Building graphics for non-culture buildings

I'm trying to make Public Baths and Aqueducts buildable by European factions. I know how to add text descriptions for them, but not graphics. The images that appear on the information scroll for the building, and in the city's building list are both placeholders.

Can anyone tell me how to correct this?
