If this is not a bug it needs to be included clearly in the readme file!

I apologize for my poor English, but it's stated in the HTML readme that comes with the full package:
To modders: A description.txt file must be included in a stat subdirectoy, the manager won't list it otherwise.

There are several places the install of the Vanja swapper can be troublesome.
The first thing to understand is that the install does not automatically find the main WE/MI folder. It's preset to the default location of a Warlords Edition install. If you have Mongol Invasion or have installed Warlords to a folder other than the default, you must reset the path in the swapper install to point to the main WE/MI folder. If you don't do this, the install askes you if you want to create the directory, and, if you answer "yes", the swapper will proceed to install to the wrong place. Later, when you run the swapper, it may appear to be working, but it will only be swapping stats in and out of a folder that the game knows nothing about.
The second thing is that, unless this has been changed, the 101stat, 102stat and 103stat subfolders and their contents have to be manually copied from the Desktop\New Folder to the \Stats folder under the main WE/MI folder.
The third thing is that, when you run the swapper, the destination box has to be initially set to your main WE/MI folder. After that, it does remember the destination each time you run it. For convienience, leave the swapper running all the time and you can ALT TAB from the foyer and switch stats in a few seconds. You can even do this while in a game before it launches into battle mode. There is no need to give up your spot in a game you have joined.
Also, UglyStrike was unable to get this swapper to install on Win2000 because the updated visual basic files were apparently incompatible with Win2000.
