I am not sure about M2:TW, but IIRC in R:TW a city could have max. 3 sea trade-routes. You could assign more trade routes to the port building, but these didn't show up on the city information pannel, so I am guessing they had no effect.

Sea trade routes aren't based on settlement size, but number of viable routes within a certain distance and trade rights. I've got town-sized Knossos in my current game, which has no fewer than nine trade routes coming to it from both sides of the Aegean, and occasionally Alexandreia as well.

AFAIK, the number of import is unlimited, but export is max 3
That's what I meant: apologies if it was unclear. The number of outgoing trade routes is determined by the port building, and (in R:TW, at least) the maximum is 3. It's possible to edit the number of trade routes that the port building provides, but setting it higher than 3 does not appear to have an effect.
