Why did C:TW get its own forum?

Just wondering. I still don't quite understand what it is actually trying to make. He was trying to fit something like 40+ factions into M:TW when the mod was for that.

Actually, this is more a question of when a mod gets a subforum in general. I'd say you shouldn't give a mod a subforum until they can prove they've done something, even if it is just a name change on a unit. C:TW has shown absolutely nothing at all.
