Settled Reform of the Nabataeans don't work

So I have fulfilled all the requirements, but i am still Nomad. Help.

Firstly, are you absolutely sure you're playing 2.2r - ie does it say that in the bottom right corner of your main menu?

Is your FL Settled Nature or Settled? Have you converted Rekem? Do you have Large Scale Farming in Dedan and Bostra?

Yes, it is 2.2r

I forgot to build large scale farming in Dedan. :wall:
