Can't change Strat Map Resolution to 16 bit

I have the lastest drivers and reinstalled the directx that came with the game, but every time I select a 16 bit resolution it acts like its going to change but then it comes back and hasn't change the resolution. I didn't have this problem with RTR.

Here is a pick of what the map looks like on 32 bit resolution, this is why I want to change. Notice the black ports, invisible standards except for the logo, and the invisible family member and his army.

Ouch. Have you tried changing it in preferences.txt?

Failing that, try some newer drivers for your video card. I can see why you don't want to play like that...

I changed the prefence file and when I load the game it says in the options that it is going to be 16 bit but when it finally loads its 32 bit. I had the black stuff problem on RTR but by switching to 16 bit it went away the problem here is it won't switch even though you select a 16 bit resolution. Also I updated the drivers but it didn't help.
