Renewed FileSection

You can now upload your testfiles to the org, they're directly available for download. This feature is mainly for testing maps. Go to http://www.totalwar.org/maps to check it out. Final maps should be uploaded with the UploadTool. Files uploaded to the testsection should have Test_ in front of their name. Use digits to indicate versions of your files please.
