I was thinking about the new raid feature and how it will effect diplomacy. For example I was wondering if it will always cause an outbreak of war or if you will be able to 'tolerate' the raids when outright war is not yet being saught.
When someone is raiding your domain, he always consider himself in a state of war with you http://www.totalwar.org/forum/non-cgi/emoticons/biggrin.gif

Just blame the raids on bandits. http://www.totalwar.org/forum/non-cgi/emoticons/wink.gif
Well, that's always an option, but implementing an AI so challenging means ... hard work ...
Raiding without declaring war should be allowed for Barbarian factions.
That's not to say that war wouldn't be an appropriate retaliation though.
what raiding feature
what, when, why

Ancient diplomacy was nothing like it is today - "states" were pretty much normally at war with each other, and it was peace that had to be declared and formally agreed to
This is the smartest thing I've heared today ... I think I'll go to bed in order to preserve my good mood http://www.totalwar.org/forum/non-cgi/emoticons/wink.gif

Can youz hire a band of mercenaries to launch a raid without baring your banners? If so, you could attack and blame it on Rio...
[King 1]: GAH You pig You attack my farmlands and kill my pigs
[King 2]: Wasn't me
[King 1]: Yes it was
[King 2]: No it wasnt
[King 1]: Yes it was I just know it was YOU
[King 2]: Can you prove it?
[king 1]: Uh... no...
[King 2]: See? Wasn't me
[King 1]: But they smell of you...
[King 2]: Are there any dead?
[King 1]: Lots
[King 2]: Any of them sport my banners or colors?
[King 1]: No... [looks dejected]
[King 2]: I told you so. It was just a band of ruffians. I bet they were just a drunken mob out cowtipping and having fun. They just got "a little unruly" and had a cookout Don't blame it on me, your quiet, honorable and pacifist neighbor...
[King 1]: You? Pacifist I've heard it all
[King 2]: You mock me?
[King 1]: GAH Surely you must be kidding...
[King 2]: I'm not kidding. And don't call me Shirley...

There weer no banners or colours in those days - there were standards - but more like small statues on poles.
there are a few cases of attempted deceit by using the enemy's equipment so yur guys look like him to foist teh blame, but within broad limits who was raiding who was probably well known.
and it wouldn't matter whtthe other guy said - if you wanted to blame him you just did it
The short version:
Emperor: - I don't care if he is guilty or not, I'll chop his head off anyway ...
Heir: - But why, caesar?
Emperor: - Why?? ... Because I can, you silly http://www.totalwar.org/forum/non-cgi/emoticons/pat.gif
Against the romans the germanic raids were often really succesful because they used good heavy cavalry. The romans couldn't stop these raids because their light cavalry were no match for the germanic cavalry, and the roman infantry weren't near fast enough to react to attacks everywhere.
What i'm trying to say is diplomacy over raiding isn't really effective unless you have the means to stop them.
