It's 148BC Rome controls 65 provinces all Italy has Latifunda and have won 500+ battles, version is 1.0 with BI.exe., difficulty is M/M.

Faction leader has 4 command stars (in traits +3 command), 6 management,
9 influence is a pleb and has popularis trait, he has just been made Consul and is 54 years old.
He's just taken Hbis and gained that 4th star, I end the turn and all that happens he losses the popularis trait.

What's going wrong?

In fact it's happened several times, and from what I know the reforms should trigger, in fact I've gone back several years and tried different tacks and same has happened.

Am I missing something or if not is there a "cheat" where I can get the reforms now.

At this stage I have no other characters that come close.

Did he gain the Reformator trait by any chance? In any case it seems that sometimes it will take a year or two before the game recognizes all the conditions and places the building. Personally, I prefer to just conquer the automatic trigger of 90 territories (unless that was taken out of 1.0 since I have not gotten that far as Romani yet in 1.0).

That is still an option.

Script is active.

No I've not had the reformata trait, but I'm worried I keep losing the popularis trait or is this to be expected. It would be great if the reforms kick in after 6-8 turns.

Is he Sharp Charismatic and Vigorous?

Other than that you should have all the prerequisite's to trigger the marian reforms.
