Default Does recruitment depend on the general in the city?

I ask this because, playing as Baktria, I noticed one turn that I could recruit pezhetaroi in Alexandreia-Ariana. Checking again some turns later, they disappeared from my unit roster. Does having a person of Hellenic extraction in a city count as to whether you can recruit Hellenic units?

Are you sure that you didn't finish a government building in those turns? That would explain it.

If anything, wouldn't building a Baktrian Satrapy mean that you could get better hellenic units?

There is a bug that allows you to recruit units without gov building present.
You should not be able to train any troops with no gov building.
So because of this bug gov building usually restricts your training abilities instead of increasing them.

We've fixed that bug though, in the patch you won't be able to train any units without a gov't.

Beautiful, another reason to look forward to the patch :)
