I rarely use rally button, mostly because when i do, it never seemed to bring together routing troops. Please help. What is the point of this button? does it have some benefit to pressing it?

Well it rallies units ~:)

Of course not all units can rally as their morale might be too low (losses, fatigue etc)

Its not as useful as in STW/MTW as units do tend to take very high losses if hit by enemy troops while routing, so less routing units will rally as they dont have many men left.

does it raise moral for nearby troops allowing them to fight longer before breaking?

No it only effects routing units AFAIK. But your general does improve morale by his presence. At least you can see that in the BI demo. Thats within a certain range of course.

I think it does in fact raise morale of nearby troops (even not routing ones). I'm not certain over this, but I have observed this effect during experiments with Dacia.
