN. The Chinese Middle East initiative, as well, ignores the UN.
Urgent problems like the reform of the UN, the hunger in the world and the environmental problems are still unsolved, while the fear of a new world war rises.
The increase of the oil and food prices, the suffering economies, the still unsolved problems and the fear of a new world war decreases the happiness of the world population.

US
The move of the Arabian King, the most important ally of Washington, was a shock for the American nation. Obviously, this had not been adjusted with the US. The comment of the Chinese President made that very clear – in very undiplomatically words.
Furthermore the only countries that supported the US were Canada, Australia, Japan, Germany, France, England and Poland. The EU did not make any comment to support the US.
The President obviously was taken by surprise and finally agreed to retreat the troops. He also chose to ignore that China and Russia started military co-operation, which is obviously directed against the American position in the Chinese Sea and threatening Taiwan.
At least one small success – the Chinese proposal for a Middle East conference aiming for more influence in that region, failed.
The turbulences at the Wall Street and the increasing fuel price make life harder for many Americans. The trade deficit reached an all-time record. The popularity of the new president is at the bottom. The Democrats accuse him for not defending America’s interests and claims. They also repeat constantly that the President has failed to keep his promises: The budget deficit is bigger than ever and the events of the past year demonstrate America’s dependency from foreign oil.
However, the most dangerous opponent of President Murat may be the 70 years old senator from Illinois, William Cooper. Cooper calls him “president even worse than Carter”. Cooper also demands to pull back the US soldiers from the Middle East – including Iraq and Iran. He supports what he calls the “2 Americas”-policy, which means that the US should only engage on North and South America. America hears his story and he is getting more and more popular.
The putsch at Saudi Arabia improves the image of the President. Most reporters see him as the cause. Only some lefties demonstrate against “imperialism”.

EU
In this turbulent times Europe proves that it is still not able to speak with one voice. The new President of the Union is not an improvement and the people think that he is just another useless expense.
The only initiative was the supported of the American proposal regarding “Thinktanks”. However, most of the environmentalists see these ‘thin-tanks’ just as an activity to avoid real actions.
The people in the EU are also worried about the news from Moscow.
The oil price, inflation, trouble at the stock exchange and the fear of a new war also worry the Europeans. However, as the focus of the storm is still far away and the strong Euro damps the oil price a little, Europeans are not as unhappy as the Americans.

Saudi Arabia
The Saudis, especially the rich ones – are very confused about the new course of the King. Although not everybody has agreed to the presence of the American soldiers, they also liked the security they brought. Furthermore, most of the Arabian money is invested in the US and the turbulences of the US economy do not please them at all.
The policy of the King also strengthened the radical Moslems in the country. Especially one Imam preaches against Western decadence. The King threatened him and told him that he had to leave the country if he continues. However, the Imam, who is now preaching at Mecca, is still going on and the number of his followers is growing day by day. In the meanwhile he has gathered maybe 50,000. The security forces haven’t dared to arrest him.
After the putsch, there is a period of silence; nobody knows what is going on. Ten it becomes obviously that the new governor is not only supported by the military but also by the huge majority of the people. However, there is a riot at Mecca, but army forces end it rapidly. Some 100 radicals are killed, many more arrested.

Iran
Iran is one of the winners of this period. Nobody seems to care about the Iranian nuclear program, the US is too busy to invade Iran, the petrodollars are flowing and Chinese and Russian try to please Iran.
Due to the increased security, the wealth due to oil price and the increased national prestige the people of Iran is quite happy with its leader.

Nigeria
Although Nigeria profits from the petrodollar stream, the poverty of the poor people is getting even worse. Additionally, the pollution is getting more and more pressing. Many people have to drink polluted water. There are many diseases and the death rate of children is frightening.
Tensions between the ethnic groups and religious groups are rising. There are armoured gangs and paramilitary formations.
Even though most people care little about foreign policy, the upper class is disappointed about the proposal of President Murat to invite South Africa to the conference of the leading countries. This is seen as a step back for the claims of Nigeria to get a seat as a permanent member in the Security Council of the UN and to represent Africa there.
The people expected little from the new president and that is exactly what they got so far.

Russia
Russia is another winner. The raising price for natural resources gives the government a nice extra income. All the trouble in the world leads the attention away from the Russians and the regulation against diplomats was unnoticed.
There seems to be a new bond to China. However, many people think that the direction of this alliance is a bit too anti-American. Also the diplomatic dispute between the presidents of Russia and America were a bit too strong and the military leaders fear that they could be pulled into a war, they are not prepared for.
President Swordsmaster started some reforms to make the administration more efficient and to strengthen the economy. Time will tell, if they are successful.
However, the alcohol prohibition for the Army has led to a lot of protests. Obviously, the officers are unable to execute it, especially because they drink as well as their soldiers.

China
At the congress of the Communist Party of China the new President is celebrated. His rough course seems to please the Chinese. Furthermore the Olympic Games boosted the national pride.
Economy is still doing fine, but rising cost for natural resources begins to strangle the growth. Pollution bothers more and more Chinese.
The President slackened the reins for reporters. Many think that this is the start for democratic reforms.

The whole truth of the so called "New Fuels"


It is obvious that oil contaminates the medium in which we live. Global Warming is a thing that its happening in this moment, but there is a danger going on in research: The New Fuels.

The New Fuels are more than a problem than a solution. Those kind of fuels polute more, and would mean the deforestation of so many trees. We all know that trees are a fundamental part in our ecological system. Some people won't care about that. This will lead us to worse problems, like inundation or leaving zones with high risk of inundation.

My people is already suffering of this. Thats why I call for think twice about it. We will be fighting some day for water. I do not want that to happen.

If your country is truly worried about this situation, I call for help and further research on this field.

Message from the Secretary General of the United Nations

Ascending to this position of great prestige after the untimely death of my predecessor I know that I face challengers, as does the entire world. Let it be known that the United Nations alone cannot solve these problems, we rely on all the nations of the world coming together to solve their problems. I admit that our current set-up is flawed, though I would never go as far as those cynics, who claim that world peace is unachievable and that the United nations should be disbanded. What we need is a new United Nations. For this reason I propose a conference.

All nations are invited to send one delegate, with one vote per delegate to a summit. This summit will discuss what can be done with the United Nations to ensure that it better serves the global community in which we live. All nations of the world are invited to put forward their ideas for what shall be discussed. However, we will ensure that this is strictly a summit on structural reform of the United Nations. The current ideas that have been given to me for discussion are:


A discussion on the role of the veto powers
Membership of the security council
Greater grassroots Democratic representation in the United Nations


As said, other ideas are welcome.

A New Declaration of Human Rights

People, we have come to a crossroads in our history. Recent events have seen the rise of extremism in all of its forms and we increasingly risk becoming two worlds - one of wealth and one of poverty. For this reason I declare that it is time for an update to the Universal Declaration of Human Rights, that most important document first signed in 1948. The conference to discuss this will occur in July 2011, with possible implementation occurring by 2014.

What I propose is to keep the text for the most part the same, yet also to add in several other clauses. The proposed clauses are:

Each person has the right to live a life free of poverty, famine and should never find themselves wanting for the most basic of human needs
If a nation finds itself in a position to help those citizens of their fellow nations to alleviate the aforementioned conditions, then it should do whatever is in its power to do so
Each person has the right to live in a clean environment


These three new clauses will help us become one world again - the wealthier nations may help the poor out of the vicious cycle of poverty, while the entire world works together to create a cleaner environment, free of the risks of Global Warming.

Further to this I propose a new version of the Kyoto Protocols, to be discussed in Greenland in 2012. Greenland has seen the collapse of many of its ancient glaciers in recent years and it would do the world good to see that its leaders are making an attempt to solve the problems that we can forsee. All nations shall be invited and all nations who have ratified the Kyoto Protocols* shall receive one vote on all matters put forth.

Though I personally have no authority over the member nations of the security council, I feel obliged to comment on these issues.

I wish to personally express my concern over China and Russia performing military maneouvers in the Taiwan Straight. This is but the first step on the road to another war and one step further away from the idealism of world peace. I will warn China and Russia that it is within my authority to advise that some nations boycot products, though obviously it is not within my authority to ensure that such boycots are carried through.

Regarding Israel's problem, I wish to call a new summit to discuss further steps towards multilateral disarmament. If the largest nations of the world start to disarm themselves, there will be no reason for the smaller nations to create a nuclear weapons program to defend themselves. This summit shall be called for September 2011.

I advise India that the riots in Pakistan are an internal matter over which the United Nations has no control.

Iran's Proposal For UN Reform-

The security council be expanded to include at least one nation from each continent, minus Antarctica. The European Union would then send an alternating member of their choice as their delegate, to balance power somewhat. Also, we believe firmly that India deserves a position in the Security council as well, due to their stronger economy and rapid modernization. Iran's suggestion for South America would be Brazil, for Australia would be Australia, and for Africa would be Egypt.

However, the Security Council would be changed- As the new council would be derived of 8 members, veto power would be altered. Instead of each nation possessing absolute veto power, a 75% majority, or six total votes, would be needed in favor of a resolution to pass it.

Would Austirllia really be a good choice? Yes they are the leader of their continent but what competition do they have. In addition this would misrepersent some countries, for example lets look at europe we can both agree that Germany, France, the UK and Russia are important nations but under your rules only one could be repersented while less influential nations such as egypt would gain power. Farther more the E.U. supports giving Germany, India and Brazil permentent spots on the council in order to better repersent the international communnity. In addition we support a reform in veto order and suggests that the permenent members simply act as sort of second house of the UN which all resoloutions have to be cleared through.


The E.U. also announces its support of all confreneces called by the U.N. and will be attending.

In addition the E.U. calls for Russia to lessen its restrictions on forigen investor and embrace a free market for the good of all.

Russia vetoes any attempts at changing the structure of the vote in the security council, but is not opposed to the inclusion of new members.

Russia will reserve the right to decide on her own policy. EU investors are welcome to invest in Russia, but no more will issues that are important to the russian people be decided by wealthy foreigners wishing to get rich on what belongs to all the russians.

I wish to personally express my concern over China and Russia performing military maneuvers in the Taiwan Straight. This is but the first step on the road to another war and one step further away from the idealism of world peace. I will warn China and Russia that it is within my authority to advise that some nations boycott products, though obviously it is not within my authority to ensure that such boycotts are carried through. Clarifications:

2.) Basically, the Securities and Exchange Commission I'm setting up will enforce the financial laws in place in China. Stock will be purchased at cost and not financed with loans, stock will be issued in an orderly manner and the Securities Commission will review the books of companies to make sure that they're not committing fraud. Also, the Securities Commission will determine criminal liability in cases of fraud.

Other Note:

I am repealing the One Child Law for certain families that can prove that they can financially and physically support two or more children.

The Russian cruiser Nakhimov will patrol the straits area to ensure that russian interests are defended. Any attempts without declaration of hostilities by other vessels to reduce the Nakhimov will be dealt with as regular piracy.

Nakhimov's activity will be monitored, and deviations from expected behaviour investigated.

This should not be viewed as an invasion of territorial waters, and the Nakhimov has orders to respect and keep away from national waters of the states in the region.

We welcome the concilitory nature of China in this matter and hope that a diplomatic answer can be achieved. We are happy to explore the removal of the trade embargo, but not at the expense of our relationship with the USA. That relationship is based upon trade and economic activities over the last 100 years and our economies prosper or suffer in tune with the US economy. We welcome the possibility of expanding trade and economic links with China - or any other nation - but not at the expense of our relationship with the USA - the economic consequences for our peoples are too dire.

Massive increase in military activity in the Dafur area

Sudanesse forces have commenced a large military effort in and around the refugge camps in Dafur rounding up and dispersing the warlord armies which have plauged the area for some time. Details are sketchy but it appears that some are being dispersed back to their homelands, while some of the better organised private armies are being incorporated into the Sudanesse forces. There are also several reports of bloodshed where forces have refused to follow the instructions of the Sudanesse forces. As a consequence of the operation, aid is begining to flow into the camps in increasing amounts with the Chinesse charity One World leading the way. There are unconfirmed reports of chinesse officials being with some of the Sudanesse forces.

Western sources have cautiously welcomed the improvement in the relief operation in the area. However several "off the record" briefings have pointed out that the long held belief that many of the warlords were just an extension of the Sudanesse government has been proved true.

Feb 2011 The Saudi-Arabian announcement to reduce oil production causes turbulences on the international markets. However, as soon as the Arabians change their opinion and the Russians guarantee a high production, the oil price starts to fall.

Most of the world oil trade is now made in Euros.

March 2011 UN General Secretary CountArach starts the debate about a reform of the UN, esp. the Security Council. However, the veto powers do not think about softening their rights.

UN Secretary also suggests a new formulation of the HUMAN RIGHTS and an update of the Kyoto protocol. For some reason he does not include the U.S. in this progress, although the Americans are the main source for CO2.

February 2012 At Pakistan military seizes power to reinstall order. There are demonstrations from Islamic groups all over the country.

The Indian army increases mobilizes along the border.

March 2012 The countries of Japan, Vietnam, Australia, Taiwan, Indonesia and the Philippines form a defensive alliance. This happens obviously under the pressure of the Chinese. They declare the Straight of Taiwan as a demilitarised zone. China replies that she sees this as a cause for war. UN Secretary gives up all efforts to solve the problem.

March 2012 Pakistan. Rebels in the northern part of the country gain upper hand. They control the Kashmir province and Peshavar. This means, that they control the main road to Afghanistan.

April 2012 US bombers attack rebel positions at Pashavar. American air borne troops supported by Pakistani Special Forces, free the town after three days of combat. The connection to Afghanistan is now open again, although rebels continue to raid convoys.

May 2012 Iran starts a program to use wind and solar power. The country also tries to attract scientists. Most of the foreign professors come from Russia.

June 2012 India and South Korea join the anti-China alliance.
Demonstrations and street fighting turn the Pakistani capital into chaos. The government looses control and has to flee. With the help of the USA they are able to escape to a U.S. carrier in the Indian Ocean.

July 2012 Russia delivers and installs a defensive missile system at Iran.

August 2012 The U.S. government declares its support for the alliance.

October 2012 The U.S. government announces plans to divide the country of Iraq.

November 2012 A Private Equity company from Switzerland buys the public-owned energy supply companies in Western China. They fire 80% of the workers.

The new Pakistani government presents three U.S. prisoners. In a video message they admit to work for the C.I.A. and that acting on orders of the American President they tortured and killed Pakistani Moslems.

January 2012 Once again, there are demonstrations at Shanghai and other big cities in the West. This time, people demonstrate against Capitalism.

April 2013 Russia sends her cruiser Nakhimovinto the straits to emphasise her claims in the region.

This can easily lead to a military conflict.

May 2013 The E.U. diplomacy also supports the NANPR. China is completely isolated, now and the pressure on the President is high.

China settles the differences with NANPR

Economy:
The oil price remain on a rather high level, although it does not reach the marks of last years. World-wide food production grows almost 20 % during this period. Although bio-fuels had been in every talk show, little is actually in use. Only the European Union mixes about 25% of this fuel into her standard. However, this has a minor impact, as the Union simultaneously increased the area for food production. This stabilises the food price, too.
Other raw materials became more expansive. Especially steel, copper, platinum etc.

During the last five years, world population grew about 700 million people. The total population is about 7,600 million in 2010. The average CO2 production per head and year is about 4.2 t.

In 2012 world economy slowly recovered. In 1213, due to the political crisis, world economy ran into a recession. Chinese economic growth came to an end, but also the economies of Japan and USA suffered. Europe and Russia were able to stabilise their economy, but suffered from inflation due to the loss of Chinese imports.

Not mentioned in the event are disasters in the US and China (look at those countries!).



UN
The United Nations are starting to become more active. However, they are still a tiger without teeth. There had not been any resolution, none of the problems like hunger, population growth, poverty, greenhouse effect could be solved.

People are happy that the economy is a bit more stable and that the crisis did not turn into war. People also like to think that the happy end at Sudan and China is due to the diplomatic skills of the General Secretary – but they are not so sure about it.

US
American economy is slowly recovering. The new situation at Saudi-Arabia and the secure oil production of Russia calms the oil market and supports the dollar. The FED is able to increase the bank rate to fight inflation and to support the dollar.

FED also gives new rules to the bank system. Although this increases the trust in the American finance market, most of the small and medium banks have to give up. The finance market is now controlled by a couple of big banks, led by J.P.Morgan.

Also public expanses on the transport system helps to avoid unemployment.
On the other side, the increase of income is still lower than inflation. Many people cannot afford to have a car or a house. Education is getting worse.
If people buy cars, they try to get cars with low fuel consumption – Japanese or European cars. The Big Three are still loosing market shares on a fading market.

The US government starts a program to help people in slums. However, several states protest against the interference of the federal government into their affairs. However, even the few states that accept the help overdraw federal budget.

The government has to borrow more money than ever, but inflation also gives more income. In 2013, Chinese crisis turns into an economic challenge, too. Prices climb again and many get unemployed. Other companies, however, profit from the boycott of Chinese goods.

Farming is expanded and the food production is increased. However, there is almost no demand on bio-fuels. Food price sinks.

As the economy slowly recovers chances for the re-election of the President climb. But there are two other items starting to dominate the election campaigns end of 2012:

Foreign policy:
The conflict with China attracts the interest of the Americans. After all most of them are pleased by the way the government isolated China and built up a coalition without exposing herself too much. Most people think that the USA is the clear winner in this conflict.

Most Americans are also relieved that the President has a plan to get the soldiers out of Iraq. They care little that Iraq will not exist for longer. However, they do not like that he wants to give one part to Iran, not at all.
After a hard and dirty election campaign America gives President Murat another chance. However, the decision is very tight and the country is divided into two factions – those who support the President and those who hate him.

Congress already declared that it will never accept any plan to give Iran more influence in the Middle East. After press reports Congress also will ask the President about the Iranian nuclear program and the activities of the United States to prevent a nuclear threat.

2017 was also the year of the “Big Summer”. A extraordinary long and hot summer caused a number of problems. First was the water issue at California. Due to some problems with the water pipeline from the north, water supply ram dry. There was not enough water, so the governor had to stop the use for agriculture and industry. He managed to get a new supply route with tank ships – very expansive, but effective. National guard took care about the distribution and fought forest fires.

Second “hot spot” was the Mississippi Delta. Due to the heat and the use for farming the level of the river went so low, that it was almost only industrial waste that reached the delta at New Orleans. This was not only a disaster for environment, but made some nuclear power plants shut off, because they had not sufficient cooling.

Energy was the source for the third “hit spot”. At New York, the energy supply collapsed completely. It took almost six weeks to get the system running again. Experts blamed the high consumption for cooling systems.
During the last 5 years the population grew from 302 Million to 328 million, mainly because of immigration. US citizens cause 22 tons of CO2 per year.


EU
Europe is doing slightly better, but still the majority of the European think that Europe does not have the influence it should have according to his economic and military power. Problems like recession, green house, new candidates for the Union etc. are still solved at the national governments – or not at all.

Elections in Europe shows that the people won’t accept this for much longer. Therefore, the leaders of the governments decided to give the President more power. He has now the competence for foreign policy, science, environment and the negotiations regarding new candidates for the Union and the NATO. To give him more authority, there will be an election for the President in two and a half years. Most of the ministers said that they will hardly support Lord Winter in this election. But until then, he has a chance to show his skills.
Since 2008 Europea
n population decreased by 8 million to 725 million. Europe. CO2 emissions are about 8t / head.


Saudi Arabia

Saudi-Arabia came back to a normal life. Soldiers and policemen secure order. No parties and no political demonstrations are allowed. People are glad to enjoy their wealth. However, many think that S-A could have a more active role in the Middle East and the world.

Since 2008 population grew from 27 million to 31 million. The average CO2 emission was about 14 t.


Iran

Iran is doing fine – economy is running at a high level, esp. the relationship to Russia is excellent. Many immigrants come from Russia to work at Iran for much more money. This imported knowledge helps to build up new industrial branches – like nuclear power.

Iranians feel safe. There has even been an election. All candidates had to pass the check of the religious council. In the end, the old president was elected again, with a broad support of 82%.


Russia

Russian economy is doing rather fine. Exports of oil give the money to import new technologies. The trade with the Europeans is very good as well as with Iran, Japan and China. Reforms in the administration and industry begin to pay back.

The Russian President is re-elected with 80% of the votes. Although some Western critics say that the election had not been fair, the Russians do not care. They know that the President has the support and the love of the majority of his people.

Yet, there are still many that think they can live better abroad. Each year 2 million Russians emigrate. The population decreased from 142 million to 134 million. CO2 emissions are about 11 t.


China

This period was not good for China, not good at all. The President decided to escalate the fight with the US and in the end he had to see that China was isolate. He had to give in to prevent more damage. China`s economy suffered from this conflict and so did the Chinese feeling for honour. Many are very disappointed.

The internal policy was not more successful. The President’s speech, announcing the end of the Communist way and the beginning of a new market oriented policy caused feelings ranging from fear and anger.
The control of the stock exchange gave more stability, but also ended the dreams of million Chinese to become millionaires overnight.
The program to sell public-owned companies was a failure, too. So far, only one major company has been saled, however this created fear of unemployment .

The people is not satisfied and the President should do a way to change the mood.

China`s population is still growing. In 2013 it is about 1,400 million people. 85 more than in 2008.They cause a CO2 emission of 3.1 t.

In winter 2012 a disease pop up some 500 km north of Beijing. About 7,000 people became ill and about 780 died. It seems to be a variation of the influenza, a very aggressive and deadly one. Chinese authorities say that they have it now under control.


Brazil

This country in South America is getting more and more important due to his population and its resources of land and oil.
The USA obviously realised this and made a agreement to co-operate on bio-fuels and to build pipeline, to connect the oil fields with the consumers in the north.

Brazilian economy is rather sable and growing. Neither the turbulence with the dollar nor the Chinese crisis did much harm.

However, the growth of the economy does not lead to a common wealth. There are two reasons: first, the wealth is only focused on a few and, second, population is growing faster than the national income.
In 2008 Brazil had 189 million inhabitants, today there are 209 million. They produce 2 t of CO2 per head.

Growing population leads to a number of problems. Sao Paolo is an example. It is a huge urban area with slums, poverty crime, pollution. The social differences are big, hospitals and schools are not able to deal with the growing numbers. Young people have only two chances: either to join a criminal gang or to leave the town and try to make their luck in the country. This means that they either go to the jungle to burn down the wood and get an acre for themselves or to work in a gold cam, which does even more damage.

The Brazilian President was re-elected. Not a big thing due to the fact that there was no real alternative and that he was supported by the most important families.

Still the people of Brazil have not much time to think about the future. But there are some politicians and men from the church who try to fight for the rights of the poor. Maybe the people only need the right leader ...

Important announcement

As the deadline is the end of June due to people being away, Franc and I have come up with the idea of a mini game while we are waiting for the deadline. The Russian navy has chosen to breech the DMZ in the Taiwan Straight (reported in the last chapter) The forces of NANPR have made it clear that this will not be tolerated so I thought it would be interesting to play this scenario out. This will consist of some typical Cold war style brinkmanship with either a resolution or conflict as the end result.
I will run the "mini IH" and will also control the NANPR forces. Swordmaster will control Russia as the nation's head, but to have some interest for other players the Russian chain of command will be played by other players in the game. Roles available:

Admiral of the Russian pacific Fleet - Admiral Sidenko
Commander of Naval aviation, Pacific Fleet - Admiral Suchkov
Commander of the cruiser Nakhimovinto (a Slava class cruiser) Admiral Varyag
Commander of the Nakhimovinto's helicopter ( a Ka 27 Helix) Flight officer Kamov

The other person with a role is the Un which will be obviously controled by CountArch.

I intend to PM each person in the chain of command a background to their role and their individual ambitions/ goals which they will try to use when sending in their decisions. At the end of the IH, I will comment on how close people kept to their role - I'm trying to create the natural tensions in a chain of command to add spice to what happens.

The IH will proceed like this - I will write up a chapter and at the end will be several options for 1 or more of the participants. These will be debated in the thread - representing officers commenting on what to do next - then the named officer will make his decision and PM it to me - BUT IT WILL BE HIS DECISION ALONE AND NEED NOT REFLECT THE MAJORITY VERDICT - I then interpret the results and write up the next chapter.

I intend to write up the first chapter for next week, so by Tuesday I need you all to do the following
1) Swordmaster - can you write some rules of engagement and PM them to me - this is broad instructions to the ship's captain on what to do. I can distribute them accordingly - if you want to add more to be sent to certain people please feel free to do so.
2) Other people please select the roles you would like - bearing in mind this will run for the next 2-3 weeks max.
3) If you are going to play, look up the forces involved and their capabilities.
4) Prepare for the unexpected!!

Hopefully this all makes sense - ask if you don't understand

Some of you may know that I have been thinking about an IH of the battle of Midway for some time. This game system is the one I have been developing in my own mind as the way to play it so this will be a good test to see if it works. I hope to create a similar feel to kraxis's Duel of the sea - so let's see how it goes.:2thumbsup:

The People`s Republic regrets that the policy of the former President led to misunderstanding and that some countries had the feeling that China would threaten them.
We are glad that these misunderstandings are over, now.

However, we have learned that there is a need for a more effective organisation to prevent crisis like the one we saw lately. Therefore China decided to support the Security Council of the UN. We support a reform that reduces the rights of the VETO nations. The VETO is unfair and blocks the Council. We ask the General Secretary to host a meeting to end the VETO rights!

Furthermore, we do not think that a local agreement can end the rights in international seas. Therefore we appeal to the Security Council to debate the issue of the Demilitarized Zone in the socalled Taiwan Sea.
