Modifying speed of units on stategy map

Does anyone know where you can modify speeds of units on the strategy map.

I wanted to adjust speed of units over snow terrain on the strategy map.

in descr_strat.txt there is a 'starting action points' that let you change the movement modifier for all strategic movement. my personal pref is a value of around 100

DJ, Are you sure the file is descr_strat file?

I just went through three descr_strat_files with a fine tooth comb and couldn't find action starting points or anything similiar. It is logical that it would be in there, but I can't find it.
