Less Rebels

Could someone please tell me if altering these stats up or down will reduce the numbers of rebels in a campaign significantly. I know there are ways to apparently eliminate rebels but the method looked damned complex to my brain.

This is from the descr_strat file. The two relevant lines are in italics.

marian_reforms_disabled
rebelling_characters_active
gladiator_uprising_disabled
night_battles_enabled
show_date_as_turns
brigand_spawn_value 20
pirate_spawn_value 28
