I modified the EBBS to allow Roman imperial reforms immediately and i forgot to make a back up. Where can I download the correct EBBS file without any changes/has all fixes so I can have a backup next time I mod? Thanks.

Open your EB installer with Winrar and check there for it, if you still have it.

WinRar can't open it, I think. At least 7-zip can't.

But isn't there two different EBBS files? One has an EBBS fix for the german reform marker spam and one has an unsupported fix that solves the client ruler interloper problem?

The fixes work by overwriting older files, so if one file has already been changed the change has to be included in a later fix or it is lost.

I've did with an old 1.0 setup so certainly Winrar can, yet.

It can't. 1.0 was made with an entirely different installer.
