A mod question

Hello everyone, im new to this forum site and amazed how this game is still going! woot!. Well anyways, I used the search button to find the words "Meiji mod" or just "Meiji" to find if there is a Meiji era mod. Seems there isn't, is there anyway we can mod it to have a campaign against the Meiji government, like a normal campaign, in example the Mongol Invasion, expect we r fighting off the Meiji government not the Mongols. If there is can anyone link it to me or tell me which page it is on? if not, is there a way to make it or is it under way of being made? thank you all for your help
