The v1.03 was developed for STW/MI which had incorrect weapon and armor upgrades costs, was played with too much money per player because the guns are so strong, had unit stat changes to cav designed to increase the RPS to compensate for excessive upgrading of units, had the unit movement speeds changed in a misguded effort to address a 15% gamespeed increase between STW and STW/MI, had the samurai archers transformed into a shooter only type of unit, and does not have good gun/archer balance.

The STW v1.12 stat was a better starting point for developing the Samurai Wars stat because it provided the most balanced gameplay. STW/MI v1.02 and v1.03 drew less than half as many players to multiplayer as had STW v1.12. Samurai Wars does provide a gun unit that's 1.5x more effective than the strongest gun in STW v1.12, but otherwise the dynamic gameplay is as close to STW v1.12 played at 5000 koku (the default and the amount at which STW was played) as we could make it. We do have the naginata cav and battlefield ninja from STW/MI, and a new hatamoto unit useful as the gerneral's unit. We couldn't get the kensai to balance in multiplayer, so it's not present in multiplayer and neither is the xbow, but these units are present in SP.

MTW is a different engine. The cavalry charge is much more effective there. So, just porting the STW data to SamWars would make very strong cavalry and render everything else useless.

STW WE, which stats 1.03 are made for, is yet again different from STW. Differences: STW WE has a faster gamespeed (iirc), introduced Kensai, Battlefield Ninja, muskets can not fire in rain (which was not intended afaik), has weapon and armour upgrades (and wrongly priced too), 3 unitspeeds instead of two.

While the 1.03 stats were focussed on MP, a couple of compromises had to be made to compensate for hardcoded gamefeatures (not possible to get rid of Kensai for example).

SamWars is not a simple port of STW 1.12 stats either.
