my watchtower is owned by another faction

I was not sure if to post this here or in game play guides. Either my watchtower doesn't work or other factions can take my watchtowers?

There is an eleutheroi army standing next to it. I don't think I have ever seen this. My towers always work. Especially when an army is standing next to it.

Enemy armies can 'capture' your towers while they stand next to it. You won't be able to see that area until this army moves away. Judging by the description it is a slave army.
