The shah would unfortunitally not agree to serve as a neutral arbitor, as he feels his own personal feelings towards offers would have an effect on his neutrality during negotiations;
he would suggest arbitration is done by someone who has no border with either party, nor any prior memories of the turks, such as the Rajput Maharaja or Omani King.
