I am playing GB now in about 1770. The pirates are long dead and I have not given them the chance to reemerge.

It seems, your save-game got corrupted. I'd suggest reloading a few years prior to the crash and trying again.
I'm having my first ever campaign crash now as well. My US campaign unexpectly quits everytime when I reach the Ottomans turn in 1794. I tried loading an older save, a few turns behind the "broken" turn but it hasn't done anything. I'll try a restart of my machine and try again later.
Getting one too, in (or after) West Phalias turn playing as Dutch.
1.2 was very stable. 1.3, not so much. Hope this gets included in the hotfix.
Well, I couldn't fix my problem so I'm starting a new campaign unforuntely, I hope I have better luck this time around. A lot can happen between 1783 and 1794 with four turns per year, it sucks I have to start all over again.
On the plus side I edited my startpos.esf and gave myself a more "historical" cabinet and faction leader.
