Unplayable faction

Hello guys,

I was wondering how difficult it is to make minor factions playable?

I heard that there are 3 startpos file, do you know what does it mean?

Since creative assembly has turned releasing a faction or two at a time as DLC or premium content, my guess is it's pretty hard to mod them to be playable, at least since I haven't seen an obvious mod like previous Total Wars had that made all factions playable.

Just a guess, though.
