Taras in Epieros campaign

I dont know if this should happen or not, but in the Epieros campaign Taras would for some reason out of nowhere go from making -3000 to -6000. Is this supposed to happen or is it a bug?

Supposed to happen.

For some reason, military upkeep is paid for on the basis of a proportional basis. This was a Creative Assembly decision. Cities with higher population, therefore seem to pay for the majority of your troops. Same will happen if you start a campaign as Koinon Hellenon, with the city of Rhodos.

What counts is the over-all balance, and this changes it:
- gain/loss of cities
- recruitment/queued units
- buildings
