    A Clarification of the NANPR position

    1) The DMZ within the Taiwan straight is for ALL the world's navies with the exception of the NANPRFLOT force.
    2) NANPR offers the UN a presence of a small peace keeping force which could be based in Taiwan and the ships of NANPRFLOT.
    3) We call upon China, USA and Russia to publically state if they will respect the DMZ within the Taiwan Straight.
    4) India and South Korea recognise the merit of NANPR and have joined the alliance.

    NANPR restates its position that we as a group of nations are concerned by the current aggressive stance of China. China's threats to destabilise the US economy have direct implications to ourselves. Moreover the direct military threat to Vietnam will not be tolerated.

    The Russian cruiser Nakhimov will patrol the straits area to ensure that russian interests are defended. Any attempts without declaration of hostilities by other vessels to reduce the Nakhimov will be dealt with as regular piracy.

    Nakhimov's activity will be monitored, and deviations from expected behaviour investigated.

    This should not be viewed as an invasion of territorial waters, and the Nakhimov has orders to respect and keep away from national waters of the states in the region.

    China would be willing to respect Taiwanese sovereignity if NANPR is willing to end all this embargo nonsense before we all get screwed over. Also, we will end our plans to invade Vietnam, Taiwan and South Korea if NANPR is willing to work against American military and diplomatic influence in East Asia. The People's Republic of China feels that American influence over Chinese and East Asian sovereignty is a urgent issue, and is willing to pursue its goals in that regard aggressively, however, it never intended to alienate its neighbors in the process. -PRC Foreign Ministry

    Statement from NANPR

    We welcome the concilitory nature of China in this matter and hope that a diplomatic answer can be achieved. We are happy to explore the removal of the trade embargo, but not at the expense of our relationship with the USA. That relationship is based upon trade and economic activities over the last 100 years and our economies prosper or suffer in tune with the US economy. We welcome the possibility of expanding trade and economic links with China - or any other nation - but not at the expense of our relationship with the USA - the economic consequences for our peoples are too dire.

    Well, my attempt to put economic pressure on the United States was because I felt they had too much influence in East Asia, Central Asia and the Middle East. If Secretary General CountArach feels that he needs to achieve world peace, I suggest he start addressing American Imperialism. Sure America is economically important, but that doesn't give them the authority to just start putting their military wherever they please. -Premier DemonArchangel

    The E.U. supports the NANPR and gurentees its independence in the case of any chinese attacks.

    The E.U. also wishes that China will remember there own advice against imperialism and respect the rights of its neighbors in the negiotated settlement.

    Nigeria is now part of King Kurt`s realm! Our two world reporters disappeared (might take a look into a Chinese re-education camp)

    I am a bit late, but I hope to update the story at the weekend. Until then you can keep on playing diplomacy. I guess the UN has still some tems that could use some time.

    We've worked out a deal with the Sudanese Government:

    The People's Republic of China wishes to announce that it will be delivering $2 billion in aid to the displaced Sudanese in Darfur's refugee camps. The People's Republic of China also invites the World Media, African Union observers and United Nations observers to the refugee camps in Darfur to promote awareness of the ongoing situation there.     Important statement from the Government of Sudan

    The government of Sudan welcome the help and assistance of China and the UN in resolving the ongoing food crisis in the Dafur area. The Sudanese government are playing their part as well.     News flash from Reuters

    Massive increase in military activity in the Dafur area

    Sudanesse forces have commenced a large military effort in and around the refugge camps in Dafur rounding up and dispersing the warlord armies which have plauged the area for some time. Details are sketchy but it appears that some are being dispersed back to their homelands, while some of the better organised private armies are being incorporated into the Sudanesse forces. There are also several reports of bloodshed where forces have refused to follow the instructions of the Sudanesse forces. As a consequence of the operation, aid is begining to flow into the camps in increasing amounts with the Chinesse charity One World leading the way. There are unconfirmed reports of chinesse officials being with some of the Sudanesse forces.

    Western sources have cautiously welcomed the improvement in the relief operation in the area. However several "off the record" briefings have pointed out that the long held belief that many of the warlords were just an extension of the Sudanesse government has been proved true.

    Statement from the Secretariat of NANPR

    We are pleased to announce that the nations of NANPR have reached agreement with the People's Republic of China.

    In return for China pulling back its military threat to Taiwan and South Korea, curtailing the run on the dollar caused by sale of China's dollar reserve and honouring the DMZ within the Taiwan Straight, NANPR will will remove the trade embargo on China and release any seized Chinesse assets. NANPR will also open negociations with China on how to improve trade links and explore avenues of defusing military tension in the Pacific Rim.

    NANPR reiterates that the Taiwan straight remains a DMZ and will take military action against any nation which violates it. China has recognised that the role of the DMZ is to premote world peace - we call upon all other nations to follow their lead.

    Dec 2010 At Saudi Arabia things begin to calm after the putsch. Other nations do not worry about the new government or the American involvement in this affair.

    Feb 2011 The Saudi-Arabian announcement to reduce oil production causes turbulences on the international markets. However, as soon as the Arabians change their opinion and the Russians guarantee a high production, the oil price starts to fall.

    Most of the world oil trade is now made in Euros.

    March 2011 UN General Secretary CountArach starts the debate about a reform of the UN, esp. the Security Council. However, the veto powers do not think about softening their rights.

    UN Secretary also suggests a new formulation of the HUMAN RIGHTS and an update of the Kyoto protocol. For some reason he does not include the U.S. in this progress, although the Americans are the main source for CO2.
    The EU and Iran support the initiatives of the U.N..

    Spring 2011 Chinese newspapers often report of the negative sides of the new Capitalistic reforms: isolation, no security, low wages, and pollution. However, they do not blame the party or the President.

    May 2011 The appeals of India, South Korea and Israel pass without any resolution. Council is not able to do even the slightest compromise.
    China starts with internal reforms. After lowering the barriers for journalists the President announces to sell public-owned companies. He also announces controls for the stock market.

    China repeals some of the older land laws and allows for easier ownership of land. This means technical serfdom for many Chinese peasants, but the President finds his power base from young urban technocrats.

    June 2011 Brazil announces to increase its oil production.
    America transfers more troops to Afghanistan. Heavy combat is reported from the southern part of the country. Terror attacks against the Western soldiers in the north.

    Russia invites his Islamic neighbours to a conference to discuss measures to stabilise the region. U.N. sends delegates, too.

    July 2012 The Russian President Swordsmaster plans to visit Washington. Afterwards he intends to visit Brazil.

    The oil field at Alaska starts production.

    August 2011 At a speech to the party and people of China the President tells that there are simply not enough resources to support *ALL* of China's enormous populace, and that Communism and Socialism are especially impractical means of making an attempt to do so. This is certainly not what the most party members expected. There are violent demonstrations at Shanghai. The local Communist leaders suppress them with brutal force. Nevertheless, the people of China are not pleased by the new course.

    Russia and China start programs to reduce waste of energy in their countries.
    September 2011 The world seems to turn into a place without stress between the nations. In this rather quiet period the Chinese President DemonArchangel pops in blaming America for trying to dominate Southeast Asia. He threatens Washington with military means and starts to raise economic pressure by selling parts of China`s dollar reserves.

    China allows the Dalai Lama to return to Lasa. However, the Dalai Lama prefers to reject this offer.

    October 2011 Iran and Russia start to build a pipeline to bring crude oil from Iran to Russia.

    Brazil and America agree on a co-operation on bio-fuels. Brazil will lease land to U.S. companies.

    November 2011 An anti-American demonstration at Islamabad turns to a battle. In the end 78 demonstrators and 23 men of the security forces are dead.

    Saudi Arabian government declares that the country is not ready for democracy. However, there will be democratic reforms as soon as possible.

    China is fostering her reforms. The one children policy is softened and the selling of the public-owned companies accelerated.

    February 2012 At Pakistan military seizes power to reinstall order. There are demonstrations from Islamic groups all over the country.

    The Indian army increases mobilizes along the border.

    March 2012 The countries of Japan, Vietnam, Australia, Taiwan, Indonesia and the Philippines form a defensive alliance. This happens obviously under the pressure of the Chinese. They declare the Straight of Taiwan as a demilitarised zone. China replies that she sees this as a cause for war. UN Secretary gives up all efforts to solve the problem.

    March 2012 Pakistan. Rebels in the northern part of the country gain upper hand. They control the Kashmir province and Peshavar. This means, that they control the main road to Afghanistan.

    April 2012 US bombers attack rebel positions at Pashavar. American air borne troops supported by Pakistani Special Forces, free the town after three days of combat. The connection to Afghanistan is now open again, although rebels continue to raid convoys.

    May 2012 Iran starts a program to use wind and solar power. The country also tries to attract scientists. Most of the foreign professors come from Russia.

    June 2012 India and South Korea join the anti-China alliance.
    Demonstrations and street fighting turn the Pakistani capital into chaos. The government looses control and has to flee. With the help of the USA they are able to escape to a U.S. carrier in the Indian Ocean.

    July 2012 Russia delivers and installs a defensive missile system at Iran.

    August 2012 The U.S. government declares its support for the alliance.

    October 2012 The U.S. government announces plans to divide the country of Iraq.

    November 2012 A Private Equity company from Switzerland buys the public-owned energy supply companies in Western China. They fire 80% of the workers.

    The new Pakistani government presents three U.S. prisoners. In a video message they admit to work for the C.I.A. and that acting on orders of the American President they tortured and killed Pakistani Moslems.

    January 2012 Once again, there are demonstrations at Shanghai and other big cities in the West. This time, people demonstrate against Capitalism.

    April 2013 Russia sends her cruiser Nakhimovinto the straits to emphasise her claims in the region.

    This can easily lead to a military conflict.

    May 2013 The E.U. diplomacy also supports the NANPR. China is completely isolated, now and the pressure on the President is high.

    May 2013 China mediates in the Dafur conflict.
    China settles the differences with NANPR

    Economy:
    The oil price remain on a rather high level, although it does not reach the marks of last years. World-wide food production grows almost 20 % during this period. Although bio-fuels had been in every talk show, little is actually in use. Only the European Union mixes about 25% of this fuel into her standard. However, this has a minor impact, as the Union simultaneously increased the area for food production. This stabilises the food price, too.
    Other raw materials became more expansive. Especially steel, copper, platinum etc.

    During the last five years, world population grew about 700 million people. The total population is about 7,600 million in 2010. The average CO2 production per head and year is about 4.2 t.

    In 2012 world economy slowly recovered. In 1213, due to the political crisis, world economy ran into a recession. Chinese economic growth came to an end, but also the economies of Japan and USA suffered. Europe and Russia were able to stabilise their economy, but suffered from inflation due to the loss of Chinese imports.

    Not mentioned in the event are disasters in the US and China (look at those countries!).



    UN
    The United Nations are starting to become more active. However, they are still a tiger without teeth. There had not been any resolution, none of the problems like hunger, population growth, poverty, greenhouse effect could be solved.

    People are happy that the economy is a bit more stable and that the crisis did not turn into war. People also like to think that the happy end at Sudan and China is due to the diplomatic skills of the General Secretary – but they are not so sure about it.

    US
    American economy is slowly recovering. The new situation at Saudi-Arabia and the secure oil production of Russia calms the oil market and supports the dollar. The FED is able to increase the bank rate to fight inflation and to support the dollar.

    FED also gives new rules to the bank system. Although this increases the trust in the American finance market, most of the small and medium banks have to give up. The finance market is now controlled by a couple of big banks, led by J.P.Morgan.

    Also public expanses on the transport system helps to avoid unemployment.
    On the other side, the increase of income is still lower than inflation. Many people cannot afford to have a car or a house. Education is getting worse.
    If people buy cars, they try to get cars with low fuel consumption – Japanese or European cars. The Big Three are still loosing market shares on a fading market.

    The US government starts a program to help people in slums. However, several states protest against the interference of the federal government into their affairs. However, even the few states that accept the help overdraw federal budget.

    The government has to borrow more money than ever, but inflation also gives more income. In 2013, Chinese crisis turns into an economic challenge, too. Prices climb again and many get unemployed. Other companies, however, profit from the boycott of Chinese goods.

    Farming is expanded and the food production is increased. However, there is almost no demand on bio-fuels. Food price sinks.

    As the economy slowly recovers chances for the re-election of the President climb. But there are two other items starting to dominate the election campaigns end of 2012:

    Foreign policy:
    The conflict with China attracts the interest of the Americans. After all most of them are pleased by the way the government isolated China and built up a coalition without exposing herself too much. Most people think that the USA is the clear winner in this conflict.

    Most Americans are also relieved that the President has a plan to get the soldiers out of Iraq. They care little that Iraq will not exist for longer. However, they do not like that he wants to give one part to Iran, not at all.
    After a hard and dirty election campaign America gives President Murat another chance. However, the decision is very tight and the country is divided into two factions – those who support the President and those who hate him.

    Congress already declared that it will never accept any plan to give Iran more influence in the Middle East. After press reports Congress also will ask the President about the Iranian nuclear program and the activities of the United States to prevent a nuclear threat.

    2017 was also the year of the “Big Summer”. A extraordinary long and hot summer caused a number of problems. First was the water issue at California. Due to some problems with the water pipeline from the north, water supply ram dry. There was not enough water, so the governor had to stop the use for agriculture and industry. He managed to get a new supply route with tank ships – very expansive, but effective. National guard took care about the distribution and fought forest fires.

    Second “hot spot” was the Mississippi Delta. Due to the heat and the use for farming the level of the river went so low, that it was almost only industrial waste that reached the delta at New Orleans. This was not only a disaster for environment, but made some nuclear power plants shut off, because they had not sufficient cooling.

    Energy was the source for the third “hit spot”. At New York, the energy supply collapsed completely. It took almost six weeks to get the system running again. Experts blamed the high consumption for cooling systems.
    During the last 5 years the population grew from 302 Million to 328 million, mainly because of immigration. US citizens cause 22 tons of CO2 per year.


    EU
    Europe is doing slightly better, but still the majority of the European think that Europe does not have the influence it should have according to his economic and military power. Problems like recession, green house, new candidates for the Union etc. are still solved at the national governments – or not at all.

    Elections in Europe shows that the people won’t accept this for much longer. Therefore, the leaders of the governments decided to give the President more power. He has now the competence for foreign policy, science, environment and the negotiations regarding new candidates for the Union and the NATO. To give him more authority, there will be an election for the President in two and a half years. Most of the ministers said that they will hardly support Lord Winter in this election. But until then, he has a chance to show his skills.
    Since 2008 Europea
    n population decreased by 8 million to 725 million. Europe. CO2 emissions are about 8t / head.


    Saudi Arabia

    Saudi-Arabia came back to a normal life. Soldiers and policemen secure order. No parties and no political demonstrations are allowed. People are glad to enjoy their wealth. However, many think that S-A could have a more active role in the Middle East and the world.

    Since 2008 population grew from 27 million to 31 million. The average CO2 emission was about 14 t.


    Iran

    Iran is doing fine – economy is running at a high level, esp. the relationship to Russia is excellent. Many immigrants come from Russia to work at Iran for much more money. This imported knowledge helps to build up new industrial branches – like nuclear power.

    Iranians feel safe. There has even been an election. All candidates had to pass the check of the religious council. In the end, the old president was elected again, with a broad support of 82%.


    Russia

    Russian economy is doing rather fine. Exports of oil give the money to import new technologies. The trade with the Europeans is very good as well as with Iran, Japan and China. Reforms in the administration and industry begin to pay back.

    The Russian President is re-elected with 80% of the votes. Although some Western critics say that the election had not been fair, the Russians do not care. They know that the President has the support and the love of the majority of his people.

    Yet, there are still many that think they can live better abroad. Each year 2 million Russians emigrate. The population decreased from 142 million to 134 million. CO2 emissions are about 11 t.


    China

    This period was not good for China, not good at all. The President decided to escalate the fight with the US and in the end he had to see that China was isolate. He had to give in to prevent more damage. China`s economy suffered from this conflict and so did the Chinese feeling for honour. Many are very disappointed.

    The internal policy was not more successful. The President’s speech, announcing the end of the Communist way and the beginning of a new market oriented policy caused feelings ranging from fear and anger.
    The control of the stock exchange gave more stability, but also ended the dreams of million Chinese to become millionaires overnight.
    The program to sell public-owned companies was a failure, too. So far, only one major company has been saled, however this created fear of unemployment .

    The people is not satisfied and the President should do a way to change the mood.

    China`s population is still growing. In 2013 it is about 1,400 million people. 85 more than in 2008.They cause a CO2 emission of 3.1 t.

    In winter 2012 a disease pop up some 500 km north of Beijing. About 7,000 people became ill and about 780 died. It seems to be a variation of the influenza, a very aggressive and deadly one. Chinese authorities say that they have it now under control.


    Brazil

    This country in South America is getting more and more important due to his population and its resources of land and oil.
    The USA obviously realised this and made a agreement to co-operate on bio-fuels and to build pipeline, to connect the oil fields with the consumers in the north.

    Brazilian economy is rather sable and growing. Neither the turbulence with the dollar nor the Chinese crisis did much harm.

    However, the growth of the economy does not lead to a common wealth. There are two reasons: first, the wealth is only focused on a few and, second, population is growing faster than the national income.
    In 2008 Brazil had 189 million inhabitants, today there are 209 million. They produce 2 t of CO2 per head.

    Growing population leads to a number of problems. Sao Paolo is an example. It is a huge urban area with slums, poverty crime, pollution. The social differences are big, hospitals and schools are not able to deal with the growing numbers. Young people have only two chances: either to join a criminal gang or to leave the town and try to make their luck in the country. This means that they either go to the jungle to burn down the wood and get an acre for themselves or to work in a gold cam, which does even more damage.

    The Brazilian President was re-elected. Not a big thing due to the fact that there was no real alternative and that he was supported by the most important families.

    Still the people of Brazil have not much time to think about the future. But there are some politicians and men from the church who try to fight for the rights of the poor. Maybe the people only need the right leader ...

    I suggest to extend this turn until the end of June!

    Important announcement

    As the deadline is the end of June due to people being away, Franc and I have come up with the idea of a mini game while we are waiting for the deadline. The Russian navy has chosen to breech the DMZ in the Taiwan Straight (reported in the last chapter) The forces of NANPR have made it clear that this will not be tolerated so I thought it would be interesting to play this scenario out. This will consist of some typical Cold war style brinkmanship with either a resolution or conflict as the end result.
    I will run the "mini IH" and will also control the NANPR forces. Swordmaster will control Russia as the nation's head, but to have some interest for other players the Russian chain of command will be played by other players in the game. Roles available:

    Admiral of the Russian pacific Fleet - Admiral Sidenko
    Commander of Naval aviation, Pacific Fleet - Admiral Suchkov
    Commander of the cruiser Nakhimovinto (a Slava class cruiser) Admiral Varyag
    Commander of the Nakhimovinto's helicopter ( a Ka 27 Helix) Flight officer Kamov

    The other person with a role is the Un which will be obviously controled by CountArch.

    I intend to PM each person in the chain of command a background to their role and their individual ambitions/ goals which they will try to use when sending in their decisions. At the end of the IH, I will comment on how close people kept to their role - I'm trying to create the natural tensions in a chain of command to add spice to what happens.

    The IH will proceed like this - I will write up a chapter and at the end will be several options for 1 or more of the participants. These will be debated in the thread - representing officers commenting on what to do next - then the named officer will make his decision and PM it to me - BUT IT WILL BE HIS DECISION ALONE AND NEED NOT REFLECT THE MAJORITY VERDICT - I then interpret the results and write up the next chapter.

    I intend to write up the first chapter for next week, so by Tuesday I need you all to do the following
    1) Swordmaster - can you write some rules of engagement and PM them to me - this is broad instructions to the ship's captain on what to do. I can distribute them accordingly - if you want to add more to be sent to certain people please feel free to do so.
    2) Other people please select the roles you would like - bearing in mind this will run for the next 2-3 weeks max.
    3) If you are going to play, look up the forces involved and their capabilities.
    4) Prepare for the unexpected!!

    Hopefully this all makes sense - ask if you don't understand

    Some of you may know that I have been thinking about an IH of the battle of Midway for some time. This game system is the one I have been developing in my own mind as the way to play it so this will be a good test to see if it works. I hope to create a similar feel to kraxis's Duel of the sea - so let's see how it goes.
