Are you inquiring about what you have to do to become a member of these forums, or are you inquiring about starting up your own forums on your website?
If you're thinking about setting up your own forum, there's a good thread on the subject here (https://forums.totalwar.org/vb/showthread.php?t=98882).

Well, the best way is to put a link to the forum in your signature, which reminds me, Sun better hurry up with the hosting system. :2thumbsup:

I prefer InvisionFree, but I guess that's just force of habit.
There are advertising forums-- as in, forums whose main purpose is to advertise other forums. It might sound odd, but they do exist.
Advertisement Centre (http://z8.invisionfree.com/Advertisement_Centre/)
MadAds (http://madads.net)
These are the two that I've used before, but there are quite a bit more if you're willing to do some digging. Personally, I found the sites a little too mercenary for my taste-- with posting packages, deals, etcetera, but it does give your fledgling forum a lot of exposure to potential members/people of similar interest.
