I was thinking about the new raid feature and how it will effect diplomacy. For example I was wondering if it will always cause an outbreak of war or if you will be able to 'tolerate' the raids when outright war is not yet being saught.

Raiding without declaring war should be allowed for Barbarian factions.

That's not to say that war wouldn't be an appropriate retaliation though.

Ancient diplomacy was nothing like it is today - "states" were pretty much normally at war with each other, and it was peace that had to be declared and formally agreed to

There weer no banners or colours in those days - there were standards - but more like small statues on poles.

there are a few cases of attempted deceit by using the enemy's equipment so yur guys look like him to foist teh blame, but within broad limits who was raiding who was probably well known.

and it wouldn't matter whtthe other guy said - if you wanted to blame him you just did it

Against the romans the germanic raids were often really succesful because they used good heavy cavalry. The romans couldn't stop these raids because their light cavalry were no match for the germanic cavalry, and the roman infantry weren't near fast enough to react to attacks everywhere.

What i'm trying to say is diplomacy over raiding isn't really effective unless you have the means to stop them.
