Has anyone noticed that each city has a (founded in) date associated with it? Currently, it seems they are all set to 0. However, this and a few other clues lead me to believe that at some point, founding a city was planned as an option. Whether this be multiple cities in the same province (probably not) or provinces that began without cities (probably), I am not yet sure.

More investigation is required.
