    Default Pahlava reform guide.

    I am going to use this as a guide to the Pahlava reforms, using screenshots of each stage to help people who are confused about the method of gaining them. If such a guide already exists could someone let me know so I don't waste my time on this when I could be doing my AAR.

    I will use the same city for the guide so the order is clear, it may take quite a few days to get through it all.

    Condensed list of buildings in the order needed:

    A map of where you can actually build the reforms:


    The first step, as with most factions, when taking a city is to impose Military Occupation over the settlement. This only takes one turn costing two hundred mnai. Next is Migration for a cost of two thousand mnai, being built over four turns:

    After you have migrated enough of the tribes to your new province you need to choose between Nomadism and Pastoralism. For the reformed government we need to go with Pastoralism, so choose that next:

    Pastoralism is simply a choice of how you wish to proceed with the development of the province and only takes one turn. The next step is probably the most likely to lead to difficulties further on, you need a Large Nomad Market, when you take over a settlement it may have a market building in a different culture and it can be hard to know which level it is. I have had to destroy market buildings and start from scratch as they haven't allowed me to build the next level. Also remember you need to be at the town (2000 inhabitants) level to be able to build a Large Nomad Market. In my example Persepolis has an Eastern Greek Very Large Market, which is one level higher than a Large Nomad Market so I don't need to upgrade:

    There are a few exceptions, but generally you need to follow the order here exactly. Building other structures, not on the reform trail, will not effect it in any way, apart from slowing you down. I hope somebody gets some benefit from this.

    You're probably wondering if it's worth the effort of getting the reforms, here's a taste of the benefits the reform brings. Level four barracks (if you want to see level five you're going to have to build it yourself):

    If, like me, you get frustrated at the general lack of management skills with Pahlavan FMs, the ability to build schools will be particularly satisfying. Being able to build stone walls is nice too.

    Am I missing something or did it take you many months to write the second part?

    Thanks Molinaargh, I was looking for that map to complete the guide.

    I started this almost a year ago and the Pahlav campaign I was playing became unplayable, I intended to finish it and just never got around to it. Oh and that Someone in EB Forums post you quoted was mine!

    Thanks Atraphoenix, nice to hear from another Pahlava fan. Or should I say Askanian?

    You can call it whatever you want to say, Pahlava, Parthava, Ashkhanian, Arshkhanian, Parthoi...
    even TPC could not resolve that name issue and decided to use Pahlava (In their own language they called themselves Pahlavan as you know. But the state or the dynasty was called as Aškānīān. we have to change Pahlava's faction name at least 4 times to reflect their historical background
    It is something like England and United Kingdom....

    Regarding the name of this faction ,actually Atraphoenix is correct.
    If you ask an ordinary Iranian that "What do you know about "Pahlaviān or "Parthava" or "Parthoi" ? He would probably asks you "What are they?" or thinks you are talking about the last dynasty before the islamic revolution in Iran. However ,If you ask "What do you know about "Aškānīān" or "Pārthiān" ? he would definately responds you with joy that "It's one of the great iranian ancient dynasties in iran & ...". because they are mostly known in iran as "Aškāni dynasty which were parthian iranians" as it is teached this way in schools and books. Just to make it clear :-)

    I like the Persian History because many times it has a connection with my own nation.

    A simple and yet very helpful guide.

    Would that it had been online earlier. I prolonged my campaign by screwing up the build order (which leads to reform failure).
    Pahlava reforms take a loooong time to implement but are still great fun, at least for people who focus as much on economy and infrastructure as I do.


    If, like me, you get frustrated at the general lack of management skills with Pahlavan FMs, the ability to build schools will be particularly satisfying. Being able to build stone walls is nice too.
    Don't forget the paved roads - perhaps the most important "building" in EB (because they substantially boost trade, law, and movement alike). A good idea - unless you desperately need barracks - is make paved roads and schools a top priority as soon as the reformed government is in place. I've found that Pahlavn FMs get really great ancillaries from academy buildings, e.g. the Dadwar judge (sp?).

    Question: Would you Build nomadism in all Settlements, in which you cannot get the Reform?


    Though a question. Is this map correct?

    The map should be correct. I'm not 100% sure about all the regions, but i could build PRG in Karmana and Persepolis so i dunno what's the problem.
    For the other question, i suggest building nomadism where you can. Or even better, a client kingdom, it will give you many units u cant have acceses to any other way.

    Thank you Anubis. I will tear down all the buildings in Persepolis and rebuild them, maybe then it works.
    Besides - I just realize, that the City johnhughthom used for his example IS persepolis :D so it must work.... except there have been changes in EB 1.2

    I implemented this government twice in Persepolis, both times with version 1.2.
    Perhaps you screwed up the build order. That happened to me and it cost me quite some time in my first Pahlava campaign.

    Hehe... I once lost the paper where i had the guide, and i had no internet connection, so i bluffed my way in Gabai and Karmana, using different build - orders, and still got the reformed goverment in both towns! I guess i must be really lucky :D

    @ Swissbarbar
    No problem, if you have any other question about Parthia, just go away and ask. I played with them till 89BC ( a record at the time, you can see in the faction progression thread) but i conquered all of the historical Parthian territories at that point, and after a while i stopped playing. I started even a huge expedition in Arabia... That poor Saba. Pahlava are like cryptonite to their poor unarmoured units :)

    Maybe it's not necessary anymore, it seems as if my campaign is stuck, because of a CTD that happenes during the turn, when the Romans make their moves. EVERY campaign get's lost sooner or later, it's so annoying. I can only hope MTW II is more stable than RTW, so EB II will not crash as often!

    Did you check if any Roman cities are about to rebel? That's usually the problem, since the AI leaves far away cities with no garrisons, and sometimes a revolt CTD follows

    At a certain point, when you have enough settled aristocracies, your generals will get the late bodyguard unit. Have you noticed that even your client rulers, your hellenistic mercenary generals, get the late bodyguard unit? Of course only those, who already are in duty. If you recruit new ones, they will have their old bodyguard units, whatever they are.

    I had that with Hayasdan as well. A glitch, but a mostly positive one, seeing as your Client Rulers suddenly get a tank bodyguard. The most extreme cases happen when you somehow have managed to get a Celtic or Germanic mercenary general prior to the reforms.
