I think, the title says it all. In 1.03 (and the previous versions too) one would find AI fleets that have wandered way away form their home base (with not chance of repair). Take my last game, a reasonable British fleet (mine) is sitting in the Channel and all of a sudden gets attacked by an excited, theoretically huge AI Russian fleet of SOLs that had just (auto)defeated a bunch of Prussian and Swedish fleets on their way (to the Channel). The problem was: the Russian fleet was WAY AWAY from their home base, so by the time they reached the Channel, they were about 1/3 strength... Of course, my couple, healthy SOLs destroyed/captured the lot.
Heh, shouldn't be that hard to code the AI to keep it close to the base unless
1) the ships are healthy
2) the ships intend to take new territory (from which it would be possible to reinforce in the future).
Just common sense...
