    Chapter 6 – June 1820 to May 1821

    At France, things begin to calm down. During June, the British expedition forces break the last resistance of the Republicans. The soldiers of King George pillage the town for five days and then set fire. The inner city and the port both burn down to the ground. The surviving French citizens run away to escape this terror. After four weeks of fear, a division of the French Royal Army arrives and restores order while the English embark and leave the country.
    At southern France, royal troops take garrison along the coast of the Mediterranean Sea and the Pyrenees. Schwartzenberg gathers his troops and, at July, the Austrians begin to leave the country. Only a detachment of about 5,000 soldiers marches towards La Rochelle. When it hears the message of the English victory, it turns around and marches eastwards, too.
    At August the Austrian troops stop at Lyon to prepare themselves for crossing the Alps. At September, they decamp and finally leave the liberated French Kingdom. However, Fürst Schwartzenberg, the victorious commander of the Austrian expeditions, dies after two weeks of fever. His soldiers carry his dead body on their way back home.

    The French King hurries to build up an administration. He increases his army to a total strength of 32,000 men. He introduces a new constitution, giving fundamental rights like free speech and free press and also giving the rights to pass laws and budgets to the parliament. The King still controls the government, the administration and the army.

    During winter, life goes his usual way and the elections for the parliament are executed in a smooth way. The royalists win more than 70 percent of the seats. They support the policy of the King.

    While it seems as if France passed the worst, other countries get into the focus of the rebellions.

    At Spain, the King is controlled by a democratic government and has only representative functions. The exile government formed by Spanish royalists can only act at southern France. It appeals to the European sovereigns to help and reinstall the natural rights of the Spanish monarch.

    At Portugal, the King returns from his exile from Brazil. He is now leading a country with a constitutional monarchy. The first law of the Portuguese government is to throw out all English soldiers and politicians.

    At Italy, military operations against the rebels proceed. Austria reinforces her troops in Northern Italy. Savoy sends a division of 15,000 soldiers to support the Imperial Army. The Austrian military governor sets up a network of political spies and police in the occupied – err freed – provinces, suppressing press and arresting all opponents. Savoy is integrated in this security concept as well as Tuscany, Rome and the other Italian provinces.

    In September, General Warman decamps from Rome and advances south, heading for the rebels of Naples. On the way, he is attacked by small groups of Italians. Although the area is ideal for ambushing, the superior number of the Austrian forces prevents the intentions of the defenders. End of October, Warman assaults Naples, while the rebels are escape to the south of the peninsula. Warman chases them further. Austrian ships cut off the connection of the rebels to Sicily. The situation of the Italian republicans is getting hopeless and their army dissolves. Most of the men just disappear in the mountains. The Austrians do not bother chasing them. Warman gathers the forces and builds up supply to prepare the crossing to Sicily. The French King orders his navy to support the Austrian operation with 10 frigates. However, the maneuver turns into a disaster and shows the weakness of the French naval forces. Only six ships are able to leave the port and three of them sink on the way to Naples without hostile actions.

    In January, before the Austrians finish their preparations for the amphibious operation, the rebels of Sicily send an agent to Naples and submit to the King of the Two Sicilies. This is the end of the rebellion at Italy and Vienna controls the peninsula from the Alps to the shores of Sicily, now. The Austrian military government introduces taxes and tariffs on imported goods in all Italian provinces. Bellgrade and Warman receive the Order of The Iron Crown.

    Although England could end the French campaign with a victory, there are still more than enough fronts to fight. Police and military forces suppress manage to suppress new riots in England, Scotland and Wales. However, the riots at Ireland spread and the so-called Army of the Irish Republic now controls almost all of Ireland. The absence of the fleet and the insufficient number of troops force the British commander to concentrate his troops at Dublin and Ulster.

    The British reaction is also hindered by a blockade of the Liberals and many Consercatives in the Houses of Parliaments. Lord Liverpool asks members of both parties to support a government of National Unity under his leadership. He offers the Liberals to join the cabinet and promises fundamental democratic reforms. The Torries accept this offer, but the Whiggs do not. Now the King interferes and threats to introduce martial laws, if there is no agreement regarding the cabinet. Under this pressure, the Whiggs give in.

    After the end of the military engagement on the continent, the naval and land forces return to England to be refilled and reequipped. Then, the most of the people and the parliaments expect, that Liverpool will send them to Ireland to end the rebellion on the island.Obviously, Liverpool has other plans. He announces a military and trade agreement with the Netherlands and sends the majority to the army to Hannover, 12,000 men, where they perform military training along the border to the Netherlands. King George also orders to build new militia units at Hannover. In total, he has about 20,000 at service there, now.

    6,000 of King George’s soldiers are sent to Ireland to defend the claims of the King. Though this is not enough to beat the rebels, the English are no longer loosing ground. War at Ireland is at the balance and both sides avoid the risk of a major battle.

    Worrying news had been coming from the other side of the Atlantic, too. The governor of British North America sends a report to the King, asking for help, as the Americans obviously prepare the invasion of the British colonies. The American have already gathered around 35,000 soldiers and are still recruiting more militias. The British can only field some 5,000 men. The US navy controls the seas and American raiders interrupt the trade routes to the British Islands abd the Carribeans.

    Liverpool orders the fleet to cross the Atlantic to break the dominance of the American navy and to support the land operations. He also orders to stop American cotton imports. As soon as the ships arrive, the Americans retreat into the harbors. The British block the US ports and begin to chase US merchant ships. However, US raiders still break through the blockade and continue raiding British transports.
    During spring, the American army begins to invade Canada.

    The English economy is declining. Important market brake away. The Ottoman Empire does still not allow any trade with the English and blocks the access to the Black Sea, Italy, the German Federation and Russia put high tarrifs on English goods. Egypt does not allow any English goods at all. Now the lack of cotton, that cannot be compensated by the expensive and rare cotton from Egypt cannot compensate this. At January, many factories at Northern England have to stop their production. Unemployed workers organize a march south to London, which quickly grows to 20,000. Police hesitates to attack. At May, the columns are blocked by 4,000 policemen and about 2,000 soldiers. The workers camp and begin to block the roads to London. In this crisis, the Whiggs minister leave the cabinet.

    At Poland, the rebels found a new parliament and give themselves a new constitution. However, the peasants do not profit from the reforms and therefore do not support the national government. On the other side of the border, Czar Alexander concentrates a force of 80,000 soldiers. The Polish government builds up defenses and to recruit troops. There is no support from any neighbor. Prussia closes the borders and increases the military forces at the frontiers.

    In August, the Russians finish the build up and begin to invade Poland. At the Battle east of Warzaw 25,000 Poles fight bravely and desperately against the Russians. However, after a long and intense artillery bombardment, Russian infantry assaults the lines of the defenders. Polish cavalry tries to intercept the columns, but the gun fire of the Russian riflemen drives them away. The Russians penetrate the Polish defense and inflict high casualties in close combat. The Poles begin to retreat, when Russian cavalry appears in their back and the retreat turns into a wild flight. In the end, 8,000 Poles are dead on the battle ground and 12,000 arrested by the forces of the Czar. This defeat ends the Polish rebellion.

    A new source of trouble is the Balkan, once again. Greece nationalists start an uprise against the Ottoman government. Coordinated riots start at three different places. At Romania, several hundred rebels try to size power. However, the population does not support this uprise and the rebels are quickly overwhelmed by the Turks. The second riot is at Istanbul, where rebels seize police stations and weapon depots. It takes the Turkish military several days to break the resistance of these rebels.The captured are executed as well as the leader of the Orthodox Christians, who is accused for supporting the riot. The third and most successful riot is at the Peloponnese, where the rebels get control of several harbors and mountain passes. Due to the lack of sea transports, it takes weeks until Turkish reinforcements reach the area and then they find themselves blocked at the narraw mountain gates. The rebels soon gain control of most of the peninsula. Although they have to retreat from the Turkish army, they can slow down their advance and bother them with guerilla warfare. Inautumn, the situation is critical for the Greece. However, the commander of the Turks stops, as he sees, that it will be impossible to supply the army during winter. So the rebels gain control again of the south, although they are not able to attack the superior Turkish forces at northern and have to expect another Turkish invasion next sommer.

    In fact, the Sultan increases the number of soldiers at northern Greece during winter. At May, the Turkish fleet leaves port to support the operations on the mainland.
    On the Greece islands, there are also some riots, especially at Crete. However, the rebels cannot defeat the Turkish garrisons and retreat into the mountains. Then both sides avoid further operation, obviously waiting for a decisisive action on the mainland.

    The rebels appeal to the Christian monarchs of Europe for help, while the Sultan warns all foreign countries to interfere.

    News from the Ottoman Empire reports that there are big efforts to exploit new mines. The transport system is improved, too. The Turkish government expels all French merchants.

    At Vienna the German countries meet to decide a new constitution for the Federation. Prussia is there, too, agreeing to enter the alliance. The Kaiser of Austria is nominated as chairman of the Federation. In the Charta of Vienna, the German countries agree on a pact of military support as well as a trade agreement and measures against uprises. They also discuss the future of Hannover, which is under not part of the United Kingdom, but also reigned by the English King. The Federation does not agree that there shall be a poll amoung the population of Hannover about the future of the country. They declare that hat any plan about the future of Hannover is null abd void if it is not agreed by the Federation.The Federation also decides to send observes to Hannover. However, the English governor of Hannover refuses to let them in.

    The top event of the meeting is the return of the Austrian expedition forces from Marseille. There is a military parade to celebrate the victory over the French rebellion and the Kaiser himself honors the dead general of the victorious army with the Order of Maria Theresia. The population of Vienna cheers at the veterans and the Emperor.

    When the representatives of the German countries return home, the Kaiser begins his official visit of Hungary. He inspects the troops and honors most merit leaders. The Kaiser gives Radezksy the Austrian Imperial Leopold Order.

    He also announces the formation of a new National Guard, with an Austrian corps and a Hungarian corps, each 5,000 men. Minister Metternich founds a new military academy for infantry and cavalry at Vienna.

    Prussia signs a trade agreement with the Dutch. At Berlin, stocks for a new Far East Trading Company are sold. About 10 million talers are invested in the first couple of months; another 20 millions shall be sold later. More money goes into the joined project with the Ottoman Empire. After all this, capital for further investments is getting short.

    At Savoy, Piemont and Sardinia, public life is quite peaceful, again, but the country is filed with Italian and Austrian secret police. The Italian nationalists obviously lost hope after the defeat at Naples and decided to stay quiet and to wait for a better chance.
    The end of hostilities at France increased to opportunities of Savoyan merchants. Yet, the trade in the Med is still far below of what it used to be in the old days. The economy of the northitalian country depends more than ever on the trade with Austria.

    Russia goes on with reforms, though at a slow pace. The focus is the transport infrastructure. The Czar manages to get the support of the Dutch government and Dutch engineers come in big numbers to support the development of the Russian provinces.

    While his army is engaged at Poland, the Russian sovereign keeps good relations with the Ottoman Empire, while he is trying to raise pressure on Persia to open new trade opportunities.

    The new Dutch government is very active and manages to get trade agreements and military pacts with the English, Prussian and Russian. Trade is boosting and industry is growing. Allthough the citizens are pleased with the new direction of the cabinet, the merchants wonder about the new friendship with England. After all, England kicked the Dutch out of the Americas and Africa and is the hardest competitor at the Far East. Further more, the Dutch do not have any sympathy with the English plans for Hannover.

    At China, the Emperor dies.

    The Austrian Empire lost a great general but I believe he died with a fulfilled duty to his fatherland. Now the rebellions in Italy, France and Poland are ended and now large part of Europe can exploit the peace after the fall of the tyrant Napoleon. This is both a great day for the people of Europe and a sad day that such great general like Furst von Schwarzenberg is dead. But he was send as a hero and I hope he will be an example for the next generation and the young generals serving God, the Emperor and the Empire!

    As a Chancellor of the Austrian Empire I am worried by the conflict in Spain and in the Ottoman Empire. I think that the execution of the Orthodox Patriarch of Constantinople was an act of violence over the Christian clergy, albeit not Catholic, and I hope such acts will be avoided within the Ottoman Empire. This can cause further unrest amongst the subjects of the Sultan. If the Ottoman Empire wants to reform successfullly, it shall learn to restrict itself from unnecessary violence. I believe that the Ottoman Empire shall receive a chance to prove its pro-European orientation. Furthermore, Austria wishes to continue the good relations between the two Empires and also to deepen our partnership.

    About Spain: I suggest that there shall be a meeting with the foreign embassadors in Vienna where to discuss this important issue. The best decision shall be taken in order to keep the peace of Europe.

    Kaiser Franz I is sadded at the sudden death of our great general. He was a good man, serving his nation. I believe he did a great deal to the peace of Europe by helping, not only to fight Napoleon, but the rebels in France and Italy and Poland. May Gold bless his soul!



    I am also worried about the conflict in Spain and the Ottoman Empire. Furst Metternich is right. However, We still want to have a good relantionship with our Ottoman friends, and hope the conflicts do not boil more out of hand.

Sadly the destruction of the town of LaRochelle could not be averted as it was intended to send a message to all rebels in all countries, including those upstart ex colonies in the Americas that England will tolerate no rebellion against the natural political order.

Options are to delay the decision for another year, to reinstall the situation before the riots, to make an alliance or even a federation under your leadership, to leave the decision to a big five conference.

    4) Political Parties: Most of your subjects are happy with your government, now. There are some new parties, but due to the strict execution of laws, none of them critzises you. However, they have different proposals. There is the Party of Hungarian Patriots. They suggest forming a federation of three equal kingdoms, Austria, Hungary and Northern Italy. Each one should have a parliament, but hthere should also be a country parliament with representatives of all three. Of course, there ought to be a one united army, but there should be three independent administrations, reportimg to the local parliaments. There is also the All German Party, which wants to have a glorious Austrian Empire under German lead. They urge you to keep the absolute power and to prefer Germans in the administration and army. Furthermore, they want a military campaign against Hannover and, after a victory, the reinstallment of the Holy Empire under your leadership. They also urge you to limit the rights of the Jews.
    5) The conflict o the Balkans: The rebels need your support. They are badly outnumbered and only the mountains of Greece form a barrier that slows down the Turks. If the Turks attack with the support o a fleet, the rebels will fall.

    Prussia:
    1) The Hannover issue turns more and more into a conflict. You have to deide about your policy. Hannover is your neighbor. If you do not act, Austria mayn, and would take over Hanover, too.
    2) The Netherlands made trade and military agreements with you and England. tt is not clear what this means. Especially in case of war it is uncertain, which side they will support.
    3) Although your economy is doing well, a lot of money flows into other countries. This hinders the further development, esp. industrial programs.
    4) Your minister of war complaints that the Prussian army is undersized. He urges you to execute military reforms.
    5) Austria: The Kaiser controls all of Italy. His power is increasing year by year. This can easily turn into a problem for Prussia.

    Russia:
    1) What is your position regarding the situation on the Balkans?
    2) What are your plans with Poland, now?
    3) What would you do, if there is a war at Germany?
    4) What is your policy regarding Persia? And China?

    England
    1) What to do with the workers blocking London? What to do with the government?

    4) America needs support, a military plan, money, guns, troops …
    5) How do you want to improve the economy? The industrial production is declining; the exports have to fight against tarrifs almost all over Europe.
    6) What to do about Greece?

    1) Elections gave a two third majority of the Royalist Party. It supports you, but it also asks for reforms. It wants a reform of the election rules, which give more weight to the rich ones, compensations for those, that lost their possession during the riots, tey want a policy of national strength with a strong army and navy as well as colonies.
    2) Your navy is more or less worthless; ports like Marseille or La Rochelle are damaged or destroyed. You lost all your colonies. Your oversea trade is at the bottom.
    3) What shall happen to the volunteer militias that popped up during the riots?
    4) England has so many conflicts, anything you want to do to help her?
    5) The Conflict about Hannover, is this something you want to make your business? Or Italy?

    Sardinia:
    1) The Italian issue: The riots are over and you are on the side of the winners. Now is the chance to create a new order, maybe under your leadership?
    2) Your trade is completely bound to Austria. Any ideas to extend it?
    3) Your industrial production is low and declining. You do not have access to oversea colonies. Plans?
    4) Do you want to interfere in the conflict on the Balkans?
    5) Plans about your navy or army?

    Netherlands:

    1) You have about 10 million additional talers from Prussia, which should be invested in a trade company. Another 20 millions will come during the next turns. How do you want to spend it?
    2) Your economy is strong and growing. However, there are differences between the industrial south (=Belgium) and the more commercial north. These differences are growing. The Dutch want to have more free trade. They are also concerned about the treaty with the English. However, they are looking forward to the opportunities in the Far East. But they complain that the Dutch do not have a base at Africa and are therefore depending on the support of the English. Both parties complain about the tarrifs of the German Federation, which make export from the Netherlands harder. Can you help?
    3) Hannover: The situation may escalate. Do you want to mediate? In case of war, which side will you support?
    4) Please make a plan about the distribution of your ships and divisions. Do you want to increase your forces?

    Last year Europe was torn apart by rebellions, threatening to disrupt the peace and stability of the continent. In this last year there has been successes, Italy is pacified, the rebellions in France and Poland are both put down. However, there are still challenges facing us today that must be dealt with. In Spain and Portugal are lead by the irresponsible demagogues that preach the dangers of mod rule. The nations of Europe must intervene and put down this danger to Europe. Additionally the situation in the Balkens also merits close attention. As it stands now, I am confident that the Sultan will be able to put down the rebellion on his own. However if needed I will intervene if the tide turns against him. I strongly urge the kings of europe to not aid the rebels. We have gone through years of unrest and I hope all realize that this must end.

    I am terribly sorry if this sounds raw, but I believe the Balkans will not receive my nations reinforcement, it is a good way to travel and my military & economy is fragile at best, I plan to make trade agreements presently after helping Austria quell the Italian Rebels.
