CONCERT OF EUROPE[/SIZE]

Prelude

Anno Domini 1815: after a long and devastating serial of wars, campaigns and battles Napoleon is defeated. The victorious sovereigns meet to restore order at the Conference of Vienna.

The Austrian capital hosts assignees of about 200 European states, corporations and cities. Among them are all leading countries with the exception of the Ottoman Empire. These great powers play the dominant roles:

Russia, LORD WINTER
Great Britain KING KURT,
Austria, WARMAN
Prussia ICHIGO and
the restored French monarchy.Tiberius of the Drake
Sardia (Piemont and Genoa): King Jan III Sobieski

Warluster is 1st in line!!

The countries soon agree that the new order shall be built on the fundament of five principles:

1) Legitimacy - Old dynasties have to be restored
2) Restoration – The political and social conditions of the pre-revolutionary era have to be restored. This principle shall also be the barrier against any revolutionary threat, liberal or nationalistic.
3) Monarchy – order can only base and be guaranteed by the God send authority of the true monarch.
4) Solidarity – the power of the monarchs will be completed by the solidarity between the monarchs.
5) System of European Equilibrium – no country shall be able to dominate Europe, again. All future conflicts shall be solved by a peaceful agreement of the five great powers, the Concert of Europe.

As interests of the participants still collide it soon becomes evident, that implementing the last principle is the most difficult task.
The goal of Austrian Foreign Minister Metternich is an Austrian dominated Central Europe, forming a counterbalance to the powers in the east and the west, Russia and France.
Main goal of Russia is to gain main part of Poland. The czar tinkers with the idea to build a constitutional state there.
The English deputy, on the other hand, similar to Metternich, aspires to a conservative Europe and wants to avoid further increase of the Russian power.
France fights the desire of a German unification to protect her own position as a great power.
Prussia, however, wants to increase her power by a stronger German union, though this would be against the interests of the small German countries as well as Austria.

Differences are strong and for a moment a new war seems to be more likely than a lasting peace agreement.

Then, however, Napoleon is back. He landed at the French shores and is seizing power again. He, who had forced his will upon the European counties so many times before, manages to unite the disputing congress. The assignees agree on forming a new coalition army of about 700,000 men. Immediately, a Prussian army of 117,000 under the command of Blücher marches against France, while the English send Wellington along with 100,000 soldiers from England, Hannover, the Netherlands and Belgium.

Chapter 1 – June 1815

Hurray! Napoleon is defeated!

At Belle Alliance, a place close Brussels, the allied armies of Blücher and Wellington overwhelmed the troops of the Corsican usurper. Currently, the Prussian army is marching southwards to occupy Paris and to reinstall order once more.

At Vienna, the assignees finally finished the congress and agreed to a new order. These two events mark the end of a long and tragic phase that started with the French revolution.

The Austrian Empire abdicates her claims on the Netherlands and her former possession at the Upper Rhine. She gets back Galicia, while Krakau becomes the Republic of Krakow. Illyria comes to Austria, as well as Salzburg. Habsburg also rules over the Kingdom of Lombardy-Venetia, the Toscana and Parma and has now a stronger position at Northern Italy than before.

Prussia gains new territories at the Rhine. However, it only receives one province from Saxony. She also receives new territories the east – Posen and the city of Danzig – but has to give up Polish territories. The shift to the west brings Prussia into direct contact with France. The splintering of its territory makes it inalienable to find an agreement with the small German countries.

The Russian czar received the biggest part of Poland and his claims on Finland and Bessarabia were confirmed.

France lost the territories that she had conquered during the Napoleonic Wars, but Talleyrand could avoid further losses. His greatest success is that France is now recognized as equal great power.

The English acquisitions – Malta, Helgoland and the Ionic Islands – were confirmed.

The Kingdom of Bavaria lost Tyrol, but received Franconia and the Palatinate. The Kingdom of Württemberg and the Grand Duchy of Baden could keep their territories. The Kingdom of Hannover – in personal union with the UK - Braunschweig, Oldenburg, Hessen-Kassel and the city states of Hamburg, Lübeck, Bremen and Frankfurt became sovereign states. The Kingdom of Saxony, however, lost two third of her territory. The number of independent territories is now much smaller than before the Napoleonic wars.

Denmark lost Norway to Sweden.

Hence, all territorial issues are solved. The five great powers committed to deal new problems in agreement. However, during the negotiations, there has been a rapprochement of Prussia and Russia on one side and of England, Austria and France on the other side.

The new order is decided and the aftermath of the revolution and the Napoleonic era are overcome. The disease is restored, but the pathogens are still there – fatuous and dangerous ideas of Liberalism and Nationalism. The great powers will have to be alert to contain them.

After the message of the final defeat of the Imperial French army, people celebrated all over Europe. Soon afterwards, unhappiness spreads in some areas.
In Germany, those who fought in the “Freikorps” for a united and liberal Germany find themselves betrayed.

Also Italian and Polish nationalists are not satisfied with the results of the congress.
Another event that causes trouble happened at London. The English government had financed the war with government bonds. Bankers as well as private patriots from the middle and upper class bought them and enabled the campaigns against Napoleon. A banker called Rothschild, who had bought a big number of bonds, had its own messengers at Wellington’s staff. He received the message of the victory even before the crown. He sold his bonds immediately and this caused a panic on the market, because people thought that Rothschild had received bad news from the front: everyone tried to sell his bonds and the price fell. When it reached the bottom, Rothschild bought all bonds he could get. Then the message of Wellington’s victory came and Rothschild made a fortune.

Now that the congress is over, work begins. The 19th - the long century - has still a lot of challanges for you!

TASKS (for the period between June 1815 and June 1816)

ALL:
A) Constitution: Now that the Napoleonic War is over, it is time to check (and maybe change or introduce) the constitution.
B) Military: You all have huge armies. Now it is time to decide about the size and organization of your army and navy in times of peace.
C) The war against Napoleon did not only take blood; most of all, it took money. Your finances are shattered. You do you want to balance the budget?
D) You confirmed to fight any revolutionary stream. What is your position regarding censorship and freedom of speech?

Austria:
1) Another decision of the congress was to form a German union; please start negotiations with the other German countries about this issue.
2) There was also the proposal to renew the Holy Alliance, a military co-operation to intervene against any revolutionary activities. Although the focus is the observation of the always somehow fanatic French, the pact could be effective sources of trouble as well. Start negotiations!
3) You have to decide about your long-term strategy: will you put the focus on Germany and try to reinstall the German Empire under the leadership of Habsburg or will you put the focus on the Balkans?
4) How do you deal with national minorities – like Hungarians or Italians? Do they get special rights in the constitution?

Prussia:
1) Another decision of the congress was to form a German union; please start negotiations with the other German countries about this issue.
2) There was also the proposal to renew the Holy Alliance, a military co-operation to intervene against any revolutionary activities. Although the focus is the observation of the always somehow fanatic French, the pact could be effective sources of trouble as well. Start negotiations!

3) If you look at the efforts of the Russians during the war, it seems that the reward is far too small. Try to find a diplomatic arrangement that offers you the option to increase your influence at Europe.

France:
You surely have the hardest part of all. The land is broken and there is hardly anyone you can trust!
1) The allies will occupy Paris and this will allow you to return into the capitol. How do you plan your return?
2) You do not have an army or an administration. How do you want to recruit them?
3) The constitution: will you decide or propose, will you make a public decision? What will be the role of the parliament?
4) There are many emigrants which are following you. They expect to get their old privileges and back. Make a regulation!
5) There are many generals and officers which had betrayed you when Napoleon returned, for ex. Ney. What do you intend to do with them?
6) What will happen to those which committed crimes during the revolution?
7) Do you intend to enter the Holy Alliance?

England:
1) There was the proposal to renew the Holy Alliance, a military co-operation to intervene against any revolutionary activities. Although the focus is the observation of the always somehow fanatic French, the pact could be effective sources of trouble as well. Start negotiations!
2) Now that war is over, the superior English industry could dominate the European market – in case the trade barriers fall. Start negotiations about this.
3) The loss of your American colonies still hurts. You should think about a new strategy and the role of the government / army in this strategy.

The constitution: during the war, you were forced to make some. Find out, which rights you gave. Now that the war is over, you may want to change this. Have an eye on the role of the parliament, the right of free speech and write. Who is allowed to vote. What about minorities.

Timing: Take your time. No need to hury in the first period!

I believe the right to free speech should be allowed, but to a extent. If we allow to much freedom, we will be back at where we started. Censorship should be slighty loosed for the people's enjoyment, but not a whole lot.

Comments:
Please note that
 the recruitment and equipment of new regiments costs more money
 war increases the costs
 France is still occupied and the foreign troops will not leave before the money is paid. However, how to distribute the 700 million is still an issue of negotiations!
Don`t have anything about the navies (size and cost) but I guess Kurt can help!

Franc - I am looking into the navy situation and hope to have something soon, but I am very busy at the moment.

The general situation is that England rules the waves with the biggest navy by far. A lot of the ships were laid off after the defeat of Napoleon, even in the Royal Navy, so costs have fallen drastically. What I might come up with is a simple formula or something like that for the participants - is that OK?

The USA are important from the naval point of view and, of course, England has just finished a war with them - where we burnt a lot of Washington amongst other things!! The war was mainly naval with small land operations. It might be worth thinking of another player for them in the future.

Hope to get my move in early next week.

Oh - I must have missed the bit where the Americans landed near London and burnt our capital down. The White house is so called as it had to be whitewashed to hide the burn marks.....and it has been the home of many a good whitewash ever since:laugh4:

All the rest: cost for the King, the police and administration, street building, etc.

Spain and the Netherlands do not have any claims against their French neighbors. These two countries also urge the other nations to reduce their demands to a reasonable value!

Argeed, Tsar. However, We, Austrian Empire, took the blunt of the fighting before they made their way to Moscow. We lost Vienna before you had to burn your Captial Down. I do not mean to sound harsh, since all suffered losses, just saying.

We Demand at least 100 million. We will not go below this. 20,000 Austrians will go to France and stay there until payment is made.

An Announcement from Lord Liverpool,

Sirs,

His Majesty's government has some fine points of diplomacy to resolve before we annouce to the public the position of our government. However we state this, our aim is a lasting peace and a move to harmony amongst European nations. We must establish rule across Europe which is benevolent and not oppresssive. We must learn the lessons of the last 20 years and not sow the seeds of a potential conflict - both internal and external. Nation's aspirations must be recognised and the aspirations of the people of those nations. We stand on an era of unprecidented scientific advance and a century of unparalled opportunity.

But to maximise our potential there must be change. The status quo is not an option.

As an aside, I have noticed some ramblings from eastern Europe on the role of certain nations in the down fall of the tyrant Bonoaparte. A particuarly narrow view, I feel. It would be oportune for these people to remember that it was an alliance of nations which brought the tyrant down, that England was the only nation to stand consistantly against the tyrant and that in fact during the course of the war several of the victors were, at times, allies of the tyrant.

In fact ,some may say, that the pigheaded approach of our Austrian ally plunged Europe into war in the 1790's, that the consistent failure of the Austrian army with its string of defeats to the tyrant created the situation for his rise and Empire and that their shattered forces played a minor part in his downfall and no part what so ever in the crushing of his recent return. However, as a gentleman, I could not possible say such a thing. However, I do say this, those who contibuted the greatest to the meal have the biggest say in its division.

Fine Points there Lord Liverpool. I believe you are rights on some of the issues, including our deafets. However, I believe that those who suffered the most and did the most should get the rightful share of Money. We and the Prussians,unlike your goverment with no offense, had to fight the French Early on, before any other goverments decided to intervere. Yes, Our losses did not help the cause, however, We wore down Napolean's army, so that the British/Russian forces and other nations could fight him better.

I believe That France should pay the full amount or a slighty less amount it owns to the allies. It would not be fair to tell a country that your former leader just ravange that you will pay 50 million talers, but let that country pay the other 50-150 million talers it still has in debt.

It's one thing if France pays 80 or 90 million Talers to us, out of 100, but we will not let them pay 25 or 50 and expect us to foot the rest of the bill.

To the Earl of Liverpool: English, it is easy to challange the Great Napoleon, if there is an oceans between. I know very well the part England played in this game. Maybe I may remember that I was at Leipzig, the greatest battle in history, the one, were allnations of Euroipe fought side by side against the French eagle. The only ones I did not see there were the English. And who fought the Battle of Waterloo, that makes you so proud? Prussian soldiers as well as soldiers of Hannover.
I realize the importance of your support, however, I do not see which English cities were burned by the French Emperor, which fields devasted. What for do you need compensation?

"Well your majesty, as you will know the sole criteria for rising in the ranks of the Austrian Army is age and defeats - the older you are and the more defeats you have the higher rank you get!! As a consequence, they have the largest number of high ranking generals in any army in Europe."
A roar of laughter rumbled round the table and Lord Liverpool, warming to his task, continued
"Of course, the other consequence of senility as a rank of office is that the eyesight and the memory goes. This Generalissimo "What's his name" says that he was at Leipzig and saw no English men. Well sir, in defence of the Royal Horse Artillery who were there, I say this - perhaps he was so far from the action that he did not see them. As for Waterloo, what knows he of matters there. As usual the Austrians were somewhere else, probably eating coffee and cake, while the Iron Duke showed Boney a thing or two. At least our Prussian Allies could be depended on to do something - I mean old Blucher managed to turn up at the end and help chase the French from the field. If left to the devices of old Generalissimo we would all be talking French, eh Wellesley!!" The tall simply dressed, slightly haughty fellow dinner to Liverpool's left grunted agreement. " The Generalissimo would do to consult his history books - we were at war consistently with the little tyrant - all they managed to do was set things in motion, blunder around a bit then loose disastrously to Boney. Then they would give up some far flung province or 2, make peace then sit around until we came along with another Coalition to face the French.

"Your Majesty, Those British are so Arrogant" saids Warman.
"Indeed" Eugene Saids.

"Last time I checked, they could not beat the Americans. Farmers they were! Not once, but twice they could not reclaim the American Colonies back!" Laughs Eugene. All three men chuckle.

"Indeed. They talk tough, and they win one war, and lose 2 others. Nevertheless, they help us win this War. But They did not suffer their towns being burn down from French" Saids the Emperor.

Chapter 2 – June 1816

A year without summer

France:
The first year after Napoleon is also the year of the (second) return of the Bourbon King Louis XVIII. With a couple of confidants and a personal guard of some hundred grenadiers he moves into the Palace of Versailles. He does not enter the capitol, though, to demonstrate that he does not take power as long as foreign armies control the country.
Nevertheless, Versailles becomes the center of the European diplomacy, again. Ambassadors of all regions meet there. One very frequent and welcome guest is the heir apparent of the Ottoman Empire.
Negotiations between the French King and the Allies are intense and tough, but in the end Louis manages to get agreements on the reparations with England, Russia, Prussia, Spain and the Netherlands. Only Austria and the minor German countries refuse to make concessions.
Besides solving the financial problems, the King is working on the constitutional fundament of the new government. The new constitution includes some of the achievements of the French Revolution, like abolition of slavery, free speech, parliament with representatives of the provinces, but it does not go as far as the ideals of the revolution. The rights to vote are limited to those which own land and the parliament can only suggest laws. Another different is that the new constitution will not be authorized by plebiscite, but by the sovereignty of the King.
All former followers of Napoleon get pardon, with the exception of former Royal officers, which betrayed their King. General Ney was sentenced to death. His execution takes place at the Jardin du Luxembourg at December 7th.

During winter, the allies begin to reduce their forces at France, only Austria increases her expedition corps to 20,000 men. During winter it comes to a crisis. There is no supply or payment from Austria and so the Austrian commander, General Warman8, demands food and money for his soldiers. The local French authorities are not able or willing to fulfill his wishes and so the Austrian General orders his men to foray the city of Lyon. Then he retreats into his garrisons. There, however, he and his men are contained by some ten thousands of furious French peasants. Warmaster8 hesitates to order his men to fire. He hopes to receive orders from Vienna before he runs out of food.

Germany:
At Germany, the political development does not meet the expectations. A German Federation has not been formed. Instead, Austria and Prussia agree on an alliance to abolish all trade barriers including customs. They invite the other German countries to join, but the resonance is not positive. Instead, all the small territories form a so called “Kleindeutscher Bund”, which abolishes internal customs, too, but raises the tariffs at the outer borders. Additionally this Bund, based in Frankfurt, also includes a cooperation of the political police organizations, a mutual assistance pact as well as the introduction of constitutions at all members. The Bund also has a trade agreement with the Netherlands. Bayern and Württemberg are still aside as well as Hannover, which is governed by the English King.

Nationalists become angry about the political situation. Several student organizations and veterans of the wars of liberation call for a demonstration next year. They will meet at the Wartburg to celebrate the anniversary of Luther’s theses and of the Battle of Leipzig.

Prussia:
King Friedrich Wilhelm III reduces the strength of his army to 115,000. He also reforms the constitution – even though some may say that he retracts the reforms he had promised during wartime. He founds regional parliaments, which have to collect the concerns of the population. The members of these parliaments are elected and every man has the same vote and the right to be elected. The most courageous step of the King is, however, that he gives the right of free speech, or at least almost.

The reforms caused a series of diverse reactions. A group of forty eastern aristocrats protested against the introduction of the new regional parliaments. They reminded the monarch, that they and their families were loyal servants of the sovereigns of Prussia for many centuries. They used to be the representatives of their regions and the King can hardly expect them to accept any new representatives that will be elected by peons, criminals, Jews and Poles. They insist on their old rights and demand an electoral law based on the tax payment of the citizens. Blücher, the celebrated hero of Waterloo, declared that he will fire any laborer that dares to candidate for the new parliament.

The bishops of the Lutheran church confess that every men has the same right given by the Lord, but they emphasize that a common right to vote was never the intention of God. Why, they ask, should a man, who owns nothing, who does not contribute to the wealth of the nation, why should he have the same vote as another man, who pays taxes.
Liberals at Berlin wrote a letter to the King to remind him to the promises he made during war. They ask him for a national parliament with the right to pass laws and budgets.
Insiders wonder for how long the King will allow these public discussions.
Different groups prepare themselves to participate at the coming elections. At Berlin, there is a party that wants to have liberal reforms, while at the Polish territories several nationalistic parties were found. A newspaper with the name “Poland!” circulates in the eastern border districts.

Austria:
After the congress, Kaiser Franz I travels around his lands to visit his subjects, especially those of Italian and Hungarian nationality. The population welcomes him. They all hope that Franz will bring peace and wealth also for them. The Italians ask him to foster the sea trade in the Mediterranean, which suffered during the war and which may now be dominated by the English fleet. They urge Franz to set up an Austrian fleet of warships, which can support the trade interests against England, France and the Ottoman Empire.
Austria makes a trade treaty with Switzerland.
Unlike the other countries, Austria does not reduce the strength of her armies at the end of war. Franz I has still 400,000 soldiers. They are distributed all over the land and at France. Rumors tell that the Austria is recruiting new soldiers from the Polish departments – canvassers even work on the Russian and Prussian side of the border.
Austria does not change the constitution, although the censorship is not as tight as it used to be.
Negotiations with France regarding the reparations do not come to an end.
Due to the military expanses and the missing payments from Paris, Austria runs out of cash during November. After the national insolvency just a couple of year ago, no bank wants to give money. Metternich does the best he can to cut expenses and to get money, but from December on the crown is no longer able to pay their soldiers and officers. Around Christmas many soldiers just leave their units to go home. At Venice, the local commander sells the cannons to get money for food. At the border in the east, whole companies leave to sell their services to either the Serbs or the Turks.
Franz I admits to the English Foreign Minister that the results of the Austrian Army during the war against Napoleon was very poor. This increases the distrust within the army.

Russia:
The Russian Czar disbands 150,000 soldiers and finds an agreement with France for reparations. This enables him to reduce his deficit. He gives more freedom to the peasants and increases the freedom of press. However, he does not seem to plan any real liberal reforms.
At Poland he introduces a 15% tax to pay the cost of the Russian occupation forces.
The conference of the Polish aristocrats welcomes him as the new monarch. They tell him that they are willing to serve him under some conditions. First of all, he has to accept the rights of the Polish noblemen. Additionally, they are willing to pay for soldiers, but the army they pay for ahs to be Polish.

England:
The English Crown works hard to bring business into a peace time mode. The size of the army and the navy is reduced significantly, an agreement with France ends finally ends this dispute and the government tries to support trade.
With the treaty of Caen, England gets all French possessions outside of Europe as well as a trade base on Corsica. The tow countries agree to combine their sea trade by forming a new trade company.
With these steps the English government hopes to support the trade and the whole economy, too. This is necessary, because the war left some issues. There are still about 300,000 veterans of the war looking for a way to make a living. Further more, heavy industry, mining and casting, suffers from the end of the war, as there is no more demand for cannons.

Rest of the world:
With some delay there is news from the Ottoman Empire. The Serbs tries another riot and after defeats in some small combats, the Sultan was wiling to negotiate. Although negotiations are still going on it looks like the Sublime Porte will accept the Serbian autonomy as long as Serbia will formally remain part of the Empire.
The Sultan also continued with his reforms. Taxes in the European part of the Empire were reduced and the rights of the subjects there were increased. The army and navy modernization proceeds. In November, a riot of the Janissaries at Istanbul was the reaction to these reforms. Loyal troops overwhelmed the rebels; the units of the Janissaries are disbanded now.
There are also rumors about a Turkish campaign on the Arabian Peninsula.

At South America, the war of independency is going on. In December, royal troops seize the town of Cartagena, in May they conquer Bogota and gain control of Bolivia. June 1816, Argentina declares itself independent from the Spanish motherland.

An American war-ship cruises at the coast of Morocco. It brings an US delegation that negotiates a commercial agreement.


In 1815, there is a lot of news and it is spread by the newspapers, so that many citizens follow the political business with interest and sometimes with passion. In the beginning of 1816 the headlines of the papers change, though. Another issue attracted the attention of the readers – the weather. Weather is cold this year, with lot of snow. And the winter is long. March is filled with snow and so is April. Although it snows in May at Switzerland as well as in Austria and Bavaria, it is getting warmer and there is a disastrous flood all along the river Rhine. At June, however, people began to realize that this year, spring might not come. Temperatures drop; there is a cold wave along the Alps with loads of snow. But the cold weather is not limited to that region. Even at Northeast America there is frost at night.
People do not have much hope for the future. Even if it is getting warmer in July, most of the harvest will be spoiled and they just don’t know what to do without food. Especially the people at Austria are desperate; they suffer from snow and do not have enough wood to keep their cabins warm. Administration fails to help and only some aristocrats get engaged and help the best they can.

War gives you a couple of options:

1) You can lead your army by yourself! This has some obvious pros and cons. Winning, it boosts your reputaton, loosing - well, might even cost your life. Plus, you cannot rule in your capitol.

2) You chose a gifted general. I want to try something new - although it may fail. You can chose any member of the Guild as commander of your troops. Of course he was to be willing and ready. Time is an issue!! Then he will do all he detail planning and commanding!

Chapter 3 – June 1817

It is cold – incredible cold. People in many provinces do not have enough to eat. Livestock has to be reduced, due to the lack of forage. Corn price goes up fifty percent, at least. In Northern Austria, Bavaria, Württemberg and parts of France the corn rate is five times as high as last year. And still there is not enough to buy. Some governments try to ease the burdens for their subjects, but in the end their action are little effective.
Many poor do not have any other option than to pray to God. In June 1817, these prayers are answered and the sun returns, even in the Alpine countries snow is melting. The Rhine and the Danube is swelling and the residents are beleaguered by another natural disaster.

England suffers little from the cold spell, though. There is enough to eat, but prices go up, nevertheless. Some big farmers make good profit this year; others suffer from the high rates.

The King’s government is confronted with demonstrations of unsatisfied from Ireland. They blame the crown that it treats Ireland as if it was a colony. They demand equal rights for Catholics, an independent Irish parliament with the same rights as the one in England, control over the taxes and budgets as well as Irish judges, officers in navy, army and administration, and an equal number of Irish ministers in the government.

The English economy manages to change from wartime to peacetime mode. Orders from the navy as well as new trade routes to the continent boost the heavy industry and the textile industry. Tax revenue increases as well.

The crown recruits new soldiers for oversea activities: England increases her military presence in America and India.

The English navy executes operations against the Barbary pirates and slave traders, based on the coasts of Morocco and Algeria, which attacked ships and coastal settlements in the Mediterranean and North Atlantic and captured and traded slaves from Europe and sub-Saharan Africa.

A first expedition under the command of Admiral David Milne heads for Tangier. Milne finds the entrance of the harbor blocked by three US frigates. He orders the American sailors to leave the area, but the American commander points at the American-Moroccan treaty of friendship and refuses to leave the waters. Admiral Milne does not dare to precipitate a crisis with the United States. He decides to return to England and to ask for orders for the new situation.

Admiral Lord Exmouth gathers a second squadron of five ships of the line, one 50-gun ship and four frigates at Gibraltar. HMS Queen Charlotte, 100 guns, is the flagship of this expedition force with destination Algiers. This squadron is considered by many to be an insufficient force, but Exmouth has already surveyed the defenses of Algiers unobtrusively, he is very familiar with the town and is aware of a weakness in the field of fire of the defensive batteries. More large ships would merely interfere with each other without being able to bring much more fire to bear. In addition to the main fleet, there are some transports to carry infantry and to transport the rescued slaves.

The English forces approach Algiers at noon. At the beginning neither Exmouth nor the Dey of Algiers wants to command to fire the first shot. The Dey's plan is to allow the fleet to anchor and then to sortie from the harbor and board the ships with large numbers of men in small boats. However, Algerian discipline is less effective and one Algerian gun shot fires at 3.15 pm. Exmouth immediately begins the bombardment. The Algerian flotilla makes an attempt to board but thirty three of their boats are sunk. After an hour, the cannons on the mole are effectively silenced and Exmouth turns his attention to the shipping in the harbor which is destroyed by 7.30 pm. Although the fleet also bombards the city, there is comparatively little damage as the construction of the houses means that cannon balls pass through the walls leaving a neat hole without destroying them. At 8.00 pm, Milne asks that the bomb vessel Vesuvius be used against the battery that is mauling his ship. The commander of the bomb makes an error of navigation and she explodes ineffectively beside the wrong battery.

Despite this, the Algerian batteries are no longer able to maintain fire and by 10.15 pm, Exmouth gives the order for the fleet to weigh anchor and sail out of range, leaving HMS Minden to keep firing to suppress any further resistance. By 1.30 am, the fleet is anchored out of range and the wounded are treated and the crew clears the damage caused by the Algerian guns. Casualties on the British side were 16 percent killed or wounded.
Although the Algerian fleet and batteries are destroyed, Exmouth hesitates to order the landing of the infantry, as the fleet has already fired all of its ammunition. The following day at noon, Exmouth sends a peace offer. He warns that if the terms are not accepted that he would continue the action. The Dey accepts the terms, not realizing that they are a bluff.

The treaty is signed on September 24, 1816. 1083 Christian slaves and the British Consul are freed and the ransom money repaid. Exmouth’s squadron returns to England to repair the ships and to replace casualties. One week before the return of Exmouth`s squadron the Royal African Trading Company is formed at London.

The English King sends notes to support the fight of the Serbs against the Ottoman Empire. He even offers them weapons, but hasn`t found a way to send them to Serbia.

France is all on edge. Although King Louis managed to appease the financial demands of the alliance and therewith freed the country from occupation forces, he still has not gained sovereignty over his own kingdom. Oppressive financial burdens, failed harvests, the return of the emigrants and the lack of official authorities make France a tinderbox – one spark and the situation will escalate.

At November, the Austrian occupation forces under the command of General warman gather west of Lyon to decamp. The marching columns are accompanied by ten thousands of French peasants, which celebrate the withdrawal of the hated intruders as victory. The King sends deputies to mediate between the crowd and the Austrian forces. However, the mob snowballs. More and more people join, many of them waving muskets angrily. The crowd sings songs of dispraise and finally they sing the Marseillaise, the anthem of the revolution, and call for the Emperor. The royal deputies return hastily to Paris and the Austrian divisions betake themselves to flight. Warman leads his men back to Vienna; without casualties, but the divisions appear more a defeated than a victorious army.

After the flight of the Austrians, the mob proclaims a free republic. Other provinces join and together they form the new Republic of Aquitania, while the northern part of France keeps loyal to the King.

Austria is hit hard by the cold spell. Although the Kaiser manages to increase corn imports from Egypt and Russia, the food price still goes up. Together with the national deficit and hundred thousands of unemployed, former members of the Imperial Army, this makes a critical situation. Thousands of peasants starve to death this year and hundred thousands leave their home, looking for a better way of life in the New World.

At Hungary there are protests against the Kaiser. Especially the lower aristocracy suffers from the cold spell and from the taxes. They demand more rights for themselves and for Hungary.

The Austrian government does a lot to increase trade, especially with Bavaria and the Italian small countries. The new trade lines extend the Mediterranean and end at Egypt. Especially corn trade adds wealth to the Austrian cities in northern Italy.

The Austrian monarchy also tries to decrease the deficit by reducing bureaucracy and selling works of art. However, in the middle of dearth, he gets little for these pieces.

The Imperial Army is also reduced significantly due to the end of the Napoleonic Wars. To third of the soldiers return home. However, new dark clouds appear at the borders of Austria, this time in the east. The Serbian War of Independence is still raging and this also stresses the relation between the Austrian and the Ottoman Empire. The Turks accuse Austria to disturb the peace in their provinces while Vienna accuses Istanbul for preparing war against Russia. In February the situation seems to relax, as the Serbs sign a treaty with the Sultan, which guarantees them a maximum of independence from the Empire. However, during May and June information about deployment of the Ottoman army along the borders reaches the Danube. Emperor Franz orders his army to be on alert and sends Feldmarschall Fürst Schwarzenberg to prepare the defense.

Prussia is almost spared from the direct effects of the dearth, the big farms in the east even benefit from the raising rates for corn. Trade increases too, imports from England fill the market with cheap goods. This puts pressure on many local artisans, that find it hard to compete with the prices of the English goods and creates a trade deficit.
At May there are elections to the regional parliaments. Election campaigns are though and sometimes even violent. They are heated by a media campaigns lime never seen before. In the end, most deputies come from the lines of the old aristocracy. Only in the Polish provinces some Poles managed to come into the new parliament. This, however, leads to massive protests of the German population and clashes between the nationalities. About a dozen dies in this affrays and the police arrests several hundreds. With the support of the gentry, the German prisoners are freed soon afterwards.
The Polish propaganda is growing in the occupied areas. Polish newspapers spread nationalistic ideas and there are several secret societies, which try to organize the nationalists and procure guns. The Prussian King increases the stregth of His army in Poland.

Germany:

On October 18, 1817 about 450 students, members of the newly founded German Burschenschaften ("fraternities"), came together at the castle Wartburg to celebrate the German victory over Napoleon two years before and condemn conservatism and call for German unity. Speakers at the event included Heinrich Hermann Riemann, a veteran of the Lützow Free Corps, the philosophy student Ludwig Rödiger, and Hans Ferdinand Massmann. With the permission of the absent chaplain Friedrich Ludwig Jahn), the Code Napoléon and other books were burned 'in effigy': instead of the costly volumes, scraps of parchment with the titles of conservative books (including those of August von Kotzebue) were placed on the bonfire.

The Kleindeutscher Bund introduces higher tariffs for goods from England. In December, Württemberg joins the Bund.

Russia benefits from corn exports to the German countries. However, these exports increase the price in Russia, too. Csar Alexander is trying to appease the Polish nobles by withdrawing the Russian soliders from Poland. Furthermore he is negotiating about their socalled traditional rights. He wants to free the serfs, which will surely meet the resistance of the nobles.
While being liberal against the Polish serfs, Alexander does not support the Serbian wish for freedom. He condemns their rebellion and does not recognize their claim to rule their own country. Yet he increases the strength of His army along the border to the Ottoman Empire.

The Ottoman Empire goes on with reforms of the military and administration. The war at Arabia comes to an end, as the last rebels are defeated by Mohamed Ali Pasha.
The Porte is signing a compromise with the Serbs. Serbia remains a part of ther Empire, there will be a small Turkish garrison at Belgrad and Serbia will have to pay a symbolic tax, but that cannot hide the fact, that Serbia is independant, now. However, the Sultan is gathering a big army at the Balkans and new war is likely.

Spain goes on recruiting new regiments for the new world. There are several victories and it looks as if the royalists are getting upper hand. In Europe, the Spanish King returns to pure absolutism.

Chapter 4 – June 1818 to May 1819

Three years are gone since the Congress of Vienna and liberal and national fantasts seduce subjects all over Europe, while the revolutionary spirit of the French is still unbroken. These are the challenges for the Big 5 and they can only be solved in a close cooperation - the Concert of Europe has to pass its first test.

Even more dramatic than these problems are the changes that occur slowly under the surface. Population of all European countries is growing with odd speed. Neither hunger nor war nor emigration could slow this down. Especially poor people in the country proliferate. However, there is not enough work for all of them. Many used to supplement their income as weavers. Children as well as their parents worked hard to earn enough money to survive. However, the introduction of the putting out system lowers the margin of the common weavers and the emerging industrial production of cloth threatens the income of hundred thousands. Many leave their home to go into the cities. Number of inhabitants explodes, social and economic structures collapse, as the guilds break down. Wages fall and misery spreads.

Harvest is good this year and the rate for crop and other farm products fall. Trade is hindered by many conflicts and trade barriers. Economies change and new technologies appear. For example, new banks pop up all over Germany – so called “saving banks” – are found to increase the wealth of the citizens.
Prussia opens a telegraph line between Berlin and Cologne. Although build for the military, it can also be used by the press and for the first time news fly across Germany almost with the speed of light. Press becomes more and more important, spreading information and propaganda all over the countries, making the subjects participate in policy. But the English certainly overdo their affection for technological gadgets; newspaper report that they plan a railroad train, driven by steam, that shall even transport people.

In the second half of 1818, France is still a source of trouble. The monarchs of Austria and Russia realize that an unstable situation at France could cost more than to waiver their claims. Their concessions make the French government solvent, again. King Louis of France starts to build up a new administration and recruits about 8,000 soldiers. And he is trying to create revenue from taxes, most necessary for his government to survive. In the meanwhile the people of the south of France are waiting for a sign of the Bourbon monarch. But there is no sign from Versailles and so they are doing their harvests – as every year.

The Austrian government is borrowing more money to compensate the loss of the French payment. More than 700,000 talers are spent to develop the economy, mainly in infrastructure, like new roads and harbor facilities. Austria is also reorganizing her armies. The eastern forces are divided into two armies, commanded by General Graf Johann von Radetsky and General Warman8, also known as “Butcher of Lyon”. A new army is build by Feldmarschall Fürst zu Schwarzenberg.

Kaiser Franz I boosts the diplomatic efforts by increasing influence of Fürst Metternich. The results are an agreement with Savoy and negotiations with the minor German states. In December the government announces, that Austria wants to join the Deutschen Bund and to develop it into a German federation.

During winter Schwarzenberg is drilling the new recruits of his army and trains his officers. End of March, he sets the army in motion. His divisions, in total 98,000 men, are crossing the Alps at Bozen and marching along the river Po until they enter the Kingdom of Sardinia. At Torino, a detachment of about 2,000 soldiers of Piedmont joins the Austrian forces. After a short rest, Schwarzenberg makes the army cross the border to France.

Early June reports reach Lyon that the French King called foreign soldiers to fight his own people. Reaching the river Rhone, Schwarzenberg cuts the connection between Lyon and Marseille. Then the Austrians turn north to Lyon. French peasants try to block the columns, but they are driven away by Austrian lancers and dragoons. A militia of about 2,000 French royalists joins Schwarzenberg’s army and forms the advanced detachment. End of June they occupy Lyon and the French royalists start slaughtering what they call rebels. Schwarzenberg has to send his grenadiers to end the massacre. As soon as the town is secured, the Feldmarschall divides his forces and sends them on the way to Marseille and La Rochelle, to fight these centers of the rebellion.

Meanwhile, news about the Austrian expedition forces reaches Paris. There are also rumors that the French King Louis is only a puppet, paid with Austrian talers. The mob revolts in the streets of Paris and the King barricades with his new guard at Versailles. From the Alsace 8,000 loyal royalists approach Paris to aid their monarch. At the Provence, about 300,000 republicans are gathering to fight the Austrian intruders and the treacherous king. At Corsica furious crowd storms the harbor facilities and destroys the warehouses of the English traders.

Bavaria and Württemberg join the German Bund. The deputies of the small German states decide to alert their armies and to gather the Federal troops near Frankfurt. They do not participate in the Austrian expedition, but are alert.
Hannover also wants to join the Federation, but the negotiations are stopped because the English government does not accept the customs tariffs for goods from the islands.

In whole Germany, the number of newspapers grows steadily and the number of extreme nationalistic and liberal articles explodes. Even though the censorship prevents direct attacks against the governments, there are other ways. In autumn the liberal press attacks the writer Kotzebue. This Prussian subject is known as conservative, who did not support liberal day dreams and who worked as a consul for Russia. The papers blame him for being a Russian spy. Papers also report in favor of the Polish minorities and some articles indirectly ask the Poles to revolt.

In January Kotzebue is killed by a man named Sand, a simple man, who was set by the liberal propaganda.

At Prussia this leads to a significant change of policy. The King nominates a new Kanzler and he announces to introduce a Prussian parliament. The modus of election is made to give influence to those who serve the state by paying taxes, especially aristocrats and rich citizens. This is flanked by a strict censorship. There are also special laws for the province of Posen. Any notion that indicates that this province is or was Polish is forbidden. Also, the local aristocrats get special rights. Possession of guns without the permission of the royal agents is forbidden. The number of troops at Posen is increased and the soldiers search for illegal propaganda and guns.
The King also reorganizes the army. Only aristocrats can serve in the guard corps, rich citizens and aristocrats may become officers in the corps of the line.
Prussia also is interested to join the German Bund. The Prussian government wants to join the custom network as well as defensive alliance. Furthermore, she proposes joined programs to boost economy and technological progress.

At Russia, the Czar is forced to reduce the spending, as the deficit is getting more and more frightening. Even disbanding 60,000 soldiers does not prevent a new whole in the budget. The Russian government also tries to foster economy and tries to attract specialists from the western countries. However, Russian export suffers from falling prices of food and textiles and cheap goods from England overflow the market. Nevertheless, the Russian economy is growing this year, mainly because of the trade with the Ottoman Empire.

Sardinia is trying to avoid trouble with the Grand Nations. She supports the Austrian expedition to France as well as the English maneuvers at sea. However, this does not please the Italian nationalists at all. King Emanuel becomes the new target for the propaganda of the Italian nationalists.

The economy of the small kingdom is not doing very well. Chaos at France and the dominance of the English merchants in the Mediterranean Sea hinder trade. A good deal with Austria breaks up, too.

On the Balkans, tensions stay on a high level. The Ottoman Empire keeps on building an army along the borders to Austria. They repair streets and bridges and construct a fleet of supply ships on the River Danube.
The Austrians guard their borders with two armies; one under the command of General Warman protects the approach to Vienna, another one under Radetzky covers Hungary.
In April 1819, columns of the Turks cross the border. While Radetzky is retreating to Budapest, Warman is trying to guard Vienna. Warman has only 20,000 soldiers to stop 60,000 Turks. The Turks are pushing hard. Among them are not only contingents from Croatia, Bulgaria and Greece, but also 500 men from Serbia.

After some minor combats, Warman retreats again and again. His army is far too weak to dare a battle on the open ground. He has to rush to Vienna, but he leaves 2,000 men at the town of Bratislava, where they should win the time until the Austrians are ready to strike back. The Turks encircle the town in May and start to build up the siege. End of May, the artillery of the Ottomans begins the bombardment. The damage for the small fortress is disastrous. After four long days and nights, the facilities of the Imperial army are crushed and the commander has to surrender. Although the way to Vienna is open, now, the Turks turn around and march back to the border.

While there is chaos everywhere, England stands aside and tries to cook her own soup. The King sends another expedition to the shores of Morocco. Admiral Milne reaches Tanger before Christmas. He finds the harbor blocked by an American frigate and two merchant ships. This time, he does not waste time with diplomatic notes. He sends orders to two ships of the line to open fire and within minutes the three US vessels sink. After this, British infantry lands at the harbor, while the battle ships bombard the coast batteries. At the evening, the town is controlled by the British. Milne leaves a small garrison, while his ships sail along the coast to sink any Moroccan vessel they find and bombard every village.
At March, another fleet leaves Gibraltar. Lord Exmouth leads another raid against Algiers. This time, the defense is low and the British soldiers assault the town almost without casualties. Exmouth arrests the Bey and puts the town under the rule of a British agent.

Exmouth’s ships turn to Malta, where they meet a supply convoy. Then they set sails to the coast of the Balkans. On the way, they meet two small transport ships from the Ottomans and sink them. The British try to embark guns and equipment for the Serbs, but the Turks react quickly and occupy the coast. Exmouth leaves this sea and sails to the shores of Greece, to unload his guns there. Here, he finds only little resistance from some Turkish batteries, which he manages to silence quickly. After this mission, he returns to Gibraltar and then returns to Scapa Flow.
However, the British government does not have time to enjoy the news from these successful operations. The ambassador of the United States of America sends a protest note to the King and the parliament. He demands 10 million talers to compensate the death of the American sailors and the immediate retreat of the British from Morocco. More bad news comes from the East India Company, in fact a series of bad news. At India, bad harvests and bad administration lead to a big dearth among the Indians. The commander of the Indian army asks urgently for food and soldiers to prevent a riot. At Ceylon, there is already a riot. The rebels led by Kandyan noblemen capture Matale and Kandy and Governor Robert Brownrigg is forced into more and more brutal guerilla warfare.
The worst news, though, comes from the company itself. Mismanagement has created a big deficit. The only profitable trade is currently with tea from China. However, the imports of Chinese tea are so large, while there is almost no export, that a big amount of gold is transferred every year to the Chinese Empire. This deficit in the trade with China is getting more and more a problem to the British economy.

To accomplish the worries of the British government, more bad news reaches the River Thames in April. The Ottoman government confiscates all British ships and goods in Ottoman harbors. Furthermore, it closes the strait for ships from England and Austria.

Rest of the world:

There are riots all over southern Italy. The mob, pushed by nationalistic propaganda and furious about the presence of an Austrian army at northern Italy, occupies the city of Naples. The Habsburgian regent escapes and calls his relative at Vienna for help. Even the Pope is threatened by the nationalistic crowd. He hides himself in a castle at Rome and sends for help to the Kaiser of Austria.

At Spain, the monarch celebrates the victory of the Battle of Cancha Rayada. However, soon afterwards, news reaches Madrid that the rebels won the Battle of Maipú. Most of Chile is lost now. At Columbia, hard fighting goes on between royalists and rebels.
The King sells Florida to the Americans. With this money he hires more soldiers. He is determined to send them to Southern America to finally end the upraise of his subjects.

The Netherlands find a new base for their trade in the far east. The new harbor lays on an island called Singapore.

I am deeply concerned over this new French Revolution. It almost feels as if 1789 is repeating itself. With Austrian intervention the populace now rise in heavy numbers, numbers which could easily produce another worry, a worry like Napoleon. This could throw Europe into hell if it continues.

With the threat this once again produces, I wonder at several things.

If Prussian troops intervene and help, will we have to do so again, in several years? Will this form itself into a tradition, that Europe assembles a Allied army and fights a French revolution. King Louis, in three years time are more Prussian soldiers going to die, because you can't control your country?

How will you control your country, I ask. So I will not commit troops to help defend France, as I will not see Prussians die for no reason. I will only send troops of Austrian troops are troubled. If, herpa,s you control your country in a better style, I will be willing to send several Corps.

I would also like to propose a Defensive Alliance with the Kingdom of England.

The disaster of your first French adventure and the defeat against the Ottoman invasion shows that the Imperial Army is in a bad condition. People also blame you, that you sent the army into another French adventure, while Muslim hordes devastate the provinces at the border. Economy is not doing fine, the conflicts in France and on the Balkans limit trade. Furthermore cheap imports of England are as negative as the deficit of your budget. Patriots also blame you for not leading the German states. The number of newspapers in the Empire is exploding and propaganda articles against the government are very common. The population shows more and more interest in the daily policy. They all put the blame on Metternich, which they see as the black sheep of the country. Everyone wants you to fire this minister and to introduce democratic reforms. The Hungarian minorities are relatively quiet and so are the Poles. However, the secret police finds signs of nationalistic activities in your Italian provinces.

Prussia:
1) Political police reports: Your Rhine provinces are very uneasy. They are dominated by merchants and educated citizens. The trade with France broke down, trade with the German states is small for Prussia is still not member of their custom union and rebellious ideas are crossing the border from France. Most of your subjects dream liberal dreams and even support strange ideas like creating a German national state or even a free Polish state. In the eastern provinces, the old Prussian aristocrats dominate. They do not like any liberal ideas and benefit from the former Polish provinces. The Poles are getting more and more unquiet. At Schlesien the weavers are suffering from import from England and goods manufactured in the new factories. As everywhere else, new newspapers pop up and spread news all over the country. Most of the newspapers spread radical ideas.

France:
1) You managed to create at least some income. However, you have lost control of most provinces. How do you act with the republicans, the royalists and the foreign forces?

England:
1) House of Lords asks you to introduce taxes on food imports. The local farmers are not able to compete with the prices of imported food.
2) House of Commons complains, that wages and working conditions of the working class is getting worse. Many live in extreme poverty, children have to work hard. The deputies ask the government to pass laws to help the working class.
3) Trade is going down. Merchants blame you for looking for trouble with the Americans as well as with the Ottoman Empire. This only hinders their chances. They also wonder why you do not interfere at France, instead. The most important trade with France is completely down. Your industry is still doing fine, but if trade goes down, industry will follow.
4) If things do not change basically, your government will lose the support of the Houses of Parliaments. Then you will have to replace Liverpool!
5) The Americans are preparing for war.
6) Hannover: The citizens are only waiting for the end of the reign of the current King. Then the English crown will no longer rule over this territory. The people of Hannover already discuss if they want to join the German Bund or join Prussia or stay independent. Maybe you should use the time you sill rule the country to take influence on this issue.
7) The East India Company is a disaster. It needs money to survive. Furthermore it takes money, soldiers and food to control the English rule over India.

9) The Dutch found a base at Singapore. If they go on with their efforts, they may hinder the English trade with China.

May I remind them that while they pontificate about the affront of the attack, they did nothing to assist the Serbs in their struggle against the Turks. Even Austria seemed more interested in sending troops to France then defending their homeland. It is only Serbia and the British navy which have taken the fight to the Turks. Prussia asks about the alliance - I say we have showed our colours already and have taken the fight to the Turks. I would like to express my condolences to the family of those heroes who fought bravely and stopped the invasion of the Ottomans. Some say the Austrian army is weak. As a prime-minister of Austria and diplomat I have to reject such an idea. I have never doubted the skills of the Austrian soldiers who beared the burden against the tyrant Napoleon. What happened near Bratislava is a good proof that our soldiers are skilful warriors. These sole 2000 men repelled the attack of the Turks with unexpected enthusiasm and died for their Emperor and the Empire. They have won, the Turks retreated with great casualties. Yet it is a little comfort for us. For Bratislava was ruined, the enemy is still on our border. So, as a Chancellor of the Austrian Empire, I will send a letter to the Ottoman sultan. He will face a dilemma. He shall retreat and demobilise his army from the Danube and will stop harassing our people. Because I promise that if he continues, he will soon face not only 2 000 heroes, neither 20 000 but at least ten times more.

About the second issue that bothers the peoples of Austria. Why do we fight in France? It is true we do not fight for lands, we are also civilised people and will not enslave the French people, either. Contrary to these false rumours, our idea was to prevent another French revolution and another war of Napoleon. Austria decided to go in France and to fight a rebellion there before it grows. I remind you that Napoleon is still alive and there is always a chance, however small it is, to return. Austria could not risk. And we send men. We are not cowards. It`s quite simple. Every turn each player sends me his political, military or economic moves. I put all these into a giant, complex and hisophisticated 19th century simulation machine (it`s realyy from the 19th century- therefore numbers are sometimes a bit uncorrect!).

This machine calculates history for a year period, taking into account the personal deficits of each player`s characters. Then it plot the story and gives new opportuniteies for the next period.

The Austrians are really annoying me so I am thinking of a dramatic next move -
I intend to mull it over this weekend, but I wondered how the Sultan would view a secret treaty where i supplied him and used my navy to support an attack on Austria? With the Austrians distracted by the French situation it could be a good time. Moreover I intend to stir up national feelings in Poland, Hungary and Italy.

So - just a quick heads up on what I have in mind and I will firm up early next week.

Austria is shocked by the betrayal of Lord Liverpool and his blindness. His unexplainable anti-Austrian course will bring misfortune to Britain. Therefore, Austria will follow the passive example of Prussia and Russia will withdraw their armies from France. The Austrian soldiers have done their best in order to crush the rebellion and have captured Lyon, the heart of the rebellion. However, Austria must defend their homelands as a priority. And the Empire now feels threatened by the machinations of Lord Liverpool and is forced to abandon a successful campaign. We are sorry for this dramatic outcome and I sincerely hope that our friend the French King will manage to deal with the new situation. We will do our best to aid the moderate royalists on our leave leaving them to administer the appeased lands.

Actions speak louder than words. The Austrian army left their capital under Turkish threat to invade France under the guise of putting down a rebellion. You offered no help to the Serbs. I offered help to the Serbs and attacked the Turks with the only weapon possible - my fleet. You and your puppetmaster Metternich begged then threatened me for troops but mainly money to assist in your invasion of France. I offered a reasonable approach but then your puppetmaster Metternich produces an alleged letter from me to the Sultan....

Does Metternich read all confidential messages between nations???...

Apparently this supposed threat of the Turks and my forces proposed such a threat to Vienna that your forces had to rush back from France??? I assume my fleet was going to sail up the Danube while the Turks about turn on their borders and return to Vienna - something they could not do when faced with a small Austrian force in a fortress only last year.

Some cynics may say that your much vaunted army couldn't stand against an armed mob with pitchforks so they had to rush home with their skirts round their waist, but I am too much of a gentleman to suggest that.

I see my Prussian friends - you remember them, it was my and the Prussian armies that defeated Napoleon at Waterloo while you and Metternich danced another Viennese Waltz - have also seen through your aggressive designs on France and withdrawn their support from your invasion. To that I say bravo!! All of Europe has seen through your attempts to conquer France at our expense and with our troops.

Finally, I say this - who really rules in Vienna? - the blustering Kaiser or the devious puppetmaster Metternich. Perhaps your forces are best suited to defend from the enemy within.....or is it too late?????

So does this mean you did offer the Turks aid aganist us? I can not help if you did not help the French. If we did nothing---- then we would have another Napoleon on our hands, and you would blame us for it. Our Army did well in this campagain, do not try calling our men cowards. Besides, unlike us, we do not send our land army to attack a weaker nation like Moracco and try to renew a war with the US, which it seems you can't even beat the US army (which is why you didn't assault my Empire in the first place, were your troops scared?) Weren't they your colonies at one time? Seems like Great Britian can't even control it's own colonies, yet they give their own opinion on other nations.

With the Turks, that is the thing. That the right thing to do, to defend your captial, so we were rushing back to defend it. Something GB does not understand since they do not need to be worried by this.



Yes, British and Prussian forces won at Waterloo, however, who was it that help take Paris and make Napoleon go into exile the first time around? The Austrians. I didn't see a huge English army marching into Paris then when it was taken (Unless I am mistaken KK, I been reading alot about the era :yes:).



In the end, I am still Emperor, and he is Chacanlleor. No one is a puppet/puppetmaster.

I do not think you wnat the second option. So I ask that both sides calm down and forget the issues, we have larger porlbems at hand then past bickering and accusing at what side did what in Napoleon's infamous days. If war does break out and both choose to ignore me, then Prussia will support the side, defintly, which appears to be truthfully right provided by the evidence, and we will side with either to end such a possible war.

Britian has no desire for a war with Austria - our fleet has been in action within the last year helping to defend against an attack upon them by the Turks so why attack the people we have been defending? Our army is small as our strength is in our fleet - there would be no purpose in a war with Austria.
However we are concerned with the nature of their French expedition which has the hallmarks of an invasion not assistance - especially when they remove troops from the defence of their capital to march halfway across Europe to invade another country when the Turks are advancing on Vienna. To add insult to injury they then approach Britian to pay for this invasion. We were in the middle of negociations about this when the puppetmaster Metternich waves his note and the Austrian army about turns and marchs back to Vienna to face the Turks - who have already withdrawn - and some fictious threat from myself. How am I to march on Vienna? sail up the Danube???

Then, once again, Russian soldiers will have to give their blood for order and peace.

After the Napoleonic wars, Metternich tried to construct a stable system of solitary among the victorious nations. He scarified the dreams of a new German nations and liberty to restore the old order. Now he must see his project failing.
The events of the last months showed, that Austria is surrounded by hostiles neighbors. Only the tiny Savoy supported her efforts to save order at France. None of her friends assisted her in the defense of the Ottoman invasion. And lately we had to find out that the English, which we had accounted friends, were secretly trying to harm us. The whole diplomatic affair was handled by the government in a way that damaged our reputation. Neither Prussia nor Russia gave a sign to repel the English aggressions.
So now the Danube Monarchy is surrounded by enemies and her only bearer is the Imperial Army. But what do we see if we look at the army that defeated the dreaded French Emperor just a couple of years ago? We see a tattered army that passed two unsuccessful campaigns against French peasants and collected a defeat against the third-class Turks.
Fellow countrymen, we have to face the facts: Metternich’s policy led the country into a dead-end street. We need a drastic change to get out of trouble again and we need it now!


TIMES: LIVERPOOL RUNS AMOK!
For a while the English people is looking at its government and again and again it keeps on asking: does Liverpool have a plan that we just cannot see? He does not!
In the few years since the Wellington’s great victory the United Kingdom of Great Britain and Ireland lost the achievements of this victory because it did nothing to fight the new fire source at France. What it just laggardness that hindered Liverpool to support Austria drenching the fire? No, he was just busy setting blazes everywhere else. The Royal Navy raided several harbors at the coasts of Africa, it attacked US ships, it supported riots against the Ottomans and, the last and most perverse step, suggested the sultan a joined military invasion against Austria – our ally in the wars against Napoleon. This last intrigue failed shamefully and now England is isolated amongst the European nations.
The sad truth is that King George has a minister, which is even more insane than he is himself. When will the parliaments put an end to this unpleasant tragedy? When will they force the King to replace Liverpool? When will we get a government that is worth to lead one of the most civilized countries in the world?

The Tsar speaks in St. Petersburg.

At Vienna the nations of Europe pledged to work together to insure that Europe would never again splip into chaos. Clearly, we have failed at this goal. Russia has done all she could to insure the sucess of this mission. She has negioated a peace between the Ottoman and Austrian Empire and has opposed the dangerous forces of mob rule griping many parts of Europe. The only other nation to adhere to the pact was Austria. Austria did her duty in France but failed. Why did she fail? Austria failed for one reason, and that is the sad apathy that gripped the great powers. Russia tried to assist her but the distance between the motherland and France made it too impractiable to send our mighty armies. While most nations can attribute their failure to the sin of laziness, there is one who has doen everything they could to spread the seeds of Chaos. Lord Liverpool and England has toppled nations and intruded on the balance of power that we all fought so hard to perserve. We as nations must turn our back on such a trechorous nation and resolve ourselves to finish the work that was started after Nepolean was shattered on the steepes of Russia.

Unfortunately some nations - particuarly Austria - took a different view and tried to squeeze every last penny out of the French treasury. As a consequence rebellion brewed and broke out. Then Austria - the principle archetect of the chaos which allowed rebellion to fester - marched back in to the beleagued land to conquer large tracts of France under the guise of putting down rebellion. It did this while its very own capital was under threat for the forces of the Sultan. The Turks were turned back - by the efforts of a small Austrian garrison, the Serbs and the British Royal Navy. It would have been easier if the "mighty armies of Russia" had lent their military force to that of ours, but despite having a common border, the Tsar choose to stand on the sidelines and let other nations fight his battles.
Now - with France in turmoil, Austria decides to pull its troops out of France to face a non existent threat from the Turks - where is the sense in that? As France needs the help of the great nations of Europe England will not turn their back on them, unlike Austria. Even now my forces are mobilising to intervene in Western France to work with the forces of the French king to restore order to this land. But my forces will not rape the land, look for spoils and seek huge levels of payment for doing their duty. Once the job is done - and the sooner the better - we will return to England and hand over France to the French.
I urge the Tsar to match his words with actions - send troops or money to help put down this rebellion - your failure to do so will expose that your true cause is to let Europe plunge into chaos while you sit on the sidelines waiting to pick up the pieces.

I am startled to see that Lord Liverpool accuses Austria of the exact same crime it is committing now. If you want to restore order, then why wait for Austria's failure? Why not commit at the very beginning. Lord Liverpool has always wanted one goal, and that is confusion and chaos in Europe. Chaos so Britain can take away the lands of innocents as she has done in Morraco. The fact is that England wanted Austria to fail, fanned the dangerous flames of revolution in Serbia and has violated the sovereignty of countless countries. I ask who is more of a danger to Europe?



We would also want to note that our army is tied up policing against the revoloutionary danger in Poland and is also in the process of being down sized. Also the distance between France and Russia is to great for Russia to make any practicable effects in the aid to France.

Chapter 5 – June 1819 to May 1820

On July 3rd, Prussia passes stringent laws against freedom of press. Police closes several publishing houses.

July 8th; under the pressure of the mob the Pope gives a new constitution. Actually he lays the political power into the hands of Roman patrician. The concessions of the Pope raise the pressure on the other Italian rulers. Within a month, Parma, Modena, Lucca and Tuscany have to give in and hand the power over to the people.

July 24th, King Frederick William III, addresses an audience:
'Dear citzens of Eastern Prussia,
With the growing ideals of independance, we urge many to turn away from it. It is damaging and foolish idea to consider. This region has seen growth and prosperity Poland never gave you. We treat you like full citizens, and you make a true living. While you are allowed freedom of speech, we will harshly punish any of those who speak of independance from Prussia. We promise you no help will come from Poland itself, and we will fight savagely to uphold the peace here, and the absolute prosperity.

Any citizen who breaks such peace will be arrested and brought to trial in Berlin. Any uprising shall be dealt with coldly and mercilessly. We do not warn, but plead you turn away from such talk.'
In the aftermath of this speech, forces of the Home Office arrests hundreds of Polish nationalists. They are taken to court at Berlin.

July 26th; Kaiser Franz I dismisses the Austrian minister of finance. Controls had shown that he had embezzled millions of talers. Metternich announces new taxes to finance the war in France. He also introduces new tariffs on cloths and industrial produced goods.

July 27th, Polish police forces start an operation against bandits at Warsaw. Several hundreds of nationalist are arrested and newspapers are closed.

July 30th, Ferdinand I, King of the two Sicilies accepts a liberal constitution to end a putsch. This step ends the rebellion at Naples, but the riots at Palermo go on, as the habitants of the island want to leave the personal union with Naples.

On July, the Austrian expedition forces stop their advance against La Rochelle. Feldmarschall Schwartzenberg calls this corps back to Lyon. The other corps advances slowly along the River Rhone.

August 1st: Metternich announces a peace treaty with the Ottoman Empire. Although people in the eastern provinces are relieved, it is obvious that the Imperial Army had not been able to defend the country against a third rank Turkish army. Metternich visits the eastern provinces. He bows at the graves of the killed defenders of Bratislava and promises support to overcome the damages of the war.
August 1st, Liverpool sets up a Parliamentary Commission to look into life of the working class with a mandate to bring legislation back to Parliament within the year. In particular the commission will look at regulation of children working.
On August 2nd Hep-Hep riots start at the Bavarian town of Würzburg. Papers spread the news all over the country and the riots soon encroach on many big German towns, as well as Amsterdam, Copenhagen, Helsinki, Krakow, Prague, Graz and Vienna. These eruptions of communal violence aim for Jewish citizens. Many Jews were killed and much Jewish property was destroyed. Cause of the riots at Würzburg is the rumor, that a Jewish banker had bought former property of the church. Some Christians were furious about this desecration and blamed the Jews for the downfall of the church. Some commentators point at the fact, that the downfall of the medieval barriers and the new liberal rights for Jews gave them the opportunity for advancement and put them in competition with Christian businessmen. The riots may be caused by grudge and the wish, to get rid of rivals.
The crowd threatens insults and mishandles Jews and attacks synagogues, stores and apartments. There are an unknown number of Jewish and gentile victims. Authorities hesitate and it takes several days until police and armed forces put an end to these riots.

August 5th, the French King Louis XVIII addresses a speech to his followers:
“I thank ye for your loyalty to your rightful King. We shall make France glorious again! I know you might have some hard feelings towards Austria; they are only trying to assist us in our time of need. An agreement with Britain has been reached; the British will assist us along with the Austrians. Once the rebellion is over, the French people shall retain their administrative leadership rolls in our glorious nation.”

August: The Turks begin to build a telegraph line on the Balkans.

August 7th, Paris: the situation at the French capitol becomes high-explosive. The town is still under control of revolters, but there are also several thousand royalists approaching from north and west. It seems as if another bloodbath is inevitable.

August, 9th: Austrian troops under the command of the liberation wars veteran General Heinrich v. Bellegrade march from Milano southwards. The avantgarde of 4,000 men rushes through Toscany and reaches Rome on August 4th. These soldiers may be the toughest soldiers of the Austrian Empire, the most heinous ones they are certainly. They occupy the bridges of the river Tiber and control the town. This support makes the Holy Father withdraw his concessions. Austrian soldiers and catholic priests patrol through the town, arresting and mistreating republicans.

August 12th, the Russian government decides to reduce the strength of the Russian Army.

August 13th, the French King Louis arbitrates between the royalists and the republicans. He manages to prevent fighting, at least for the moment.
August 13th: The news from Rome outrages the Italians. Volunteers form militias to support the citizens of Rome against the treachery pope. 10,000 regular soldiers and 20,000 militia march from Naples to Rome. On the march, the call for an Italian republic is getting stronger.

August 14th, Austria enlists new recruits.

August 15th, the Royal Prussian Mining Company signs a treaty with the Ottoman Empire.

On August 16th a crowd of 60,000 to 80,000 gathers at a meeting to demand the reform of parliamentary representation, on St. Peter’s Field, Manchester. Chronic economic depression, particularly among textile weavers and spinners coupled with the lack of suffrage in northern England, had enhanced the appeal of political radicalism. Shortly after the meeting began, local magistrates called on the military authorities to arrest Henry Hunt, a leader of the Manchester Patriotic Union, and several others on the hustings with him, and to disperse the crowd. Cavalry charged into the crowd with sabres drawn, and in the ensuing confusion, 15 people were killed and 400–700 were injured.

One of the casualties, Oldham cloth-worker and ex-soldier John Lees, who died from his wounds on 7 September, had been present at the Battle of Waterloo. Shortly before his death he says to a friend that he had never been in such danger as at Peterloo: "At Waterloo there was man to man but there it was downright murder.” When news of the massacre begins to spread, the population of Manchester and surrounding districts are horrified and outraged. This is the first public meeting at which journalists from a number of important, distant newspapers are present and, within a day or so of the event, accounts are published as far away as London, Leeds and Liverpool. The London and national papers shares the horror felt in the Manchester region, and the feeling of indignation throughout the country becomes intense. The name "Peterloo" is coined immediately by the radical Manchester Observer, combining the name of the meeting place, St Peter's Field, with the Battle of Waterloo fought four years earlier.

August 20th, during the negotiations at Paris King Louis promises to introduce a constitutional monarchy. In return, the rebels agree to end the riot. However, there are different views of what a constitutional monarchy is. While royalists think of a constitution, given by the King, which gives only little power to the people, republicans think of a constitution given by the people that leaves only little power in the hands of the monarch. Future will tell how the King deals with this differences in view.

August 28th, General Bellegard reaches Rome with the rest of his corps. The Austrians have now 16,000 soldiers to protect the Vatican.
September 1st, the King of Prussia warns all agitators. Authorities will not tolerate fomentation any longer.

On September, the Austrian forces capture Avignon. Schwartzenberg stops here to prepare his corps for the final assault of the center of the rebellion, Marseille. At Avignon, there are about 40,000 Austrian soldiers plus several thousand French royalists. The second Austrian corps with about 48,000 gathers around Lyon. During September, 8,000 soldiers from Bavaria and Württemberg arrive to replace the Austrian garrison as well as additional 8,000 from Savoy. The Austrian corps leaves and marches to Savoy. Before it goes, the captured leaders of the rebellion are executed according the wish of the French king. However, the Austrian commander waits in vain for the reinforcement promised by the French King.
Around Marseille, about 300,000 rebels prepare to defend the town and the republic against the Imperial army. However, many peasants leave the army and return to their fields for the harvest.

September 14th, Prussia announces the introduction of a new election system. All those paying taxes shall be allowed to have an equal vote for the next parliament. Conservative politicians criticize this as unjust, as the voting system does not reflect the earnings of the gentry. Liberals complain, that the reform does not go far enough, as the King does not give any rights to the parliament.

September 19th, the Czar introduces high tariffs on cloths and industrial products.

October 21st, the republican forces from Naples reach Rome. The Pope and his Austrian defenders withdraw into the Vatican and the Castle Sant’Angelo. The Italians proclaim the ‘Republic of Rome’. The Italians are about 18,000 regulars and 30,000 volunteers, the Austrian General commands 16,000 Austrian soldiers and about 4,000 soldiers of the Swiss Guard. Both sides prepare for the battle.
November 11th, the Silesian weavers attack branch offices of their central agents. Berlin sends soldiers to restore order.

November 16th, a new Austrian army is build up at Italy under the command of General Warman. Its strength reaches 46,000 men, many veterans from the French campaign but also new recruits. Warman would like to support Bellegard at Rome, but he needs time to organize his army. Half of his men are untrained, supply and equipment is coming slowly from Austria. Furthermore, the attitude of the local habitants is becoming more and more hostile.
During December, the Russian army transfers several divisions from the Caucasus and the Black Sea district to the border of Poland.

December 14th, English sailors report of growing piracy in the Street of Malacca.

December 16th, General Warman divides his army into two. He personally leads 20,000 proven men south to relief Bellegard. The rest stays in Northern Italy to secure these provinces. The soldiers fortify the cities of Venice and Milan.

December 18th, Wellington is appointed new supreme of the East India Company.

December, Bellegard has still no contact with the Austrian forces in Northern Italy. As he sees the numbers of enemies growing day by day, he decides to sally and to bring about a decision. During night his troops leave the town unseen and take a stand at the Sabini Mountains north east of Rome. In the morning hours, the republicans start prosecution. Their columns approach the Sabini Mountains from the Roman Campagna. At noon the republican forces are ready for combat.
At one o’clock in the afternoon of December 24th, the Italians start assaulting the Austrian lines. However, the advance is stopped by strong fire from the Austrian batteries. The Italians retreat and try to silence the Austrian guns with their own artillery. During this duel of guns a division of grenadiers from Naples bypasses the Austrian position and attacks the left wing of Bellegard’s army and inflicts high casualties. The Italian general sends his cavalry to exploit the situation. The Austrian infantry flees and Bellegard has to send his reserves as well as his cavalry division. The Austrian hussars, uhlans and dragons bounce against the Italian cavalry. Badly outnumbered, the Italian cavaliers turn to flight and now the passage is free for the Austrian troopers to attack the flank of the Italian infantry. The Italians abort and return to their starting positions. The Austrian cavalry chases them until they are in range of the Austrian guns. Until dusk, both sides start minor assaults, but no side risks a major offense. In the evening, the Italian commander learns about the approach of the Austrian relief army and decides to break up the battle. In the morning, the Italian camp is empty; the republican army leaves the Roman Campagna and marches towards Naples. On December 25th, the Pope, accompanied by the Austrian forces, enters Rome again. The ‘Roman Republic’ is over. During the Battle of the “Sabini Mountains” the Austrian lost 7,000 men, while the republicans left about 12,000 on the battle ground.

December 31st, the news of the republican defeat creates unrest in Northern Italy. There are anti-Austrian demonstrations at Torino, Milan, Savoy, Nice and Venice, suppressed forcibly by Austrian and Sardinian soldiers.

January 1st, parts of the Spanish expedition forces bound for South America mutiny at Cadiz.

January: Schwartzenberg keeps his corps waiting at Avignon. Only a cavalry division raids between Avignon and Montpellier to cut off the supply of the rebels and their connection to La Rochelle, although the Kaiser at Vienna as well as the French rebels are getting impatient.

January 29th, King George III dies. His successor is the former Prince Regent, the Prince of Wales – or Prince of Whales as the press calls him – now King George IV. Whigs call upon the new King George to form a new government without Liverpool.

January 31st, Warman and his army reach Rome.

February 1st, the election campaign for the new Prussian parliament begins. In this frame, police arrests most of the leaders of the liberal and nationalistic parties. Censorship is used intensively to oppress critics against the crown.

February 3rd, the US government declares war against England. Immediately, militias are drafted and fortifications are built around Washington.

February 16th, Prussia conscripts 10,000 new soldiers to increase her military presence at the western provinces. This immediately causes a series of anti-Prussian demonstrations at Cologne and other cities at the Rhine area. Police tries to control the situation by arresting and bashing the leaders. Most of them, however, cross the border to France and continue their work against the Prussian government from there.

February, 19th to 21st, the Austrian forces at Southern France execute several offensive operations. They capture Nimes and Cannes and lay siege on Montpellier and Nice.

February 20th, King George IV declares a plebiscite for all owners of property at Hannover to vote on their future: there are four options, becoming completely independent, joining the German Bund, joining Prussia or remaining under British rule.

February 23rd, police agents discover a murder conspiracy of a group of Spencean Philanthropists against Lord Liverpool and his cabinet. Eleven men are charged for the plot. During the trial it becomes evident that the conspiracy was motivated by a government spy. In the House of Commons, Whig member Matthew Wood accuses the government of purposeful entrapment of the conspirators to smear the campaign for parliamentary reform. Tories introduce bills to cut down liberal rights.

February 24th, a British naval squadron attacks La Rochelle. Three vessels penetrate the harbour and start to fire at the docks. Coastal batteries placed at the entrance of the harbour answer the fire and hit the ships several times. The English commander breaks the attack off.
During night, the British return. This time they try to enter the harbour with three frigates and two ships of the line. Their main targets are the batteries. However, the French rebels have reinforced the batteries and the British also receive balls from a hill outside the town, which is later called by the English ‘Little Gibraltar’. In the meantime, about 2,000 English soldiers land north of La Rochelle and try to penetrate the town, covered by the chaos caused by the naval attack. However, once again the English ships have to retreat and the English soldiers are thrown out of the town. The French chase them northward, trying to crush the English expedition force completely. However, about 5 miles north of La Rochelle, the English infantry makes a stand and stops the attack if the French rebels. Now the French have to retreat, this time under the fire of the British squadron. This turns into a chaotic flight and the French suffer high casualties.
During the next week, the British land more forces and finally 15,000 soldiers lay siege around La Rochelle. Additionally, the Royal Navy blocks the harbour.

March 1st, Nice is captured by Schwartzenberg’s forces. Two days later, Montpellier falls into the hands of the Austrians.

March 9th, Irish patriots declare the Act of Union from 1801 null and void, as the English crown does still discriminate against Catholics. At March 9th, they proclaim the independent Republic of Ireland and call a countrywide strike. Irish demonstrates block the entrances of the barracks of the Royal Army. As half of the English Army is occupied on the continent, the English can do little do limit the riot.

March, 10th: The mutiny of Spanish forces at Cadiz in January turns into a countrywide revolt. Insurgents under the command of Lieutenant Colonel Rafael del Riego y Núñez force King Ferdinand VII to give in. On March 10th, the King publishes the Manifiesto del rey a la Nación española. He reinstalls constitution, summons the Cortes and forms a liberal government. The Spanish conservatives are aghast and form a government at Urgel. They blame that the actions of the King are enforced and void, as the King is prisoner of the rebels. They ask the Grand Nations to intervene and to restore the legal rule of King Ferdinand.

March 12th: The riots cross the borders to Portugal. Here, the military protests against the presence and influence of the English army. They demand, that the English leave the country and that the King returns from Brazil.

March 14th: the revolutionary events at France, Spain, Italy and England encroach on Poland. Cadets of military schools start the rebellion and soon most of the Polish military joins in. The Russian governor hesitates, because he does not want to foster violence. Yet, the rebellion is rapidly growing and soon the rebels control the whole country. Prussia and Austria immediately close the border to the rebellious kingdom. The Russian governor decides to withdraw and the few Russian divisions leave the country without fight. The rebels celebrate this victory. They declare that King Alexander is disposed and proclaim the free Kingdom of Poland. On the Russian side of the border, however, the Russian army with 80,000 soldiers is alert.

March 22nd to 30th, Schwartzenberg is finally starting the attack against the centre of the French rebellion. His infantry is slowly pushing the rebels to the gates of the seaport, while his cavalry returns to Avignon, opening the passage for the French rebels. Moral of the rebels is disastrous. Many defenders change sides and swear loyalty to the king, but most simply leave the town and go eastwards. On March 26th, the Austrian artillery starts to bombard the city walls. The leaders of the rebellion see that their case is lost. They embark to emigrate to Spain and later to America. March 28th, the Schwartzenberg marches into the town, the rebellion at Southern France is over. The auxiliary troops of royalist begin to arrest republicans, but Schwartzenberg’s intervention prevents a massacre.

End of March, the war on the island of Sri Lanka comes to an end. Outmost brutality of the British occupation force suppresses the riot. The English burn down every village that might support rebels and so they depopulate wide areas. Rebels as well as their families are executed.

April: Economic downturn after the wars ended brings increasing unrest at Scotland, too. Artisan workers, particularly weavers in Scotland, seek action to reform an uncaring government, gentry fearing revolutionary horrors recruits militia and the government deploys an apparatus of spies, informers and agents provocateurs to stamp out the trouble.
The so called Scottish Insurrection is a week of strikes and unrest, a culmination of Radical demands for reform in the United Kingdom of Great Britain and Ireland which had become prominent in the early years of the French Revolution, but had then been repressed during the long Napoleonic Wars.
A Committee of Organisation for Forming a Provisional Government puts placards around the streets of Glasgow late on Saturday 1 April, calling for an immediate national strike. On Monday 3 April work stops in a wide area of central Scotland and in a swirl of disorderly events a small group marches towards the Carron Company ironworks to seize weapons, but they are attacked by Hussars. Militia taking prisoners to Greenock jail are attacked by local people and the prisoners released. James Wilson of Strathaven is singled out as a leader of the march there, and at Glasgow is executed by hanging, then decapitated. Of those seized by the army, John Baird and Andrew Hardie are similarly executed at Stirling after making short defiant speeches. Twenty other Radicals are sentenced to penal transportation. It becomes evident that government agents had actively fomented the unrest to bring radicals into the open.

April 3rd: Austria becomes member of the German Bund. The Austrian Kaiser is appointed as chairman. He makes the proposal to discuss the constitution of the Bund at a conference next year at Vienna. He also invites Prussia to participate.

May 1st, the English siege forces begin to bombard harbor and town of La Rochelle. Supported by strong artillery fire, royalist militia and Scottish infantry assault “Little Gibraltar”. However, it takes more bombardment and seven assaults to take the hill. Now the English place their cannons on top of the hill. Now shrapnel reaches every inch of the town. Soon the town is filled with cadavers and burning. The navy joins in and sets light to the harbor facilities.

During May, the election English campaign becomes more and more violent. Police provokes demonstrates, arrests politicians and prohibits press.

May 12th: Elections at Prussia! Bourgeoisie dominates the new parliament; the old aristocrats have only about 30%. Small farmers and workers have no representatives.

May 26th, election day at England. The election is shadowed by incidents, when policemen try to stop political demonstrations. At the end of the day, the radical Whigs increase their numbers of seats dramatically. In the House of Commons, the Tories have only the minority, now. The Tories distance themselves from the government of the King, as it leads the country into international isolation and internal chaos. Lord Liverpool cannot count on the support of the Houses of Parliament any longer.

Argeed. Great Britian will always be a ally of the Empire Of Austria. The English lived up to their word, and I also think that La Roshelle will fall and hopefuly the rebellion will end soon.




I am also angered by the uprising of the Italians and sadded by the needless deaths of both Austrian Troops/Swiss Guards and Italians. I do not see the reason why more Italian ciztiens should uprise and try to kill people who are trying to put down a already un-ruly mob and trying to help them.

Austria proudly accepts the post of chairman of the Confederation. It also suggests a special statute of the territories of the Austrian Empire that are not included into the Confederation (part of Northern Italy (Trieste is included in the Confederation) and Hungary).

On the Hanoverian issue: there is large possibility that the elections in Hanover to transform into another nest of rebellions in the heart of the German Confederation. This can not be allowed. Thus, having much experience in the fights against the recent revolutions Austria thinks a clear sign to those who want to foment rebellion shall be given. The poll shall only be used to measure the mood of the masses. But it shall not be legally binding. The power of the ruler is given by God and it shall not be determined by the whims of the crowds. For a ruler is also given wisdom and he will rule in the interests of his people. Anything else could lead to the chaos that we have witnessed during the French revolutions.

Second, a commission from the States of the Confederation shall be sent in Hanover. In case the King of Hanover decides to resign for any reason, the commission shall form Regency that will prepare the election (by the Commission) of new King of Hanover. The new King shall not be member of neither the Habsburg, nor the Hohenzollern Houses. In case the King of Great Britain decides to continue his reign as King of Hanover then the commission will act only as representative of the Confederation in Hanover.

Chapter 6 – June 1820 to May 1821

At France, things begin to calm down. During June, the British expedition forces break the last resistance of the Republicans. The soldiers of King George pillage the town for five days and then set fire. The inner city and the port both burn down to the ground. The surviving French citizens run away to escape this terror. After four weeks of fear, a division of the French Royal Army arrives and restores order while the English embark and leave the country.
At southern France, royal troops take garrison along the coast of the Mediterranean Sea and the Pyrenees. Schwartzenberg gathers his troops and, at July, the Austrians begin to leave the country. Only a detachment of about 5,000 soldiers marches towards La Rochelle. When it hears the message of the English victory, it turns around and marches eastwards, too.
At August the Austrian troops stop at Lyon to prepare themselves for crossing the Alps. At September, they decamp and finally leave the liberated French Kingdom. However, Fürst Schwartzenberg, the victorious commander of the Austrian expeditions, dies after two weeks of fever. His soldiers carry his dead body on their way back home.

The French King hurries to build up an administration. He increases his army to a total strength of 32,000 men. He introduces a new constitution, giving fundamental rights like free speech and free press and also giving the rights to pass laws and budgets to the parliament. The King still controls the government, the administration and the army.

During winter, life goes his usual way and the elections for the parliament are executed in a smooth way. The royalists win more than 70 percent of the seats. They support the policy of the King.

While it seems as if France passed the worst, other countries get into the focus of the rebellions.

At Spain, the King is controlled by a democratic government and has only representative functions. The exile government formed by Spanish royalists can only act at southern France. It appeals to the European sovereigns to help and reinstall the natural rights of the Spanish monarch.

At Portugal, the King returns from his exile from Brazil. He is now leading a country with a constitutional monarchy. The first law of the Portuguese government is to throw out all English soldiers and politicians.

At Italy, military operations against the rebels proceed. Austria reinforces her troops in Northern Italy. Savoy sends a division of 15,000 soldiers to support the Imperial Army. The Austrian military governor sets up a network of political spies and police in the occupied – err freed – provinces, suppressing press and arresting all opponents. Savoy is integrated in this security concept as well as Tuscany, Rome and the other Italian provinces.

In September, General Warman decamps from Rome and advances south, heading for the rebels of Naples. On the way, he is attacked by small groups of Italians. Although the area is ideal for ambushing, the superior number of the Austrian forces prevents the intentions of the defenders. End of October, Warman assaults Naples, while the rebels are escape to the south of the peninsula. Warman chases them further. Austrian ships cut off the connection of the rebels to Sicily. The situation of the Italian republicans is getting hopeless and their army dissolves. Most of the men just disappear in the mountains. The Austrians do not bother chasing them. Warman gathers the forces and builds up supply to prepare the crossing to Sicily. The French King orders his navy to support the Austrian operation with 10 frigates. However, the maneuver turns into a disaster and shows the weakness of the French naval forces. Only six ships are able to leave the port and three of them sink on the way to Naples without hostile actions.

In January, before the Austrians finish their preparations for the amphibious operation, the rebels of Sicily send an agent to Naples and submit to the King of the Two Sicilies. This is the end of the rebellion at Italy and Vienna controls the peninsula from the Alps to the shores of Sicily, now. The Austrian military government introduces taxes and tariffs on imported goods in all Italian provinces. Bellgrade and Warman receive the Order of The Iron Crown.

Although England could end the French campaign with a victory, there are still more than enough fronts to fight. Police and military forces suppress manage to suppress new riots in England, Scotland and Wales. However, the riots at Ireland spread and the so-called Army of the Irish Republic now controls almost all of Ireland. The absence of the fleet and the insufficient number of troops force the British commander to concentrate his troops at Dublin and Ulster.

The British reaction is also hindered by a blockade of the Liberals and many Consercatives in the Houses of Parliaments. Lord Liverpool asks members of both parties to support a government of National Unity under his leadership. He offers the Liberals to join the cabinet and promises fundamental democratic reforms. The Torries accept this offer, but the Whiggs do not. Now the King interferes and threats to introduce martial laws, if there is no agreement regarding the cabinet. Under this pressure, the Whiggs give in.

After the end of the military engagement on the continent, the naval and land forces return to England to be refilled and reequipped. Then, the most of the people and the parliaments expect, that Liverpool will send them to Ireland to end the rebellion on the island.Obviously, Liverpool has other plans. He announces a military and trade agreement with the Netherlands and sends the majority to the army to Hannover, 12,000 men, where they perform military training along the border to the Netherlands. King George also orders to build new militia units at Hannover. In total, he has about 20,000 at service there, now.

6,000 of King George’s soldiers are sent to Ireland to defend the claims of the King. Though this is not enough to beat the rebels, the English are no longer loosing ground. War at Ireland is at the balance and both sides avoid the risk of a major battle.

Worrying news had been coming from the other side of the Atlantic, too. The governor of British North America sends a report to the King, asking for help, as the Americans obviously prepare the invasion of the British colonies. The American have already gathered around 35,000 soldiers and are still recruiting more militias. The British can only field some 5,000 men. The US navy controls the seas and American raiders interrupt the trade routes to the British Islands abd the Carribeans.

Liverpool orders the fleet to cross the Atlantic to break the dominance of the American navy and to support the land operations. He also orders to stop American cotton imports. As soon as the ships arrive, the Americans retreat into the harbors. The British block the US ports and begin to chase US merchant ships. However, US raiders still break through the blockade and continue raiding British transports.
During spring, the American army begins to invade Canada.

The English economy is declining. Important market brake away. The Ottoman Empire does still not allow any trade with the English and blocks the access to the Black Sea, Italy, the German Federation and Russia put high tarrifs on English goods. Egypt does not allow any English goods at all. Now the lack of cotton, that cannot be compensated by the expensive and rare cotton from Egypt cannot compensate this. At January, many factories at Northern England have to stop their production. Unemployed workers organize a march south to London, which quickly grows to 20,000. Police hesitates to attack. At May, the columns are blocked by 4,000 policemen and about 2,000 soldiers. The workers camp and begin to block the roads to London. In this crisis, the Whiggs minister leave the cabinet.

At Poland, the rebels found a new parliament and give themselves a new constitution. However, the peasants do not profit from the reforms and therefore do not support the national government. On the other side of the border, Czar Alexander concentrates a force of 80,000 soldiers. The Polish government builds up defenses and to recruit troops. There is no support from any neighbor. Prussia closes the borders and increases the military forces at the frontiers.

In August, the Russians finish the build up and begin to invade Poland. At the Battle east of Warzaw 25,000 Poles fight bravely and desperately against the Russians. However, after a long and intense artillery bombardment, Russian infantry assaults the lines of the defenders. Polish cavalry tries to intercept the columns, but the gun fire of the Russian riflemen drives them away. The Russians penetrate the Polish defense and inflict high casualties in close combat. The Poles begin to retreat, when Russian cavalry appears in their back and the retreat turns into a wild flight. In the end, 8,000 Poles are dead on the battle ground and 12,000 arrested by the forces of the Czar. This defeat ends the Polish rebellion.

A new source of trouble is the Balkan, once again. Greece nationalists start an uprise against the Ottoman government. Coordinated riots start at three different places. At Romania, several hundred rebels try to size power. However, the population does not support this uprise and the rebels are quickly overwhelmed by the Turks. The second riot is at Istanbul, where rebels seize police stations and weapon depots. It takes the Turkish military several days to break the resistance of these rebels.The captured are executed as well as the leader of the Orthodox Christians, who is accused for supporting the riot. The third and most successful riot is at the Peloponnese, where the rebels get control of several harbors and mountain passes. Due to the lack of sea transports, it takes weeks until Turkish reinforcements reach the area and then they find themselves blocked at the narraw mountain gates. The rebels soon gain control of most of the peninsula. Although they have to retreat from the Turkish army, they can slow down their advance and bother them with guerilla warfare. Inautumn, the situation is critical for the Greece. However, the commander of the Turks stops, as he sees, that it will be impossible to supply the army during winter. So the rebels gain control again of the south, although they are not able to attack the superior Turkish forces at northern and have to expect another Turkish invasion next sommer.

In fact, the Sultan increases the number of soldiers at northern Greece during winter. At May, the Turkish fleet leaves port to support the operations on the mainland.
On the Greece islands, there are also some riots, especially at Crete. However, the rebels cannot defeat the Turkish garrisons and retreat into the mountains. Then both sides avoid further operation, obviously waiting for a decisisive action on the mainland.

The rebels appeal to the Christian monarchs of Europe for help, while the Sultan warns all foreign countries to interfere.

News from the Ottoman Empire reports that there are big efforts to exploit new mines. The transport system is improved, too. The Turkish government expels all French merchants.

At Vienna the German countries meet to decide a new constitution for the Federation. Prussia is there, too, agreeing to enter the alliance. The Kaiser of Austria is nominated as chairman of the Federation. In the Charta of Vienna, the German countries agree on a pact of military support as well as a trade agreement and measures against uprises. They also discuss the future of Hannover, which is under not part of the United Kingdom, but also reigned by the English King. The Federation does not agree that there shall be a poll amoung the population of Hannover about the future of the country. They declare that hat any plan about the future of Hannover is null abd void if it is not agreed by the Federation.The Federation also decides to send observes to Hannover. However, the English governor of Hannover refuses to let them in.

The top event of the meeting is the return of the Austrian expedition forces from Marseille. There is a military parade to celebrate the victory over the French rebellion and the Kaiser himself honors the dead general of the victorious army with the Order of Maria Theresia. The population of Vienna cheers at the veterans and the Emperor.

When the representatives of the German countries return home, the Kaiser begins his official visit of Hungary. He inspects the troops and honors most merit leaders. The Kaiser gives Radezksy the Austrian Imperial Leopold Order.

He also announces the formation of a new National Guard, with an Austrian corps and a Hungarian corps, each 5,000 men. Minister Metternich founds a new military academy for infantry and cavalry at Vienna.

Prussia signs a trade agreement with the Dutch. At Berlin, stocks for a new Far East Trading Company are sold. About 10 million talers are invested in the first couple of months; another 20 millions shall be sold later. More money goes into the joined project with the Ottoman Empire. After all this, capital for further investments is getting short.

At Savoy, Piemont and Sardinia, public life is quite peaceful, again, but the country is filed with Italian and Austrian secret police. The Italian nationalists obviously lost hope after the defeat at Naples and decided to stay quiet and to wait for a better chance.
The end of hostilities at France increased to opportunities of Savoyan merchants. Yet, the trade in the Med is still far below of what it used to be in the old days. The economy of the northitalian country depends more than ever on the trade with Austria.

Russia goes on with reforms, though at a slow pace. The focus is the transport infrastructure. The Czar manages to get the support of the Dutch government and Dutch engineers come in big numbers to support the development of the Russian provinces.

While his army is engaged at Poland, the Russian sovereign keeps good relations with the Ottoman Empire, while he is trying to raise pressure on Persia to open new trade opportunities.

The new Dutch government is very active and manages to get trade agreements and military pacts with the English, Prussian and Russian. Trade is boosting and industry is growing. Allthough the citizens are pleased with the new direction of the cabinet, the merchants wonder about the new friendship with England. After all, England kicked the Dutch out of the Americas and Africa and is the hardest competitor at the Far East. Further more, the Dutch do not have any sympathy with the English plans for Hannover.

At China, the Emperor dies.

Now the rebellions in Italy, France and Poland are ended and now large part of Europe can exploit the peace after the fall of the tyrant Napoleon. This is both a great day for the people of Europe and a sad day that such great general like Furst von Schwarzenberg is dead. But he was send as a hero and I hope he will be an example for the next generation and the young generals serving God, the Emperor and the Empire!

As a Chancellor of the Austrian Empire I am worried by the conflict in Spain and in the Ottoman Empire. I think that the execution of the Orthodox Patriarch of Constantinople was an act of violence over the Christian clergy, albeit not Catholic, and I hope such acts will be avoided within the Ottoman Empire. This can cause further unrest amongst the subjects of the Sultan. If the Ottoman Empire wants to reform successfullly, it shall learn to restrict itself from unnecessary violence. I believe that the Ottoman Empire shall receive a chance to prove its pro-European orientation. Furthermore, Austria wishes to continue the good relations between the two Empires and also to deepen our partnership.

About Spain: I suggest that there shall be a meeting with the foreign embassadors in Vienna where to discuss this important issue. The best decision shall be taken in order to keep the peace of Europe.

I am also worried about the conflict in Spain and the Ottoman Empire. Furst Metternich is right. However, We still want to have a good relantionship with our Ottoman friends, and hope the conflicts do not boil more out of hand.

Each one should have a parliament, but hthere should also be a country parliament with representatives of all three. Of course, there ought to be a one united army, but there should be three independent administrations, reportimg to the local parliaments. There is also the All German Party, which wants to have a glorious Austrian Empire under German lead. They urge you to keep the absolute power and to prefer Germans in the administration and army. Furthermore, they want a military campaign against Hannover and, after a victory, the reinstallment of the Holy Empire under your leadership. They also urge you to limit the rights of the Jews.
5) The conflict o the Balkans: The rebels need your support. They are badly outnumbered and only the mountains of Greece form a barrier that slows down the Turks. If the Turks attack with the support o a fleet, the rebels will fall.

Prussia:
1) The Hannover issue turns more and more into a conflict. You have to deide about your policy. Hannover is your neighbor. If you do not act, Austria mayn, and would take over Hanover, too.

2) Your navy is more or less worthless; ports like Marseille or La Rochelle are damaged or destroyed. You lost all your colonies. Your oversea trade is at the bottom.

Netherlands:

1) You have about 10 million additional talers from Prussia, which should be invested in a trade company. Another 20 millions will come during the next turns. How do you want to spend it?
2) Your economy is strong and growing. However, there are differences between the industrial south (=Belgium) and the more commercial north. These differences are growing. The Dutch want to have more free trade. They are also concerned about the treaty with the English. However, they are looking forward to the opportunities in the Far East. But they complain that the Dutch do not have a base at Africa and are therefore depending on the support of the English. Both parties complain about the tarrifs of the German Federation, which make export from the Netherlands harder. Can you help?
3) Hannover: The situation may escalate. Do you want to mediate? In case of war, which side will you support?
4) Please make a plan about the distribution of your ships and divisions. Do you want to increase your forces?

Last year Europe was torn apart by rebellions, threatening to disrupt the peace and stability of the continent. In this last year there has been successes, Italy is pacified, the rebellions in France and Poland are both put down. However, there are still challenges facing us today that must be dealt with. In Spain and Portugal are lead by the irresponsible demagogues that preach the dangers of mod rule. The nations of Europe must intervene and put down this danger to Europe. Additionally the situation in the Balkens also merits close attention. As it stands now, I am confident that the Sultan will be able to put down the rebellion on his own. However if needed I will intervene if the tide turns against him. I strongly urge the kings of europe to not aid the rebels. We have gone through years of unrest and I hope all realize that this must end.

I am terribly sorry if this sounds raw, but I believe the Balkans will not receive my nations reinforcement, it is a good way to travel and my military & economy is fragile at best, I plan to make trade agreements presently after helping Austria quell the Italian Rebels. :bow:

Not entirely true. The Austrian and the Sardinian army are there to secure the power of the Pope and the Princes and Kings of Italy. It is right Italy takes a very important part of the Austrian policy but conquest of Italian peninsula is not what Austria plans.
