Settlements don't grow

In my campaign (as Rome ofcourse) some settlements don't grow. Kirtsan, owned by Carthage, never grows though Carthage has enough money and the population is large enough. It never grows above town level. The same goes for some other cities owned by various factions. For example Korinth won't make it above large town level.

Is this a bug or the AI malfunctioning? Is it possible it has something to do with the "manage all settlements" option? Can anything be done about it?

I don't think we can make the AI decide anything of that sort, sorry. I don't see the problem much, though.
