Today i reached 235 expecting to get the carthage reforms. I had all the necessary preparations and requirements( and yes the script was activated). But no reforms...

Whats the cause for this?.

Have you moved on a couple more turns to see if it comes up? You definately built level 5 regional MICs rather that factional?

Have you applied all the fixes, one of them involves the Karthadast reform I believe.

Definitely make sure you build regional MICs! I built factional and didn't get the reforms till about 215 when I finally wised up. IMHO, the FAQ isn't too clear on that point.
