I understand, ETW has no console interface. How will the modders test their work without it?

What are you on about? You test work by making changes such as unlocking a faction, load the game and see you can select that faction and play it.

For example, in the previous versions, console shortcuts were used by modders to test (in a fast fashion) suggested unit balance changes.

If a modder doesn't know how to do it that way, they have the wrong hobby.

For your particular example the best way to test unit balance that I know of is to use the custom battle, I don't see how using the console made that any easier...

The only thing I ever used the console for in M2 was FOW and Perfect spy to monitor AI behaviour, and I didnt use it at all in Rome.

The help it gave in terms of modding is great and shall be missed.

Make no mistake, modding looks to be no easy task.
