I konw that the FAQ goes against the pope, but i you made him into a 'roman senate' faction, and rome the only catholics, then he could declare a consular war with levies that you could only get when actually at war, and there could even be civil war. I think this is worth considering, as it gives Roma someone to grovel to unless they feel like going imperial.

Oh I don't know, I think that system would be far better used for carthage, who also had a similar senate system. Or the Aedui, indeed most tribal factions would benefit from this more than the romans.
