Dude, EB 1.2 has only been out less than a day, people that make the mini-mods haven't even had time to read all the files that could potentially be modded, much less change all that code...It's kind of an unrealistic expectation at this point.
I am just asking if there are mods out there that don't need to be changed for 1.2, (I don't see why victory conditions would need to be tweaked for 1.2) or if every minimod needs to be tweaked for reasons I have no clue about.

The VC mod and formation mods should still work. Mods that affect buildings, script and possibly units are probably incompatible.

Alex-EB is now compatible with 1.2.
RS Textures are compatible with 1.2. force diplo definitely is not. I don't know about CityMod as I have already uninstalled EB so I can reinstall 1.1 and 1.2 without any minimods to give me CTD's.

City mod not. The building files are all changed in 1.2.
FD is easily adapted, it's working perfectly. So is EB1.2 + BI.

phalanx minimod compatible? I have downloaded it, and I don't wish for my game to be CTDing all over the place.
I doubt so. The phalanx mod affects the EDU file, ewhich has also been altered in EB 1.2
I think we have to wait until Phalanx mod is updated or Lz3 updates his minimod pack.
It is also possible to compare the newest files with those from EB 1.1 which had been modded and copy-paste the modded sections into 1.2 files... yet it takes time and requires much care.
