In an effort to make resources and merchants a bigger part of the game, we are building some scripts to force the player to use them more wisely.
Basically to build certain buildings you have to have certain resources in the region, that part is easy. But what about regions that dont have that resource? Well then you import them. You can either import them by having a merchant trade them, which makes the player choose what resources to trade based not only on trade value, but what he needs to build his empire. This will also mean that you need to defend certain resources a bit better. For example if a foreign agent is trading a resource in a region that you own, you dont get the benefit of the resource for building purposes.
But if you dont own the resource, and you dont have a merchant trading it, you can also import it manually through the Settlement Scroll, but it will cost you and its a one time deal. Importing it once will let you to build in whatever settlement you happen to have the scroll opened for. Building in another settlement will require importing the resource again.
We havent fully worked out the details of which resources and buildings to tie this to, and how many choices we want to have, but I wanted to give everyone a little peek.
To manually import the resource you can click either the Building Browser button, the Show Settlement Stats button, the Advanced Settlement Stats button, or the Ask for Advice button.
Here is the settlement when you first open it.

Clicking one of the above buttons gives you this screen:

Clicking Accept deducts the money from your treasury and allows you to build a new building. You can see here that Stone Wall is now available.
