    Gameplay:

Spoiler Alert, click show to read:
Turns: Each turn is 1 week long in real life, and takes up one month time in game. (prepare for a long ass game) In these turns, you may perform any of the following actions, which will be sent to me by pm:

Recruiting: You may not recruit, but will get 1/10th of your army back every two turns. (Germany has 5,000,000 troops. They get an extra 500,000 troops to make 5,500,000 troops total)

Moving: Mobilizations for attack will cost you $400 per soldier. (germany makes $650,000,000. This can mobilize 1,625,000 troops.) To attack or move, simply name the city you wish to attack, and designate number of troops you are sending. Also notify me of how you are getting there. Movement is 450 miles per turn. You must have a fleet in order to move an army overseas.

Fortifications: You may build fortifications. they are as follows:
Trench - cost ($0) - requirements (soldiers in area) - speed of build (per 1,000 troops: 30 miles per turn)
Large Fort - cost ($10,000,000) - requirements (soldiers in area) - speed of build (per 20,000 troops: 1 turns)
Small fort - cost ($5,000,000) - requirements (soldiers in area) - speed of build (per 10,000 troops: 1 turn)
fortified wall - cost ($2,000,000 per mile) - requirements (soldiers in area) - speed of build (per 20,000 troops: 1 turn per 10 miles)

    For Defenders
trenches give defense of 30-100, attack of 20-100
small forts give defense of 35-100, attack of 30-100
large forts give defense of 45-100, attack of 45-100

Battles: Will be done in much the style of RoC.
Defender - Unit defence determined randomly from 20-100. Attack determined from 10-100.
Attacker - Unit attack determined from 20-100. Defence determined from 10-100.

The attacker rolls a die, and this is taken as the number who successfully attack the enemy. the defence than rolls, and this is taken as the percent who block it. The remaining attacks are then multiplied by .15 to get the casualties. If more than 1/2 of the army is killed at once, the army retreats, and is captured. If less than 1/4 are remaining, the army retreats, and is captured. Now, for an example on how this works out.

    City defense: + 10
national city (in possesion before 1914): +10
Hostile city defense (belonged to enemy in last two turns): -10
civillian casualties taken in city battles (prevented by forts) (times .25 for round 1, times .1 for round 2, times .5 for consecutive rounds)
1/3 of casualties recover from wounds
    No 100, only 99
If an army is captured, they get one round of fight first.

    Example:
    Round 1:
France (attacker comes first) vs. Germany(then the defender)
400,000 vs. 1,000,000 (soldiers in battle)

    France rolls 60 attack. Germany rolls 40 defence. (400,000 x .60 x .60 x .35 = 50,400 germans killed) [reverse of def is taken to produce casualties]

    round 2:
France (defending now) vs. germany (counterattacking)
    400,000 vs. 949,600

Germany rolls 92 for attack. France rolls 24 for defence. (949,600 x .92 x .78 x .35 = 238,502 french killed) [decimals are rounded up] France Retreats with 161,498 troops remaining, and is captured by germans.

Ransoms: If you capture an enemy army, you may sell them back to the enemy for $1,000 per soldier. Or, you may execute them, or maybe use them to build stuff...

Losing cities: If you lose a city, you lose a fraction of your total population and un-deployed troops. Say, You have 4 cities, and you have a population of 4 million. You have 100,000 undeployed men. One city is taken, along with 1 million people, and your use of 25,000 of those men. (You lose a fraction of your people dependent on your number of cities. 4 cities, 1/4th per city. 24 cities, 1/24th per city.

    Naval Actions:
Naval battles work in the same fashion as regular battles. Retreating ships will be captured.
Defender - Unit defence determined randomly from 20-100. Attack determined from 10-100. U-Boat defence from 50-100.
Attacker - Unit attack determined from 20-100. Defence determined from 10-100. U-Boat attack from 50-100.

Blockading a major city reduces the recipitent nations income, and halts troop movement to and from the city. Also halts naval production in the city. However, you have to fight any navy present.(Germany blockades Briton and France. France has two major cities remaining, income reduced by 1/2 per city blockaded. Britan has 10, income reduced by 1/10 for each city blockaded)

    Naval recruitment:
    Ships cost $500,000 each. U-Boat is $1,000,000.

Overseas speed is 2000 miles per turn. You must have a fleet in order to move an army overseas. If fleet is lost, army is lost. Max capacity is 3,000 soldiers per ship. If ships are lost, half of the soldiers aboard will be lost as well. Storms may damage fleet in travel. (exept for u-boats)

Income: total population multiplied by ten (except for russia, where it is total population multiplied by 5)
