It is the Kingdom of Saba/Sheva,

Faction Leader: Karib'il Watar II. (320-ca. 270 BC)was a king of Saba and Ruled in south Arabia.Saba were at these times strong and powerful and during the year 25 BC the Romans tried to conquer Saba,but lost.
