Is there a reason why I can't get higher graphics options than medium? Does steam automatically checks my system and determines I have to play medium and can't go higher?

Is there a reason why I can't get higher graphics options than medium? Does steam automatically checks my system and determines I have to play medium and can't go higher?
The game checks the system and auto-sets the graphics. But you can try to change them with a custom setup. It dose slow the game however.
The thing is I can't change anything higher even with custom changes.
I don't remember changing much in NTW. I doubt that it is Steam, but who can say for sure. I use a laptop and a desktop and the automatic settings are different for both. I guess you could try changing graphics on a different developer's graphics. That should let you know if it is Steam or CA.
Still, I can't figure either of them making them "Unchangeable". It seems odd.
