This was just a ten minute personal mod I made whilst writing a tutorial. I actually found it quite enjoyable so I thought it worth sharing.
What the mod does
This stops all brigands and pirates spawning. That means that the only rebel forces that should appear on the map are settlement garrisons and any other set up in descr_strat.
