Realising that it will not be possible to have more than 30 factions, and also realising that in certain countries and in certain traditions some factions maybe more desireable to the game than others, and realising that more than 30 factions would be problematic to the playability of the game. Would it not be possible to have a list of small factions suitable to the time period posted on the internet to be downloaded into 9 or so free faction slots in the game. Then everyone would get the chance to play with or against the factions they deem necessary.

For example, starting in the british isles, it would not be realistic to have mere rebel factions in ireland or in wales factions as they (esp in Ireland) were never entireley subdued within the medieval time period. Therefore if you wished to play as england or as scotland, one would want the challenge of subduing numerous irish and welsh factions, thus one would choose these from the download list. Likewise if one was more baltic-centred, having lithuanian finnish and Teutonic knight factions would be more desirable. You could also have culturally homogenous factions, i.e. factions similar in culture but under different rulers, like anjou and aquitaine and isle de france, deheubarth and powys mumhain laighean connacht etc, genoa venice florence siena.

You could also have patches to increase the size of provinces where appropriate. For example, 5 rather than one in ireland, two rather than one in Wales, depending on where you deem the important stage of warfare to be centred. If one is interested in the sicilian area of conflict, the amount of irish provinces is irrelevant, but central if one wished to play the english, as division in irish polity was the greatest difficulty to a complete english conquest of the island.

Perhaps i'm being way too simplistic but surely if modders can manage such, ca can too.
