May I prupose that in the Imperial camping we give the rebels a lot of units,since it's unhistorical that indipendent cityes where a bunch of wimps.

It worked well in Hellenic states...

It is good

It stops the AI and the Player from blezekerering{whatever... - -} tro the map.

i like it.. we can use it in beta and combine it with the AOR system

We can make city hoplites (Athenian, Corinthian, Syracusan etc...) and also use them in the AOR and make them recruitable in their cities (Athens, Corinth, Syracuse etc...).

and may i suggest we dont call them "rebels" in all the locations of the map.Say,in the italian peninsula we call them "italian rebels" in greece we call them "greek rebels" and so on..

Almost every region in the vanilla has its own type of rebels. (ex: Chatti rebels, Judean rebels etc...)

yup and we can incorporate that into the rebel system
