Scroll thru fleets/agents?

Is there a way to just scroll thru each of your different TYPES of agents and/or fleets?

I find myself forgetting about diplomats and spies quite often. If there is a button that toggles thru them, life would be easier.

Same with Naval units.

I have tried the Select next character button, but that thing randomly gives me a character it seems.

Is there some trick to using it?

Right clicking on the tabs for army, city, agents etc. on the campaign map. That might help.
