Any idea how much work it is to make all factions historically correct for a certain date?
Just 272BC is already hard enough.

There are no official plans to do anything but the one start date at 272BC. There was an attempt to make and official "Late Project" EB for EB1, but it never got too far. There could be an official or unofficial try at that again, but nobody has done anything towards that end as of this time.
This is one of those things where the fans are more than welcome to jump in and develop their own eras mod based on EB. A suggested starting time would be before the 3rd Macedonian War.

Can you just have someone internally play until the Marian Reforms using forced diplo/province giving and include a save form that period with the release?

Or just change the requirements so that you get Marians from the beginnining if you just want to play with Marians. Loads of people do that.
