I believe that is not possible unless you edit a lot of files. Just change the stat cost from 1 to 0 in the export_descr_unit file.

I remember that I used to have a mod for v 1.3 i think that enabled the no-CD feature and unlocked all cheats

I don't think the process_rq cheat never worked anyway though. So the best thing to do is go to wherever you installed Rome. Click on data then scroll down and find export_descr_unit and click on it.

This is a sample from it. Change the bolded one to zero for any units you like. When you train multiple units with 0 they all are completed in one turn.

There's the create_unit console command (or something like it) that can be used to instantly spawn a unit at a location you choose. You need to know the exact name of the unit as it is in the export_unit_descr.txt file, and use " " for units with 2 words or more for their names, eg "roman archer". Possibly you could then use a negative amount for the Add_money command to reduce your treasury, and then a negative add_population amount in your chosen settlement to minimale the cheating element.

It's a bit of an effort, but in effect does more or less the same as process_rq

If you don't know how to use the commands, I think you can bring up limited help in the console by using a question mark before the command. eg ?add_money , although I can't quite remember if that's what you do.

    Ahh the creat unit cheat.

    EX: creat_unit "roman hastati" 5 9 3 3

That would creat 5 units of hastati with gold experience, weapons, and armor. You can not go above 5. EX: add_money -x EX: add_population "Rome" -x

    Hope that helps.
