That's the general's standard of the Saka. The Pahlava one is a gold shiny thing. Dunno why you got the colour scheme of the Yuezhi though.
IIRC on an eastern stone wall, the EB team forgot (?) to change them.
If you don't remember, in EB 0.8, the Saka were the Yuezhi, the ones on the gate are the old banners. If you look at the signature of Marcus Aurelius Aantoninus you can see that he still has a Yuezhi team signature. In EB 1.0 the Saka came IIRC.

IIRC, saka was before v1.0.

The Yuezhi (Yueh-chih) were there in 0.6 and 0.7, I think. They changed it to the Saka with the 0.8a release. I think.

I don't know about the military of the Indo-Scythians, but I haven't heard anything about them using phalangites in battle.
