I can't seem to find the option to produce them, unless I'm blind. Am I to assault settlements with nothing but rams and ladders?

If you mean siege towers, they only become an option when the walls are big enough.

If you mean ballistas, catapults and the like, I don't think they are in this build.

I'm sure I saw a note saying for the most part they wouldn't be in the final build, either. RTW/EB1 had an over-representation of siege artillery for most of the period.
It began on seven hills - an EB 1.1 Romani AAR with historical house-rules (now ceased)
Heirs to Lysimachos - an EB 1.1 Epeiros-as-Pergamon AAR with semi-historical houserules (now ceased)
    Philetairos' Gift - a second EB 1.1 Epeiros-as-Pergamon AAR

Hellenistic kingdoms tend to be able to "recruit" Oxybeles artillery in their top tier government.
