    I know this is probably a gamplay issue, but I am sure that Italy did not exist as an independant state in th 11th century. I know that in the 10th century the HRE emperors Otto I-III had added the Lombardy and Naples to their realm, and I am pretty sure that this stayed the same for the next century. I know that under Barbarossa (12th), the HRE stretches all the way to the Papal states (and beyond)

    yep, italy did not exist as a unified state. it was put that way in the game for gameplay value.
