A idea: make the forts as small cities

In the TWC I ask to the modders of EB if is possible to make this:

But the response is negative. A independent modder is capable to do this? He want to do this?

Er, that picture you're showing is from Medieval II: Total War. Permanent forts are only available for M2 using scripts (alpaca did it). And since EB is for RTW...

Kingdoms will feature permanent forts though
